Weather department on Friday forecast isolated to scattered light to rain and snow in next 24 hours even as the minimum temperature recorded a drop across Jammu and Kashmir except Qazigund.

A meteorological department official said  that in last 24 hours till 0830 hours, Srinagar received 5.7mm of rain, Qazigund 12.3mm, Pahalgam 18.1mm, Kupwara 8.7mm, Kokernag 8.8, Gulmarg 14.4mm, Jammu traces, Banihal 17.6mm, Batote 26.2mm and Bhaderwah 25.4mm.

Regarding temperature, he said, Srinagar recorded a low of 6.6°C against 7.0°C on the previous night and it was above normal by 4.3°C for the summer capital.

Qazigund, he said, recorded a low of 5.6°C against 5.5°C on the previous night and it was 4.7°C above normal for the gateway town of Kashmir.

Pahalgam, he said, recorded a low of 1.7°C against 2.4°C on the previous night and it was 4.0°C above normal for the famous tourist resort in south Kashmir’s Anantnag district.

Kokernag recorded a low of 4.8°C against 5.0°C on the previous night and it was 3.9°C above normal for the place, the officials said.

Gulmarg recorded a low of minus 0.6°C, the same as on the previous night and it was 3.9°C above normal for the world famous skiing resort in north Kashmir’s Baramulla district, he said.

In Kupwara town, he said, the mercury settled at 4.2°C against 5.1°C on the previous night and it was 5.2°C above normal for the north Kashmir area.

Jammu recorded a low of 12.7°C against 15.5°C on the previous night. It was 0.4°C above normal for J&K’s winter capital, he said.

J&K: Search for water leads village to mysterious stone sculptures

In a remote village of the Doda district, in the Jammu division, the locals have found sculptures during a dig, drawing attention of a team of experts from the archives department.

The area of the discovery has been sealed off by the district administration. The stone sculptures, carvings, and two water storage systems with eight to ten drains made out of hard rock were found around 10 feet beneath the ground.

Speaking of the same, Doda district commissioner (DC) Vishesh Pal Mahajan told the newspaper that “a few days ago some villagers of Siwli village, in search of a water source, had started excavating a place and they found the antiques. We have now secured the area and a team of two to three experts from the Archives department is reaching the site on Thursday.”

 

 

“The team will conduct an initial study of the findings and the area and accordingly decide further course of action. They would be able to find out exactly how old the antiques are, but they are definitely very old,” said the DC.

Zakir Malik Bhallesi, a prominent writer and researcher from Bhalessa, told the newspaper that the sculptures, which feature carvings on them, are likely to be thousands of years old and warranted the attention of the experts from Archaeological Survey of India and academicians.

“As of now, we can’t say who made them and how old they are. In fact, a zoological lecturer Krishan Kant of Bhalessa was the first person who informed me about the discovery and then I met Mandeep Kumar, who actually had found them,” Bhallesi said.

Prof Masood Tanvir appointed new Principal GMC Srinagar

Government on Thursday appointed Prof Dr Masood Tanvir as Principal of Government Medical College Srinagar.

According to an order Dr Masood Tanvir Bhat, Professor & HoD Medicine, Government Medical College, Srinagar has been appointed as Principal, Government Medical College, Srinagar, w.e.f. 03.11.2022.

Notably, in November 2022, Dr Masood Tanvir was given charge of Principal GMC Srinagar on temporary basis after superannuation of former Principal Samia Rashid.

Union Minister lays foundation stone for Rs 21.63 cr Frozen Semen Station at Ranbirbagh

Union Minister of Fisheries, Animal Husbandry and Dairying, Parshottam Rupala, today visited Frozen Semen Project Ranbirbagh, Ganderbal where he laid foundation stone for Frozen Semen Station (FSS) approved at the cost of Rs 21.63 crore under Rashtriya Gokul Mission.

On the occasion, Union Minister was briefed about the financial layout of the project and facilities to be available in Frozen Semen Station including sterilization room, AV sterilization room, Microbial Laboratory of QC, Freezing Room, Quality Control Laboratory and other requisite utilities.

Union Minister visited various sections of the semen center and inspected Bull Sheds. He was briefed that the current Semen station is producing around 7 lakh doses of Frozen Semen Straws (FSSs) per year to cater to the demands of about 800 government artificial insemination centers and around 400 private AI workers in the twin UTs of J&K and Ladakh.

While inspecting Bull Sheds, Union Minister was informed that currently High Generic Merit breeding bulls are housed in the Breeding Bull Farm viz Holstein Friesian, Jersey and Red Sindhi.

Meanwhile, Union Minister also interacted with staff/casual labours who apprised him of various issues confronting them.  He assured that all their genuine demands will be looked into and fulfilled on priority.

Speaking on the occasion, Union Minister said that Ministry of Animal Husbandry, Fishing and Dairying is committed to augment the production of Frozen Semen Project Ranbirbagh to cater to the growing demand of FSSs. In this regard, Union Government has approved project worth Rs 61.63 crore, of which, Rs 6 crore stand released. He added that after completion of the project, it will not only cater to the local demand but will also export the FSSs. He said that with completion of the project the production of milk will be increased due to breed improvement and will give boost to income of animal rearing community.

Deputy Commissioner Ganderbal, Shyambir, Director Animal Husbandry, Purnima Mital, ADDC Ganderbal, CAHO, AD Fisheries and other district officers were present on the occasion.

CJI loses temper tells lawyer, “keep quiet, leave court right now.”

The Chief Justice of India, DY Chandrachud, today lost his temper in court and ordered a lawyer to leave during heated words over the listing of a petition.

Justice Chandrachud, said reports, “shouted at the top of his voice” at senior advocate Vikas Singh, who was urging the Supreme Court to push up a case related to land for Supreme Court lawyers.

The Chief Justice, furious, snapped: “Keep quiet. Leave this court right now. You cannot cower us down!”

Vikas Singh, the president of the Supreme Court Bar Association, was pushing for a hearing on a petition by the lawyers’ body seeking that land allotted to the Supreme Court be used for a chamber block for lawyers. Lawyers had been struggling to have the case listed for the past six months, he said.

“You can’t demand land like this. You tell us the day we are sitting idle for the whole day?” Justice Chandrachud remarked.

Mr Singh threatened to doorstep the Chief Justice. ” I am not saying that you are sitting idle for the whole day. I am only trying to get the matter listed. If it is not done, I will have to escalate and take it to your lordships’ residence. I don’t want the Bar to be taken like this,” he said.

“Don’t threaten the Chief Justice. Is this a way to behave?” Justice Chandrachud shot back.

“I am the Chief Justice. I have been here since March 29, 2000. I have been in this profession for 22 years. I have never allowed myself to be browbeaten by a member of the Bar, litigant or anyone else. I will not do that in the final two years of my career.”

The Chief Justice continued, “You will be treated as an ordinary litigant. Please don’t force my hand to do something you don’t want.”

During the sharp back-and-forth, Justice Chandrachud even asked the lawyer to not raise his voice.

Mr Singh said he “felt strongly” about the subject as lawyers had been waiting for chambers for 20 years. “Just because the bar doesn’t do anything doesn’t mean it should be taken for granted,” he said.

“Please don’t raise your voice. This is not the way to behave as the President of SCBA. You’re asking for land allotted to the Supreme Court to be given to the bar. I have made my decision. It will be taken on 17th and it will not be first on board,” said the Chief Justice.

According to a report, senior lawyers Kapil Sibal and NK Kaul later apologised to the Chief Justice on behalf of the Bar.

DC Ramban Directs Scrutiny Of Records To Ensure PF, Insurance Cover To Labourers

Authorities in Jammu and Kashmir’s Ramban district have started a process to identify all construction workers not yet brought under provident fund and insurance cover in accordance with labour laws.

The move comes as a major relief for labourers engaged in national projects in the district.
Ramban Deputy Commissioner Mussarat Islam issued the order after taking serious note of protests by the labourers for implementation of labour laws and disbursement of full wages.

In a communication to the assistant commissioner (provident fund), Islam said it was brought to his notice that several labourers/construction workers engaged in various concessionnaire companies executing national projects — such as the Udhampur-Srinagar-Baramulla Rail Link, Sawalkote Hydro Electric Project and four-laning of the Jammu-Srinagar National Highway — have not been brought under the ambit of provident fund and insurance cover, as enshrined in the labour laws.

“It has also been learnt that while concessionaire companies pay full dues to the labourers/construction workers, the same benefits are reportedly not extended by the PRW contractors (sub-contractors) of the concessionaire companies to the labourers/construction workers, as per their skill category, which is a matter of serious concern,” he said.

The deputy commissioner said there have also been reports that the PRW contractors have maintained no record and these labourers and construction workers are generally referred to as “contractor khata”.

“In order to identify the scale at which the labourers/construction workers are duped of their duly earned wages, you are directed to submit a comprehensive list with findings from all the concessionnaire companies engaged in execution of national projects and reconcile the same with the PRW contractors’ lists so that it is ensured that PF, insurance cover and other benefits which accrue to the labour community are not siphoned away,” the communication stated.

There are several instances when a labourer or construction worker from a PRW contractor is injured or dies in an accident at any site, he or his kin is denied rightful compensation or any financial assistance since his PF and insurance cover have not been maintained, Islam said.

He directed the officer to ensure collection of the PF number of the PRWs and list of labourers/construction workers to help scrutinise those who may be deprived of their full wages while obtaining the lists from the concessionaire companies.

Lieutenant Governor Manoj Sinha said that 20,000 vacant posts in administration will be filled soon. Addressing an event at the PG College for Women, in Jammu, Sinha assured strict punishment to the culprits who are behind the rigging of the recruitment exams.

Speaking on the anti-encroachment drive, the Lt Governor said that the anti-encroachment drive only retrieved the land from the big and influential land grabbers who had illegally occupied large chunks of state land and if any poor person was affected by the anti-encroachment drive, strict action will be taken against the concerned officers.

Congratulating the Cluster University for achieving excellence in quality education, the Lt Governor said that the University, established on 1 March 2017 with five Constituent Colleges, is playing its role of a change agent, with the focus on skill development and transform the vibrant institutions as the centers of new ideas and discoveries.

“In a new era, the education system and role of a teacher needs to adapt to fast-changing world. Teacher is not just a disseminator of knowledge. A teacher is the one who imparts different skill sets, ignites creativity, innovation in young generation to live a better life,” said the Lt Governor.

Observing that innovation will be a major contributor to India’s 5 trillion economy, the Lt Governor asked the educational institutions to keep pace with digitalization and future technologies.

“We must remove the burden of textbooks and instill in young students the urge for new discoveries. We must give them courage and strength to explore the unknown and not just syllabus. We should provide them with academic freedom so they get to know themselves and respect their own uniqueness,” the Lt Governor said.

All the educational institutions will have to keep pace with evolving world, he added.

The Lt Governor also spoke on the growth registered in various sectors including tourism, industries, livelihood generation, sports and the measures taken to improve services for the people.

Entire J&K administration is working towards the welfare of common man. The time has gone when J&K’s administration was running at the whims and fancies of some handful of people with vested interests, said the Lt Governor.

The Lt Governor asked the educational institutions and students to collectively participate in the conduct of G20 meeting in J&K. Be the socio-cultural ambassadors of J&K and make the world aware of the diversity of Jammu and Kashmir, he added.

Educational institutions should also dedicate themselves to actively provide solutions to local problems, the Lt Governor said.

On the occasion, the Lt Governor inaugurated the Laboratory block of School of Sciences of Cluster University of Jammu and laid foundation stone for Examination block to be come up at a cost of Rs 39.35 crores.

The Lt Governor also felicitated students who excelled in Yuvatarang 2023.

Two people have died while six others have received injuries as a minibus turned turtle at Kewal Turn in Budhal police station area of Rajouri district

Police said that a minibus was moving on Budhal Kandi road in Rajouri district when it turned turtle with eight passengers getting injured, out of which two succumbed.

The deceased were identified as Shakil Ahmed son of Mohd Bashir, a resident of Kewal and Badar Hussain son of Khan Mohd, a resident of Kandi.

Block Medical Officer Kandi, Dr. Iqbal Malik said that eight injured were received in Community Health Center Kandi but two of them succumbed to injuries.

He said that of the six people injured, two have been referred to GMC Associated Hospital Rajouri.

CRPF gets hi-tech ‘response vehicles’ for anti-militancy ops

Central Reserve Police Force (CRPF) has introduced new Hi-Tech Critical Situation Response Vehicles (CSRV) which are equipped with bulletproof armor and advanced weaponry to deal the anti-militancy operations.

The CRPF has also provided the latest gadget protection to the operation units that are taking part in the gunfights, especially in south Kashmir.

Work has been done on the technological front, critical situation response vehicles, and bullet-proof JCB. These are armored and bulletproof. These are effective in J&K as terrorists hide in narrow places. The camera also acts as a technology force multiplier, said MS Bhatia, IG Operations, CRPF Kashmir.
