Srinagar, August 19 : Crime Branch Kashmir on Tuesday said that its The Economic Offences Wing booked four people in a land fraud case.

In a handout CBK said that its The Economic Offences Wing has registered a First Information Report (FIR) against four individuals in a case of land fraud and criminal conspiracy.

The accused have been identified as Khurshid Ahmad Bhat (Patwari) S/o Ghulam Nabi Bhat, R/o Fatepora Ganderbal, Ghulam Nabi Bhat S/o Ghulam Rasool Bhat, R/o Fatepora Ganderbal, Abdul Rashid Parray S/o Abdul Gani Parray, R/o Pandach Ganderbal and Sajid Rashid Parray S/o Abdul Rashid Parray, R/o Pandach Ganderbal.

The case was registered following a written complaint wherein the complainant alleged that the accused, led by Khurshid Ahmad Bhat, a serving Patwari fraudulently posed as landowners and entered into an agreement for sale of land measuring 7 kanals and 2 marlas in Mouza Nuner, Ganderbal. The land was falsely represented as belonging to the accused, whereas it was later discovered to be owned by a migrant Kashmiri Pandit and held under power of attorney by a third party, he said.

The complainant had already paid Rs. 1.19 crore out of a total consideration amount of Rs. 2.76 crore, before discovering the fraud, he said.

A preliminary investigation has revealed a criminal conspiracy involving forged documents, impersonation, and willful deception, thereby establishing prima facie offences punishable under Sections 420, 468, 471, and 120-B of the Indian Penal Code (IPC), he said.

Cognizance of the matter has been taken and a case has been registered at Police Station, Economic Offences Wing (Crime Branch Kashmir). Further investigation is underway, reads the statement.

Jammu, August 19 : Senior Superintendent of Police Doda on Monday suspended a constable after he had allegedly thrashed a Village Defense Guard member in Doda district.

In a handout to media, the police said that taking strong note of the alleged misconduct involving SgCt. Mohd Zia of Police Post Premnagar — particularly the alleged thrashing of a Village Defence Group (VDG) member — the Senior Superintendent of Police, Doda, Sandeep Mehta (JKPS), has taken immediate and firm action.

The police spokesman further stated that SgCt. Mohd Zia has been placed under suspension with immediate effect and attached to District Police Lines (DPL) pending further proceedings. A departmental enquiry has been ordered, and a senior officer has been appointed as the enquiry officer to investigate the incident comprehensively. The enquiry report is to be submitted within a fortnight.

In addition, the conduct of the then SHO Police Station Thathri, DySP (P) Afeer Jaleel, will also be thoroughly examined as part of the enquiry. The enquiry officer has been directed to assess his role and submit specific findings for further necessary action.

It is reiterated that the matter is under active consideration by the District Police, and any individual found involved in wrongdoing shall be dealt with strictly as per the law, reads the statement.

In a sharp rebuke to Congress MP and Lok Sabha LoP Rahul Gandhi, Chief Election Commissioner Gyanesh Kumar on Sunday said he must either file an affidavit substantiating his allegations against the Election Commission or apologise before the country, warning that failure to provide a declaration under oath within seven days would render his claims “baseless and invalid.”

The CEC questioned whether the Commission could act on the basis of complaints without proper legal backing.

“Should EC issue notice to 1.5 lakh voters without declaration under oath by the complainant?” he asked.

Responding to allegations that the ongoing Special Intensive Revision (SIR) exercise in Bihar was being carried out in undue haste, Kumar pointed to the statutory mandate of the Election Commission under the Representation of the People Act.

“Some people are misleading that why the SIR exercise is being carried out in such a hurry? Should the voter list be rectified before or after the elections? The Election Commission is not saying this; the Representation of the People Act says that you have to rectify the voter list before every election. This is the legal responsibility of the Election Commission,” he said.

Kumar further defended the Commission’s timeline, stating that the work had begun well in advance.

“Then the question arose whether the Election Committee would be able to reach more than seven crore voters of Bihar? The truth is that the work started on 24th June. The entire process was completed by about the 20th of July…”

In response, the Congress came out strongly in defence of its leader. “Rahul Gandhi only stated facts revealed by EC’s own data,” the party said, dismissing the Commission’s warning.

Senior party leader Jairam Ramesh asked, “Will EC implement, in letter and spirit, Supreme Court’s August 14 orders on Bihar SIR process?”

Rahul Gandhi on Sunday morning began his 16-day-long ‘Voter Adhikar Yatra’ from Sasaram in poll-bound Bihar. The yatra, which started around three hours ago, will cover over 1,300 kilometres across more than 20 districts before culminating with a mega rally in Patna on September 1, where leaders of various INDIA bloc parties are expected to join him.

Sharing details on X before setting out, Gandhi wrote: “16 days. 20+ districts. 1,300+ kms. We are coming among the people with the Voter Rights Yatra. This is the fight to protect the most fundamental democratic right — ‘one person, one vote.’ Join us in Bihar to save the Constitution.”

Congress spokesperson Pawan Khera hailed the march as another milestone in India’s democratic journey. “Whenever Rahul Gandhi has embarked upon such a march, democracy has turned a new page,” he told reporters, describing the yatra as “a historic journey, which will prove to be a milestone in the fight for the existence of all of us.”

Khera also said leaders from across the INDIA bloc, including Rashtriya Janata Dal leader Tejashwi Yadav, would join the march at different points. He alleged that the ongoing Special Intensive Revision (SIR) of electoral rolls had “exposed the BJP’s designs to disenfranchise lakhs of voters belonging to the Dalit, Adivasi and minority communities, the poor and daily wagers.”

He went on to call it “a conspiracy to not only steal the votes, but also steal the identity,” warning that “today they will snatch the underprivileged people’s right to vote, tomorrow they will refuse them the share in government schemes like free food and housing.”

Training his guns on the Election Commission, Khera said the body was becoming “like one of the train bogeys of the so-called double engine,” a reference to the BJP governments at the Centre and in the states. “The Election Commission becoming just a compartment of this ‘double engine’ — this is something we will not accept. We are fighting against this and will continue to do so in the future,” he asserted.

Khera further claimed that the yatra was born out of popular anger against the revision of electoral rolls in Bihar. “After the people of Bihar, activists, and the Congress and INDIA bloc workers raised their voice against the SIR, the EC was forced to do a course correction. It was only after the intervention by the Supreme Court that the national poll body was compelled to address the concerns of common people and voters,” he said.

According to him, the ‘Voter Adhikar Yatra’ is intended to spread awareness among the masses “so that the Modi government’s conspiracy to deny voting rights to the people of Bihar does not fructify.”

The Lieutenant Governor has expressed his grief and anguish over the loss of lives in the tragic incident and extended his condolences to the bereaved families.

He directed the senior Civil and Police Officials to coordinate and execute rescue and aid efforts in the affected areas and ensure on-site medical assistance.

Jammu, Aug 17 : Four people have been killed, and several others injured after a catastrophic cloudburst led to severe flash flooding in Kathua district this morning, amidst continuous rains, officials said here on Sunday morning.

An official told  that the disaster has caused widespread damage, with floodwaters inundating the industrial area, Kendriya Vidyalaya (KV) school, and the police station in Janglote. Critical infrastructure, including railway tracks and sections of the National Highway, has been severely affected, disrupting connectivity in the region.

The cloudburst caused flash floods that swept through Janglote and surrounding areas, including Jodh Village, Ghatti, Chandarh, Bhed Blore, Bagrah, Dilwan, Hatli, and Lakhanpur. The flooding resulted in the tragic loss of four lives, with six others injured and receiving medical attention. Rescue operations, led by the Indian Army, State Disaster Response Force (SDRF), and National Disaster Response Force (NDRF), are underway to assist affected residents and provide immediate relief.

The industrial area in Kathua has been significantly impacted, with floodwaters entering factories and causing operational disruptions. The Kendriya Vidyalaya school and the Janglote police station have also been inundated. Damage to the railway track and National Highway has further isolated communities, complicating relief efforts and affecting transportation in the region.

“The loss of lives and the widespread destruction caused by this cloudburst is heartbreaking,” said another official. “Our priority is to ensure the safety of residents, provide medical care to the injured, and restore critical infrastructure as quickly as possible. We are working tirelessly to support the affected communities.”

The public is advised to avoid rivers, streams, and other water bodies, especially in hilly and vulnerable areas. Given the ongoing heavy rainfall, water levels can rise without warning, posing a serious threat of flash floods and landslides.

Union Minister Dr. Jitendra Singh confirmed the casualties after speaking with Senior Superintendent of Police, Kathua, Shobhit Saxena. “Four lives have been lost in the cloudburst at Janglote. The railway track and NH44 have sustained damage, and the local police station has also been affected. Civilian, military, and paramilitary forces are actively responding to the crisis,” Singh stated, expressing his condolences to the families of the deceased.

Chief Minister Omar Abdullah, has expressed grief over the tragic loss of lives and damage caused by landslides in several parts of District Kathua, including Jodh Khad and Juthana. He conveyed heartfelt condolences to the bereaved families, prayed for the speedy recovery of the injured, and assured all necessary assistance.

The Chief Minister has directed the administration to carry out immediate relief, rescue, and evacuation measures to ensure the safety and support of affected families.

Jammu and Kashmir Chief Minister Omar Abdullah on Saturday announced ex-gratia relief for the victims of the devastating cloudburst that struck the Chositi area of Kishtwar district. At least 22 people have lost their lives while dozens sustained injuries in the tragedy, which has left the region in shock.
The Chief Minister, who rushed to Kishtwar to personally assess the situation, declared a relief package for the affected families. As per the official announcement, ₹2 lakh each will be given to the next of kin of those who died, ₹1 lakh to those who sustained serious injuries, and ₹50,000 to those with minor injuries.
Abdullah also directed the district administration and rescue agencies to intensify relief and rehabilitation operations on a war footing. “No stone should be left unturned in ensuring that every affected family receives timely assistance and proper care,” he said while chairing a high-level meeting of officers in Kishtwar.
Omar Abdullah visited the cloudburst-hit site along with senior officers of the civil and police administration. He inspected the damage caused to residential houses, agricultural land, and public infrastructure, and interacted with locals who narrated their ordeal.
The Chief Minister expressed deep grief over the loss of lives and assured the victims’ families that the government stands shoulder-to-shoulder with them in this hour of tragedy. He also reviewed the arrangements being made for temporary shelter, food, drinking water, and medical facilities for the survivors.
While addressing officials, the Chief Minister directed that priority should be given to restoring road connectivity and communication lines, which have been badly damaged due to flash floods triggered by the cloudburst. He stressed immediate deployment of adequate machinery for clearing debris and ensuring that relief reaches even the remotest hamlets.
Special focus has also been laid on restoring power and water supply, besides setting up emergency medical camps in the affected areas. Abdullah asked health officials to remain stationed in Kishtwar until the situation normalizes.
Rescue teams from the State Disaster Response Force (SDRF), police, and district administration have been pressed into service. The Army and paramilitary forces are also assisting in evacuation and relief efforts, given the difficult terrain of Kishtwar. Helicopters have been kept on standby to airlift critically injured victims to Jammu for advanced treatment.
Local volunteers and community groups have also stepped forward, extending help in clearing debris and distributing food and water among affected families.
The scene in Kishtwar remains grim, with families mourning their loved ones and searching for missing members. Many houses and shops have been completely washed away, while agricultural land has suffered extensive damage. Villagers expressed fear of more such calamities in the hilly terrain, urging the government to strengthen disaster-preparedness mechanisms.

During his visit, Omar Abdullah acknowledged the need for long-term strategies to deal with natural calamities in hilly districts like Kishtwar, Doda, and Ramban. He assured that the government would explore scientific mapping of vulnerable areas, construction of protective bunds, and better disaster-management infrastructure.
“We cannot stop natural disasters, but we can certainly minimize their impact through preparedness, planning, and strong infrastructure,” Abdullah said.
Political leaders, social activists, and religious organizations across Jammu and Kashmir have expressed solidarity with the victims. Many have also called for a special compensation package for rehabilitation and demanded that the government declare Kishtwar a disaster-hit district to ensure continuous financial and logistical support.
The administration has set up relief camps, and immediate rehabilitation of affected families is being coordinated. Authorities have appealed to the public to stay away from vulnerable areas and cooperate with officials engaged in rescue operations.
The tragedy has once again highlighted the fragile ecological balance in mountainous areas of Jammu and Kashmir, where erratic weather events such as cloudbursts and flash floods are becoming increasingly frequent.
As rescue teams continue their work and the administration prepares to rebuild, the people of Kishtwar are left grappling with the scars of a calamity that struck without warning but united the community in grief and resilience.

In its continued crackdown on illegal mining, District Police Poonch conducted a special drive in various areas of the district and seized eight tractor-trolleys involved in the unlawful extraction and transportation of minor minerals from Deogwar, Malti, and Khari. The Mining Department has been duly informed for necessary legal proceedings.

During the operation, 10 individuals were apprehended and cases were registered against them under Sections 128/170 of the Bharatiya Nagarik Suraksha Sanhita (BNSS).

Illegal mining poses a grave threat to the environment, causing large-scale depletion of natural resources and leading to significant losses to the state exchequer. Taking serious note of these adverse impacts, Poonch Police has intensified its drive against the menace and has reiterated its zero-tolerance policy towards such unlawful activities.

District Police Poonch affirms its firm commitment to upholding the rule of law, preserving the environment, and protecting public resources. Sustained and stringent action shall continue against all those indulging in illegal mining, ensuring accountability and deterrence.
