Food items, products of daily use by common people to attract 5% GST rate under new reforms: Government sources

New Delhi, August 16: Most of the “common man items” are proposed to be moved to the lower GST slab rate of 5 per cent under the GST rationalisation initiative, government sources said on Friday, noting that the Centre will closely engage with states to build a broad-based consensus in the coming weeks.

The sources said that food items and daily use items will fall in the 5 per cent GST slab.

They said if implemented, this proposal will give a big boost to consumption and will have a positive impact on GDP.

They also said the government doesn’t require legislative changes to implement this proposal.

The proposal comes after Prime Minister Narendra Modi’s announcement today during his Independence Day speech that he will make “this Diwali, double Diwali” for the people of the country. He said people are going to get a very big gift on Diwali and the government has embarked on “big reform of GST”.

The sources said that the Centre’s proposal is based on three pillars of structural reforms, rate rationalisation and Ease of Living

The sources said the central government has proposed to scrap the current slab of 12 per cent and 28 per cent of GST rate and keep only 5 per cent and 18 per cent GST rates, government sources said on Friday.

They said as part of the initiative, 99 per cent of the 12 per cent slab are proposed to move in 5 per cent slab and 90 per cent of items in 28 per cent slab are proposed to move in the 8 per cent slab

They said that consumer goods kept in 28 per cent slab are proposed to be moved to 18 per cent slab. They also said that a new slab of 40 per cent is proposed for “sin goods” like tobacco and pan masala.

The sources said that the proposal on restructuring and new GST slabs will have marginal negative effect on GST collection.

They said the proposal has been sent to the Group of Ministers (GoM) to enable constructive and inclusive dialogue.

“This will have a big impact on reinvigorating core economic sectors like agriculture, textiles, fertilisers, renewable energy, automotive, handicrafts, healthcare, insurance, construction, transportation,” a source said.

Sources said a meeting of the GST Council is likely to be held in September-October to consider the proposal.

Referring to the pillars of structural reforms, rate rationalisation and Ease of Living, the sources said that structural reforms include correction on invested duty structure (IDS), aligning input and output tax in key sectors to eliminate IDS, supporting domestic value addition and improving liquidity specially for MSMEs. Classification issues would be resolved and there will be streamlining of tax structure on namkeen, savouries. The sources said that long-term clarity in rates will enable better business planning

Referring to rate rationalization, the sources said there will be simple tax and two-rate structure of merit and standard goods keeping focus on common people and students.

Another significant decision, the sources said, would be reduction in rate of equipment used by farmers, which will help increase production

Sources said in terms of ease of living and compliances, the reforms propose to provide registration to 95 percent of cases within three days. There is a proposal to implement pre-filled returns to reduce manual intervention.

The process would eliminate mismatch and compliance burden to multiple notices and there would be faster and automated processing of refunds for exporters and those with IDS, the sources said.

In his speech from the ramparts of Red Fort in Friday, PM Modi said the government is coming with the next generation of GST reforms.

“This Diwali, I am going to make it a double Diwali for you. This Diwali, you fellow countrymen are going to get a very big gift. In the last 8 years, we have done a big reform of GST, reduced the tax burden across the country, simplified the tax regime and after 8 years, the need of the hour is that we should review it once. We started the review by setting up a high-power committee and also held discussions with the states,” PM Modi said.

“We are coming with the next generation of GST reforms, this will be a gift for you this Diwali, taxes needed by the common man will be reduced substantially, a lot of facilities will be increased. Our MSMEs, our small entrepreneurs, will get a huge benefit. Everyday items will become very cheap and that will also give a new boost to the economy,” he added.–(ANI)

Srinagar, Aug 15 — Former Jammu and Kashmir Chief Minister Omar Abdullah on Friday said he had received a call from Prime Minister Narendra Modi regarding the tragic cloudburst that struck Kishtwar’s Chositi area.

In a post on his social media handle, Omar Abdullah wrote, “Just received a call from Hon PM @narendramodi Sb. I briefed him about the situation in Kishtwar & the steps being taken by the administration. My government & the people hit by this tragic cloudburst are grateful for his support & all the assistance provided by the Union Government.”

The devastating cloudburst, which occurred late Thursday night, triggered flash floods, causing extensive damage to houses, roads, and farmland in the remote area. Several lives are feared lost, and many residents have been injured or displaced.

Rescue and relief operations are underway with teams from the SDRF, Army, police, and local volunteers working in coordination. Authorities have declared an emergency in the affected region, suspended the Machail Yatra as a precaution, and rushed medical teams along with essential supplies to the spot.

Union and UT authorities have assured coordinated efforts to provide immediate relief to affected families and restore normalcy at the earliest.

Questions delay in restoring statehood after SC observation


Srinagar, Aug 15 —
Chief Minister Omar Abdullah on Friday announced that the Jammu and Kashmir government will embark on an intensive eight-week signature campaign aimed at pressing for the restoration of full statehood to the Union Territory. The move follows the Supreme Court’s latest observation on the matter, which has reignited political debate across the region.
Addressing the main Independence Day function at Bakshi Stadium in Srinagar, Abdullah said his government would collect signatures from every district and corner of J&K, with the goal of submitting the compiled petitions to District Collectors and the Union government within the deadline set by the apex court.
He openly questioned whether the decision to restore statehood would be determined through India’s democratic institutions or be influenced by acts of terror and external pressures. Referring to the recent Pahalgam attack, he said, “The people of Jammu and Kashmir strongly condemned that incident. It is deeply unfair to use such tragedies as an excuse to deny our constitutional rights.”
The chief minister recalled his earlier tenure, pointing to the gradual erosion of J&K’s autonomy and decision-making powers. “We had our own identity, flag, constitution, and special status. Now, even statehood has been taken away. Cabinet decisions that should have been implemented were stalled or shelved without explanation. I never imagined such a day would come,” Abdullah remarked.
Despite these grievances, he described the restoration of an elected government in J&K as a significant achievement. “Better late than never — democracy has returned. The active role played by our citizens in the last elections made this possible. It is a moment we should all be proud of,” he said.
Omar Abdullah became the first elected chief minister in eight years to preside over the UT’s main Independence Day celebrations. The last chief minister to do so was Mehbooba Mufti in 2017. In the years that followed, the PDP-BJP coalition collapsed, Governor’s rule was imposed, and the region was reorganised into two Union Territories after the reading down of Article 370 in August 2019.
From 2018 to 2024, the Independence Day flag hoisting in Srinagar was carried out by Governors and later Lieutenant Governors. Friday’s event marked a symbolic return of the ceremony to an elected leader.
The chief minister unfurled the tricolour, took the salute at the ceremonial parade, and inspected contingents from the J&K Police, Central Armed Paramilitary Forces, and school children. He praised the resilience of the public in navigating years of political and administrative uncertainty.
In a gesture of solidarity, Abdullah cancelled the cultural programme usually associated with the celebrations as a mark of respect for victims of the devastating Kishtwar flash floods that claimed several lives on Thursday.
He concluded by reiterating his government’s commitment to restoring statehood, ensuring accountability, and safeguarding the democratic aspirations of the people. “We will not rest until our voice is heard in every hall of power,” Abdullah declared.

Srinagar, Aug 15 : Prime Minister Narendra Modi on Friday unfurled the national flag at the historic Red Fort on India’s 79th Independence Day, addressing the nation on its achievements, challenges, and the role of citizens, armed forces, and farmers in building a self-reliant India.

PM Modi said, “When India gained independence in 1947, the possibilities were immense, and challenges were equally significant. On this 79th Independence Day, I bow to the makers of our Constitution. Women power has played a vital role in our freedom struggle and in shaping the Constitution. To those who framed our Constitution, I pay my respects today from the Red Fort.”

“My fellow citizens, this festival of independence represents the resolutions of 140 crore people. It is a moment to celebrate our collective achievements, filled with pride and joy. The spirit of unity in the nation grows stronger every day. Today, 140 crore citizens are immersed in the colours of the Tiranga,” the Prime Minister said.

He further stated, “By bringing the principle of one nation, one Constitution to life through the abrogation of Article 370, we honoured the vision of Shyama Prasad Mookherjee. Representatives from far-flung Panchayats, Drone Didi, Lakhpati Didi, sports personalities, and other distinguished citizens are present here today. In a way, I am witnessing a miniature India. Today, the Red Fort is connected to the entire nation through technology.”

He praised the bravery of soldiers, stating, “I salute the valour of our armed forces. During Operation Sindoor, our soldiers responded with extraordinary force. On April 22, terrorists from across the border targeted and killed innocent civilians after asking about their religion. The nation was outraged. Following this, we gave our armed forces full freedom to act against terrorists.”

PM Modi added, “The destruction caused by our forces in Pakistan was extensive, and new details continue to emerge. India will no longer tolerate nuclear threats or succumb to blackmail. If enemies continue such provocations, our armed forces will respond decisively, at a time and in a manner of their choosing, achieving the objectives set.”

Acknowledging recent calamities, he said, “In recent days, India has faced natural disasters, landslides, and cloudbursts. Our condolences are with the affected families. Both state and central governments are working together for rescue, relief, and rehabilitation.”

Emphasising self-reliance, PM Modi said, “Slavery left us poor and dependent. Our farmers steered us toward self-reliance and ensured food security. Today, a nation’s true pride is self-reliance, which is the foundation of Viksit Bharat. Dependence on others raises questions about our independence.”

He highlighted India’s technological progress, stating, “The 21st century is driven by technology. We are working in mission mode in the semiconductor sector, and made-in-India chips will reach the market by year-end. India is also moving toward energy self-reliance, with initiatives in solar, hydrogen, and nuclear sectors. By the centenary of independence, we aim to increase our nuclear energy capacity tenfold.”

In a post on X, UHM Shah wrote in Hindi, “Partition Horrors Remembrance Day is a day to remember the pain of those who suffered due to the Partition of the country and to express our condolences. On this day, the Congress divided the nation into pieces, hurting the pride of Mother India,” it reads.

“The Partition led to violence, exploitation, and atrocities, and millions of people were displaced. I pay my heartfelt tribute to all those people. The country will never be able to forget this history and pain of Partition,” it reads.

Srinagar: The Supreme Court of India on Thursday conducted a hearing on petitions seeking the restoration of Jammu and Kashmir’s statehood. During the proceedings, the bench emphasized that no directions have been issued to the central government at this stage.

The Solicitor General highlighted that the situation in Jammu and Kashmir remains “unusual and complex,” underlining the delicate balance required while addressing the matter. The court also noted the gravity of the Pulwama terrorist attack, stating that such incidents cannot be ignored while deliberating on the region’s status and governance.

Chief Justice of India remarked, “It is crucial to take the ground realities into account while examining the petitions.” He stressed that the security situation and overall administrative challenges must form part of the court’s consideration.

The Supreme Court has directed the central government to file a detailed response within eight weeks. Justice T. S. Thakur observed that “a major change has occurred, and nothing should be done hastily,” signaling the need for careful deliberation before any decision is made regarding the region’s political status.

The bench further stressed that reviewing the security and law-and-order situation in Jammu and Kashmir is essential to understanding the broader implications of restoring statehood. The court reiterated the importance of balancing constitutional provisions, security concerns, and the aspirations of the people of the region.

Legal experts say the Supreme Court’s request for a detailed response from the central government indicates a measured approach, with no immediate directions to alter the administrative structure. Observers noted that this step reflects the judiciary’s recognition of Jammu and Kashmir’s sensitive situation post-August 2019 and the need to consider multiple factors before deciding on statehood restoration.

The next hearing has been scheduled after the eight-week period, during which the government is expected to submit a comprehensive report on ground realities, security arrangements, and administrative considerations in Jammu and Kashmir.
