Retrieved encroached land will be utilised for development: J&K LG

Jammu and Kashmir Lieutenant Governor Manoj Sinha said that the retrieved encroached land will be utilised for development and welfare of a common man.

Speaking after inaugurating the GST symposium and Tax awareness initiative ‘Kar-Tavya’ for industries, traders association, DDOs and other stakeholders here at the Convention Center, Sinha urged the people to not fall prey to the certain vested interests spreading false information and creating misconceptions around anti-encroachment drives, power generation and property tax.

The GST symposium is being organised by J&K State Taxes Department in collaboration with The Institute of Chartered Accountants of India.

“No poor will be touched during anti encroachment drives but no influential encroacher will be spared. The encroached land retrieved by the government will be utilized for the welfare of common man and schools, colleges, hospitals, sports facilities will be developed on the retrieved land”, said the Lt Governor.

The Lt Governor also shared the facts in detail regarding the imposition of property tax in the UT.

He said, “the property tax in Jammu and Kashmir is the lowest as compared to other states. There are around 5,20,000 houses in cities of J&K. Out of these, 2,06,000 houses are less than 1000 sq ft and no tax is being imposed on them.”

He added that no tax on 40 percent of the people living in cities, in rural and on religious places. 2,03,600 houses are less than 1500 sq ft and 80 percent of these households will have to pay less than Rs 600 per annum.

“This amount is one-tenth of the tax amount being paid in Shimla, Ambala and Dehradun,” the Lt Governor said abd added that 46,000 out of 1,01,000 shops in city areas are less than 100 sq ft and they will have to pay upto Rs 700 per annum. Out of these 46,000 shops, 80 percent will have to pay a meager Rs 600 per annum/ Rs 50 per month. 30,000 shops will have to pay taxes below Rs 2000 per annum and out of these, 20,000 will have to pay less than Rs 1500 which is also one-tenth of the amount being paid in Shimla, Ambala and Dehradun.

“Revenue will directly go to the accounts of municipalities and corporations. This step has been taken to make our cities an engine of growth,” he added.

The Lt Governor also invited suggestions from all sections of the society with regard to better arrangement in property tax, stating, “our doors are open. Everyone must come forward in making J&K a dynamic and developed region of the country.”

The Lt Governor however, said the outreach to help, guide the stakeholders and taxpayers to build synergy and to achieve the prime objective to set J&K on a high growth trajectory.

Systematic approach by the State Taxes Department to simplify the regulatory compliances has led to revenue augmentation and improved ease of doing business for the stakeholders. Such symposium and awareness drive will further stimulate the rate of compliance & productive capacity, added the Lt Governor.

“We are following the Prime Minister’s mantra of Transform, Reform and Perform to build a prosperous and Atmanirbhar J&K. It is the collective responsibility of citizens and business enterprises to unlock potential and drive J&K’s economic growth,” said the Lt Governor.

He said that the reforms and policies focus on protection and empowerment of the common man. Our long-term economic development policies are aimed at reducing inequalities for the welfare of society. Robust growth in business sectors will benefit society as a whole, adding, “it is imperative to ensure that economic growth through stabilization of the tax revenues is ensured at all levels. At the same time it should also be ensured that habit gets inculcated in every business enterprise & consumers to pay taxes with pride.”

“We must achieve the target of 100 percent GST tax coverage. Every taxpayer must come forward and contribute towards nation building,” the Lt Governor further added.

“GST realized the dream of One Nation, One Tax and guaranteed revenue flow to the states. I express my heartfelt gratitude to the business community and citizens of Jammu Kashmir for their cooperation & invaluable contribution in the development of J&K,” the Lt Governor said.

Observing that increased business activities are required for long term economic development and strengthening food security and generating employment opportunities, the Lt Governor highlighted the effective steps taken by the administration for improving Ease of Doing Business, facilitating the expansion of the existing units and setting up of new industries and businesses and extending the benefits of amnesty schemes.

The reason for buoyancy in the revenue is due to several measures taken by the State Taxes Department like establishment of GST Facilitation Centers (GST Suvidha Kendras), District Level Awareness Programmes for the Stakeholders across the UT of J&K, Co-ordination Meetings between Central GST and UT GST authorities etc. The State Taxes Department has adopted a promotional approach rather than a regulatory one and is continuously focusing on capacity building, the Lt Governor noted.

He highlighted the transformation taking place in the industrial sector with the introduction of new Industrial development policy.

“Jammu Kashmir has taken a giant leap in the industrial sector and investments from big companies from India and abroad continues to flow into the UT for industrial activities. Within two years, we have received investment proposals worth Rs 66,000 crores. In the last 6 months, one industrial-business unit has commenced its operation every day,” he said adding that this reflects the true picture of new and aspirational Jammu and Kashmir.

The Lt Governor reiterated, “the government’s commitment to develop more land for industries. Every facility will be extended to 18 industrial estates in the future. I want more people from J&K to set up industries and avail benefit of industrial development scheme.”

Responding to the demand of The Institute of Chartered Accountants of India for land for centre of excellence, the Lt Governor announced that the land will be allotted for the said purpose.

The Lt Governor further shared the vision of the UT Government for accelerating growth in various sectors. We are working with an integrated approach for development of all sectors, he added.

The Lt Governor also spoke on efforts of the government to generate employment and livelihood opportunities for the youth.

More than 30000 vacant government posts have been filled in the last three years. And wherever any wrong was found, CBI inquiry has been initiated. The recruitment for another 20,000 posts in administration will be advertised in 3-4 months, the Lt Governor informed.

“We want to saturate self employment in J&K. Youth were identified from every panchayat and town of the UT, and in a single day, 75000 youth were provided more than Rs 939 cr financial assistance. More than 6 lakh women have been connected with NRLM”, he noted.

On the occasion, the Lt Governor unveiled Kar-Tavya periodical and Kar-Tavya booklet and also handed over Letter of Appreciation to organisations and top tax payers of the UT.

Dr Arun Kumar Mehta, Chief Secretary; Dr Rashmi Singh, Commissioner Sales Taxes; Ranjit Kumar Agarwal, National VP, Institute of Chartered Accountants India (ICAI) and other senior officers and various stakeholders were present on the occasion.

At 17.1% J-K features on 4th spot of unemployment graph in country

Bettering by 4.7 percent in contrast with January 2023, Jammu and Kashmir ended up featuring on fourth spot of unemployment graph among twenty-seven States and Union territories for the month of February 2023, as per unemployment percentage by Centre for Monitoring Indian Economy (CMIE).

According to the latest figures of CMIE, the current unemployment percentage in Jammu and Kashmir reads at 17.1 as against 21.8 in January 2023, indicating an appreciation of 4.7% for the month of February 2023.

As indicated by the figures, India currently has an overall unemployment rate of 7.5% – 8.0% in urban and 7.3% in rural areas.

While Haryana tops the list with most unemployment rate of 29.4%, Chhattisgarh on the other hand has least unemployment of 0.8%.

The other states with unemployment rate, in alphabetical order, are as; Andhra Pradesh 6.6, Assam 8.6, Bihar 12.3, Delhi 8.6, Goa 11.1, Gujarat 2.5, Haryana 29.4, Himachal Pradesh 13.9, Jharkhand 16.8, Karnataka 2.5, Kerala 5.6, Madhya Pradesh 2.0, Maharashtra 5.6, Meghalaya 4.1, Odisha 2.1, Puducherry 2.2, Punjab 8.2, Rajasthan 28.3, Sikkim 21.0, Tamil Nadu 3.0, Telangana 5.8, Tripura 11.7, Uttar Pradesh 4.0, Uttrakhand 2.3 and West Bengal 4.4.

Light To Moderate Rain, Snow Likely In J&K During Next 24 Hrs: MeT

Light to moderate rain, snow which lashed Jammu and Kashmir during the past 24 hours, is likley to continue on Thursday, as per the MeT office.

“Light to moderate rain/snow is expected in Jammu & Kashmir during the next 24 hours”, an official of the MeT department said.

Meanwhile, Srinagar registered 7 degrees Celsius, Pahalgam 2.4 and Gulmarg minus 0.6 degree as the minimum temperature.

Both Kargil and Leh in Ladakh region clocked minus 3.4 degree.
Jammu recorded 15.5 degrees, Katra 14.6, Batote 7.7, Banihal 6.3 and Bhaderwah 6.8 as the minimum temperature.

JKPSC cancels paper-II of J-K Prosecuting Officer preliminary exams

The Jammu and Kashmir Public Service Commission (JKPSC) canceled the Paper-II (Qualifying) of J-K Prosecuting officer (Preliminary) Examination held on 29 January 2023, and announced that the fresh examination to be held on 16th March, 2023.

According to an order, the JKPSC said that the examination held earlier was cancelled after the complaints were received that the examination of the Qualifying Paper II of preliminary examination was of a standard higher than the level prescribed in the notification, reported a local news agency, KNO.

“The J&K PSC conducted the Preliminary Examination for filling up the posts of Prosecuting Officers in Home Department on 29.01.2022 in two shifts. The Examination comprised of two MCQ based papers conducted in two sessions on the said day. The Provisional Answer Keys for Paper- I & Paper-II (Qualifying) were notified seeking objections from the candidates within the stipulated period,” it added.

“Along with the objections, various representations were received from the candidates through the J&K High Court Bar Association, Jammu and others, registering their grievance that the Examination of the Qualifying Paper II of the said Preliminary Examination was of a standard higher than the level prescribed in the notification and majority of them could not qualify the same,” it added.

“It was requested to either re-conduct the Examination or allow all the aspirants to appear in the Mains Examination and the matter was examined in Commission and the Commission decided to conduct the Prosecuting Officer (Preliminary) Examination, Paper-II afresh,” the order reads.

The JKPSC said that in view of the above stated facts and circumstances, it is ordered that the Paper-II (Qualifying) of J&K Prosecuting officer (Preliminary) Examination which was held on 29-01-2023 is cancelled ab-initio.

“The fresh examination for the said paper shall be conducted on 16thMarch, 2023 at the centres to be notified separately,” the order added.

 

Piyush Singla reviews online Revenue services

Secretary, Revenue, Dr. Piyush Singla, today convened a review meeting with Tehsildars regarding online services of the department.

As a major initiative towards ensuring good governance and ease of convenience to the citizens, the department is providing 29 online services including Fard, Mutation, Land Pass Book, CLU, Property Card, Extract of Jamabandi/Girdawri, Domicile Certificate, Registration of documents and others through https://web.umang.gov.in/landing/services, https://jansugam.jk.gov.in/ and https://jkrevenue.nic.in/ and most of these services are covered under PSGA, 2011.

Reviewing progress on online services, Dr. Singla viewed end to end process of the services being provided by the department. He expressed satisfaction on the mechanism put in place by the IT department, J&K and NIC, J&K on this account.

During the meeting, Tehsildars shared their feedback on successful implementation of the IT initiatives in the department and also flagged the issues being faced at the ground level besides suggesting certain remedial measures.

Dr Singla assured that the issues raised shall be addressed in a phased manner in consultation with the IT, Department and NIC.

He said that the feedback given by the field officers shall definitely help in further streamlining the public delivery system. He asked the IT and NIC to prepare modules for bringing the still offline services on online mode in the shortest possible time.

Dr. Singla exhorted upon the revenue officer especially Tehsildars to dispose off all the applications within the PSGA timelines. He also asked them to extend handholding to the citizens by organizing camps in villages, Panchayats and Khidmat Centres encouraging them to avail all services through online mode without any physical interface with the revenue offices.

Among others the meeting was attended by Shabaz Mirza, Special Secretary Revenue, M Malik, Additional Secretary Revenue, Muzammal Hassan Choudhary, Under Secretary Revenue, Baiju Ubbot, Senior Scientist NIC and Umar Gulzar, Tehsildar Anantnag, Uttam Palsar, Tehsildar Majalta, Kapil Kant, Tehsildar Sunderbani, and Kamalpreet Singh Tehsildar, Jammu Khas.

Jammu: A house located in Ghagwal area of Samba has been burgled in broad day light on Wednesday, the thieves made off gold jewellery worth of lakhs that was kept in the almirah of the house.

The report said that the theft occurred when family members was away from the house and then the burglars broke into the residence and stole jewellery worth lakhs.

“I returned in the evening in my house, our main gate was closed and the robbers had made their way into our house by climbing this wall”, Owner of the house said.

“When I entered in my residence I saw our locks broken, they have broken the locks of our almirah and escaped with our gold jewellery worth 10-12 lakhs approximately”, he added.

“The Police and SHO came here and they have examined my residence for the clues”, he said.

The Ghagwal Police and a Forensic Science Laboratory (FSL) team also reached the crime scene to take clues of theft, the report said.

A probe has been set into motion regarding the case.

Woman falls into drain while capturing bride & groom; watch viral video

Be it desi or abroad, weddings are always the kind of event where embarrassing videos are bound to exist. Be it the dancing uncles or the over-excited friends of the bride and groom, the videos capture different sides of the occasion. However, some of those videos are quite painful to look at.

Just like this video of a woman who accidentally toppled backwards and fell into a drain while trying to take a picture of the bride and groom. While it is not clear where the video was shot, it was quite evident that it was not a desi wedding.

The video shows the woman recording the bride and groom on her phone. But after some time, she accidentally steps backwards and falls in the drain. The people present around can be seen promptly pulling her out of the muddy water.

Army Pays Tribute To Soldier Martyred In Awantipora Gun Battle

The Army on Wednesday paid tributes to Sepoy Pawan Kumar who was martyred during an encounter at Padgampora village in Awantipora sub district of Jammu and Kashmir on Tuesday in which two local militants were shot dead.

The two militants were accused of killing a Kashmiri Pandit Sanjay Kumar in Pulwama on Sunday morning.

Chief of Staff, Chinar Corps and all ranks paid homage to Sepoy Kumar, Army said.

Sepoy Kumar of 55 Rashtriya Rifles and part of the operational team that led from the front, in a sheer act of bravery he overpowered the first militant in a hand to hand combat and was grievously injured. He subsequently succumbed to his injuries, making the supreme sacrifice in the highest traditions of the Indian Army, they said

Kumar, 26, had joined the Army in 2014 and hailed from village Pithyt, Rampur Shimla of Himachal Pradesh. He is survived by his mother.

Film maker Karan Johar to shoot in J&K

After a hiatus of seven years, film maker Karan Johar is all set to shoot the last pending romantic song of his movie Rocky Aur Rani Ki Prem Kahani, in the snow clad mountains of Kashmir.

Directed by Karan Johar, the epic love story stars Alia Bhatt and Ranveer Singh in the lead roles.

As per the latest buzz, the song will be a tribute to the late film maker Yash Chopra, who Karan idolizes.

Ranveer and Alia will recreate the looks of Sridevi and Rishi Kappor from the film Chandini directed by ace director Yash Chopra in late 1980’s. Alia will be seen donning chiffon sarees while Ranveer for a change will be in the formal attire.

The romantic song will be shot in Kashmir in a ten-day schedule beginning on March 1. The crew has already left for Kashmir while Karan will leave for the valley with Ranveer Singh and Alia Bhatt on February 28 and join the crew.

Karan Johar wanted to film the song in Switzerland but after Alia Bhatt’s pregnancy he moved it to Kashmir as the film maker believes that snow has same feel in Kashmir as it has in Switzerland.

Alia will be accompanied by her baby Raha for the ten-day shooting schedule.

With this song in Kashmir, the entire shooting of Rocky Aur Rani Ki Prem Kahani, a tribute to Karan’s favourite director Yash Chopra, will be complete.

Jammu: 
Scores of Patwaris on Wednesday held a sit-in protest in Jammu for their demands.

Several protestors were seen shouting slogans and expressing their demands, while the protest was organized under the aegis of All Jammu and Kashmir Patwar Association.

One of the protestors, said, “When we joined as Patwaris in the dept our grade pay was increased to Rs 2800 but later it was reduce to Rs 2400 again by a govt memorandum”.

 

“We demand our grade pay to be increased at par with govt teachers. In March 2022, Commissioner Secretary Revenue (CSR) sir held a meeting and assured that within one month our issues will be solved, but nothing has been done in this regard for us till now”, he added.

“Patwaris work day and night but we have govt accommodation in the Patwar Khanas. In 1970-72, Patwaris had 5-10 villages under them, but now our population is much higher, that’s why we need establishment of Patwari Halqas as soon as possible”, he asserted.

“The landlord as well as villagers will avail our facilities easily if govt establish Patwar Khanas soon for us, the Girdawars have entire tehsils in their authority and posts of Girdawars should be advertise soon by govt”, he said.

“Our salary allowance should be hiked and Departmental Promotion Committees (DCP) should be conducted timely along with that the harassment of Patwaris should be stopped and we should not be overburdened with work, people also try to beat us”, he alleged.

“We also demand digitization of ‘Masnavi’ (land records) so that the records can be saved from breaking into pieces”, he further said.

“We also demand postings of girdawars and patwaris on timely basis, this is our indefinite strike”, he said.
