J&K unemployment rate has declined: Govt

The Centre said that the estimated unemployment rate on usual status in Jammu and Kashmir was 6.7 percent during 2019-20 and 5.9 percent during 2020-21, which showed the declining unemployment rate in the Union Territory.

With particular reference to the unemployed youth in J&K, the government has quoted Periodic Labour Force Survey (PLFS), conducted by the Ministry of Statistics and Programme Implementation (MoSPI) since 2017-18, to substantiate its claims that the employment generation coupled with improving employability is its priority.

As per official statistics, under Pradhan Mantri Mudra Yojana (PMMY) launched by the government for facilitating self-employment, in J&K, Rs 4209.69 crore was disbursed in 1.89 lakh loan accounts sanctioned during 2022-23 till November 25, 2022.

Similarly, since the inception of the Aatmanirbhar Bharat Rojgar Yojana (ABRY) scheme, benefits of Rs 35.39 crore were provided to 19,340 beneficiaries under the scheme in J&K till November 28, 2022.

Under Prime Minister Street Vendor’s Atma Nirbhar Nidhi (PM SVANidhi) scheme, since its inception on June 1, 2020, 17,950 loans were disbursed as on December 2, 2022 in J&K.

Deliberating on employment opportunities to unemployed youth in J&K, Minister of State for Labour and Employment Rameswar Teli, in a written reply in the Lok Sabha, said that the data on employment and unemployment was collected through Periodic Labour Force Survey (PLFS), conducted by the Ministry of Statistics and Programme Implementation (MoSPI) since 2017-18.

“The survey period is from July to June of next year. As per the latest available annual PLFS reports, the estimated Unemployment Rate (UR) on usual status in J&K was 6.7 percent during 2019-20 and 5.9 percent during 2020-21, which shows that the unemployment rate in J&K has declined,” he said.

“Employment generation coupled with improving employability is the priority of the government. Accordingly, the Centre has taken various steps for generating employment in the country. The Centre has announced the Aatmanirbhar Bharat package to provide stimulus to businesses and to mitigate the adverse impact of COVID-19. Under this package, the government is providing a fiscal stimulus of more than Rs 27 lakh crore. This package comprises various long-term schemes, programmes and policies for making the country self-reliant and to create employment opportunities,” the minister informed the Lower House.

He said that the Aatmanirbhar Bharat Rojgar Yojana (ABRY) was launched with effect from October 1, 2020, to incentivise employers for creation of new employment and restoration of loss of employment during COVID-19 pandemic. The terminal date for registration of beneficiaries was March 31, 2022.

“Since inception of the scheme till November 28, 2022, benefits of Rs 7855.07 crore have been provided to 60.13 lakh beneficiaries under the scheme. In J&K, benefits of Rs. 35.39 crore have been provided to 19,340 beneficiaries under the scheme till November 28, 2022,” he said.

With regard to the Prime Minister Street Vendor’s Atma Nirbhar Nidhi (PM SVANidhi) scheme, which the government had been implementing since June 1, 2020, to facilitate collateral-free working capital loan to street vendors to restart their businesses, which were adversely impacted during the COVID-19 pandemic, it was stated that as on December 2, 2022, 37.68 lakh loans amounting to Rs 4378 crore were disbursed under the scheme.

“In J&K, 17,950 loans have been disbursed under the scheme as on December 2, 2022,” Teli said.

It was stated that the Centre was encouraging various projects involving substantial investment and public expenditure on schemes like Prime Minister’s Employment Generation Programme (PMEGP), Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS), Pandit Deen Dayal Upadhyaya Grameen Kaushalya Yojana (DDU-GKY) and Deen Dayal Antyodaya Yojana-National Urban Livelihoods Mission (DAY-NULM) for employment generation.

Pradhan Mantri Mudra Yojana (PMMY) was launched by the government for facilitating self-employment. Under the PMMY, collateral free loans up to Rs 10 lakh are extended to micro and small business enterprises and to individuals to enable them to set up or expand their business activities.

“Up to November 25, 2022, an amount of Rs 15.56 lakh crore was disbursed in 37.76 crore loan accounts sanctioned under the scheme. In J&K, an amount of Rs 4209.69 crore was disbursed in 1.89 lakh loan accounts sanctioned during 2022-23 till November 25, 2022, under the scheme,” the Lok Sabha was informed.

The Production Linked Incentive (PLI) scheme is being implemented by the government with an outlay of Rs. 1.97 lakh crore for a period of 5 years starting from 2021-22, which has the potential of creating 60 lakh new jobs.

“All these initiatives are expected to collectively generate employment in the medium to long term through multiplier-effects,” he said.

“PM Gati Shakti was a transformative approach for economic growth and sustainable development,” the minister said. “The approach is driven by seven engines – Roads, Railways, Airports, Ports, Mass Transport, Waterways and Logistics Infrastructure. This approach is powered by Clean Energy and Sabka Prayas leading to huge job and entrepreneurial opportunities for all. Besides these initiatives, various flagship programmes of the government like Make in India, Start-up India, Stand-up India, Digital India and Housing for All are also oriented towards generating employment opportunities.”

Jammu: 3 Feared Dead As Car Plunges Into Chenab River

At least three people were feared dead after a car plunged into the river Chenab in the Gaddoo area of Doda Tuesday early morning, officials said here.

An official said that the vehicle rolled down into the river Chenab near Gaddoo on Doda-Kishtwar road.

He said soon after the incident Police team of PP Bhalla and SDRF team reached to the spot for rescue operation.

The official said at least three persons, who were onboard, are feared dead, while rescue operation was underway.

Sub-zero temperatures showed no signs of relenting on Tuesday as Kashmir Valley braces up for one of the harshest winter periods of 40 days called Chillai Kalan beginning December 21.

 

 

Quoting a meteorological department official, a local news agency reported that Srinagar recorded a low of minus 3.4°C against the previous night’s minus 3.1°C.

While the mercury was 1.9°C below normal during this time of the year, it was only two notches less that than this season’s lowest of minus 3.6°C recorded on Friday last, the official said.

Qazigund recorded a low of minus 3.6°C against minus 3.2°C on the previous night. The temperature was 2.0°C below normal for the gateway town of Kashmir, he said.

He said that Pahalgam recorded a low of minus 5.4°C against minus 4.8°C on previous night and it was 1.0°C below normal for the famous tourist resort in south Kashmir’s Anantnag district.

Kokernag recorded a low of minus 1.8°C, the same as on the previous night and it was 0.1°C below normal for the place, he said.

Gulmarg recorded a low of minus 4.0°C against minus 2.5°C on the previous night, the official said. It was 0.8°C above normal for the world famous skiing resort in north Kashmir’s Baramulla district.

In Kupwara town, the mercury settled at minus 3.9°C against minus 3.5°C on the previous night, the official said. It was 1.5°C below normal for the north Kashmir place, he said.

Jammu recorded a low of 6.7°C against 7.4°C on the previous night. It was 2.2°C below normal for J&K’s winter capital, he said. Banihal recorded a low of minus 1.2°C (below normal by 2.7°C), Batote 2.1°C (1.3°C below normal), Katra 7.5°C (0.1°C below normal) and Bhadarwah 0.3°C (0.1°C below normal).

In Ladakh, Leh and Kargil recorded low of minus 11.8°C respectively, the official said.

“The weather is expected to be dry till December 25,” the official said.

“As per latest model analysis, weather is mostly likely to be cloudy with chances of light to moderate rain/snow over isolated places of Jammu to scattered places of Kashmir specifically over middle & higher reaches as the year ends.”

 

Congress demands statehood to J&K, holding of early assembly elections

Lashing out at Centre Govt for abandoning the democratic rights to people in J&K to make them unrepresented at every forum J&K Pradesh Congress Committee president Vikar Rasool Wani has demanded holding of early assembly elections in J&K followed by restoration of full Statehood to J&K.

Wani also said that the Congress party shall continue to fight for constitutional guarantees, protection of land and jobs it will not compromise on the rights of people rather fight vigorously to ensure justice to them (people), besides exposing the political exploitation on the part of BJP.

Wani who was addressing public gathering at Damhal in Kulgam district along with JKPCC working president Raman Bhalla slammed Centre Govt over adopting dilly dallying tactics with regard to holding assembly elections in J&K and questioned the Centre as to how long J&K will be kept at the mercy of bureaucracy, how long people will be abandoned of their democratic rights. Such measures are fraught with serious consequences Wani added and said people have decided to defeat the BJP by their vote as and when the elections are held in J&K with the result elections were being delayed on one pretext or the other.

 

Wani said BJP has adopted misleading and deceitful politics aiming to rule J&K directly from the Centre so it was shying away from the elections, which is bound to further expose its anti-people and wrong policies towards J&K.
Speaking on the occasion, JKPCC working president expressed gratitude to people of Damhal (Kulgam) for their enthusiastic participation in the public meeting assuring them that Congress party which is an instrument of service shall continue to serve them to the best of its ability.
Bhalla hit out at both Centre and State Govt for the rising unemployment, lack of development and said J&K was the victim of deceitful policies of BJP. Making tall claims on development won’t hide failures of Centre Govt on all counts.

JKPCC working president reiterated that elections should be held in J&K as that is the only viable solution to end people’s grievances.

Senior Congress leaders Amanullah Mattoo, Sajad Ahmad and others also addressed the gathering.

9 J&K students participate in NASA’s global asteroid search campaign

Jammu: Nine students of Jammu and Kashmir, for the first time, participated in a global asteroid search campaign as part of NASA’s citizen science project.

Officials said nine students of a private school in Kathua district participated in the campaign.

“The campaign was organised by Delhi-based Homi Lab in association with the International Astronomical Search Collaboration (IASC) from October 21 to November 15”, Homi Lab said in a press release.

A lab spokesperson of the lab said this was the first time that a school from the Kathua district has participated in the NASA campaign.

“As part of NASA’s citizen science project that is conducted by Hardin Simmons University, US, under this programme, IASC and Homi Lab deployed a unique platform that gave selected participants a once-in-a-lifetime opportunity to discover real near-Earth objects and Main Belt asteroids. Outreach and training support was extended by Kalam Centre, Delhi.

“A total of 105 participants from nine countries were selected across the globe through a rigorous screening process and were later trained to analyse data and spot potential asteroids close to the earth.

“At the end of the campaign, young minds made path-breaking contributions to NASA’s Near-Earth Object (NEO) Programme and discovered three preliminary asteroids. Preliminary discoveries are the first observations of asteroids found in the main belt located between the orbits of Mars and Jupiter which need further confirmation to go to provisional status,” the press release said.

It said this usually takes up to five years after which the asteroid can be officially catalogued by the Minor Planet Centre, of the International Astronomical Union (IAU).

The release also said selected participants were provided highly specialised training.

“The software used to analyse images from the ‘Pan Starrs’ (The Panoramic Survey Telescope and Rapid Response System) telescope, located in Hawaii, UA. It uses a 1.8 m (60 inch) telescope to survey the sky to look for asteroids, comets, and Near-Earth Objects (NEO)”, the press release added.A

Homi Lab founder and CEO, Srijan Pal Singh, congratulated the students and said “these discoveries are crucial contributions to our knowledge of the cosmos around us”.

DGP declares open 11th Police Martyrs Memorial T-20 championship in Jammu

The Director General of Police J&K Dilbag Singh today declared open a month-long 11th Police Martyrs Memorial T-20 Championship at Sports Stadium Kathua.

According to a statement issued here, ADGP Jammu zone, Mukesh Singh, DIG Admin PHQ Sara Rizvi, DC Kathua Rahul Panday, SSP Kathua RC Kotwal, CO IRP 19th BN Benam Tosh, AIG Training & Policy JS Johar, Principal PTS Kathua Roop Raj Bhagat, AIG (Communication) PHQ, Manoj Kumar, Vice Principal PTS Kathua Ranjit Singh, President of Shaheed Welfare Committee Kathua Ravinder Salathia and members, families of martyrs and a huge gathering of sports lovers attended the inaugural function.

Addressing the occasion, the DGP said that the people of the Kathua district have always overwhelmingly supported every sports activity held here.

He appreciated the role of the Shaheed Welfare Committee Kathua and the sponsors of the tournament in organising tournaments of this scale. DGP said that 11 teams out of 16 are from different states in north India.

Paying tributes to the fallen heroes of J&K Police personnel, the DGP said that the number of Bravehearts who sacrificed their lives protecting the interests of the nation itself shows the capability of J&K Police in leading from the front in any situation. He said that over the last three decades Jammu and Kashmir Police fought every challenge with grit and courage.

The ADGP Jammu in his address said that the relationship of the Police and the public is very strong in Kathua district and the people of Kathua have always supported J&K Police endeavours in organizing sports events. He appreciated the participation of all the teams and said that the participation of outside UT teams has increased the level of competition. The ADGP said that the tournament is being organized every year in memory of our martyrs and added that looking after the families of our martyrs has always been the utmost priority of J&K Police. J&K: Three LeT terrorists killed in encounter

Three local terrorists affiliated with the Lashkar-e-Toiba terrorists were killed in an encounter in the Munjh Marg area of south Kashmir’s Shopian district early Tuesday morning, police said.

In a tweet, ADGP Kashmir said that two among the slain were identified as Lateef Lone of Shopian and Umer Nazir of Anantnag.

He said that Lone was involved in the killing of Kashmiri Pandit Purana Krishna Bhat. Nazir, he added, was involved in the killing of Till Bahadur Thapa of Nepal.

The ADGP said that one AK-47 rifle and two pistols were recovered from their possession.

“Among 03 neutralised local #terrorists, 02 identified as Lateef Lone of #Shopian, involved in #killing of a Kashmiri Pandit Shri Purana Krishna Bhat & Umer Nazir of Anantnag, involved in killing of Till Bahadur Thapa of Nepal. 01 AK 47 rifle & 2 pistols recovered,” said a police spokesman while quoting ADGP Kashmir.

Man came to Jammu from Punjab to find his missing wife & kids

Jammu, December 19, 2022: A man who is a resident of Jalandhar district in Punjab reportedly came to Jammu to find his lost wife and kids, who according to him has been missing since last Sunday.

Speaking to the media the man said that his wife is mentally challenged and left his house with their two kids and has not returned home yet and tracing his wife’s mobile phone he came to Jammu from Punjab, today.

He further said that he has two sons namely Mohammed Hassan (4.5) and his other son is eleven years old, who are with his wife.

“When my wife and kids went missing I went to Goraya police station in Punjab to lodge a missing report and when I asked them to trace my wife’s whereabouts, they informed that their control room is not working and come back after two days. When I went back to police they helped me in tracing my wife’s movement and informed that she is in Jammu”,  he added.

Moreover, he said that when he got the clue of Khatija Bano’s (wife) location he came to Jammu to find them.

“The punjab police told me that Khatija’s last location was Dina Nagar in Jammu, but I’m still unable to find her and my kids anywhere after coming here. My elder son speaks Punjabi and my wife speaks hindi”. he said.

He further said that some local people  told him to meet Mr Ashish Kohli as being a journalist he could help him in finding his wife and children in Jammu.

“I appeal to the local people to please contact me on this number ‘8082933130’ if anyone sees my wife and kids anywhere in Jammu”, he said.

Adhir Ranjan Chowdhury seeks discussion in parliament on J&K amid targetting of Kashmiri Pandits

Congress’ Leader in Lok Sabha Adhir Ranjan Chowdhury on Monday sought time for a detailed discussion on Jammu and Kashmir in the backdrop of the ongoing exodus of Kashmiri Pandits taking place from the valley due to targeted terror attacks.

Speaking in the lower House, Chowdhury said, “Today, Kashmiri Pandits are leaving Kashmir. Terrorists preparing lists of names of Kashmiri Pandits to target them.”
“In this situation, a detailed discussion should be held on the issue of Jammu & Kashmir in the House,” he added.

On Wednesday, Union Minister of State for Home Affairs Nityanand Rai told the Parliament that nine Kashmiri Pandits were killed in the Kashmir Valley from 2020 to 2022.

Among the nine, four Kashmiri Pandits including a person belonging to the Kashmiri Rajput community were killed in 2022, four in 2021, and one in 2020, mentions data shared in the Rajya Sabha by Rai in a written reply to Congress MP Rajmani Patel.

The government has a policy of “zero tolerance against terrorism and the security situation has improved significantly in Jammu and Kashmir, Rai had said.
The union territory has witnessed a “substantial decline” in terrorist attacks from 417 in 2018 to 229 in 2021, the Minister mentioned.

Rai further stated that the Ministry of Home Affairs incurred a total of Rs 2,814.095 crore as expenditure on security-related expenditure on the Police of Jammu and Kashmir between 2019 to 2021.
The Minister said Rs 936.095 crore was spent in 2021, Rs 611 crore in 2020 and Rs 1,267 in 2019 of the total expenditure incurred during these three years.

Rai said the Home Ministry has taken various measures to protect the lives of the civilians in Jammu and Kashmir which include round-the-clock nakas at strategic points, strict enforcement of the law against anti-national elements, intensified Cordon and Search Operations (CASO) to effectively deal with the challenges posed by terrorist organizations.

Drive against terror sympathisers will continue: J&K Dilbag Singh

Jammu, Dec 19: Asserting that the process to identify terror sympathisers is in progress, the Director General of Police (DGP) in J&K, Dilbag Singh Monday said that the drive against the people or institutions providing any kind of support to terrorism in Jammu and Kashmir will continue.

The DGP was speaking to media in Kathua after the inauguration of 11th Police Martyrs Memorial T-20 cricket championship-2022 at the sports stadium.

“The enemy of peace and terror supporters have created assets and constructed buildings that work to keep terrorism alive. Therefore, we are in the process of identifying such institutions or individuals one by one for having links with the terrorists and they will face strict action under the law,” he said.

He was responding to the question on the demolition of house of Jaish-e-Mohammed commander, Ashiq Hussain Nengro. His double – storey house was demolished by the authorities in Rajpora in Pulwama recently.

The DGP said: “The drive was part of that process which will continue in the future as well. Any place or anything which promotes terrorism comes under the jurisdiction of law i.e., seize/seal it or to demolish it if violating other norms of the government is part of the drive and this drive will continue in future too against the terror supporters.”

He said that terrorism has brought destruction in Jammu and Kashmir in the last 30 years.

In reference to a question of threat to the PM package employees from the terror groups, he said that “the TRF is a mouth piece of Pakistan’s ISI backed terror outfits”.

“They speak on behalf of such outfits to create panic and misunderstanding among the people. The TRF is on our radar and we have already taken action against it, and in future too, these actions will continue,” Singh said.

To another question, he said: “The terror training camps are operational although their count declines or increases. However, the training camps in this area (across the International Border) are not very active. But in other areas such camps are there. They give training to terrorists and then infliitration attempts are made.”

Lauding the security forces, he said that the infiltration has declined this year in comparison to the past because of tightened border security and anti-terror grids.

“Both the grids are working well. Any kind of terror attempt will be dealt with iron hands,” he added.

With regard to the smuggling of drugs from across the border, he said that it’s a new conspiracy hatched from Pakistan to push in drugs to target the youth and the society (in J&K). “Large quantities of drugs are coming. However, the police have seized a huge quantity of drugs foiling such attempts, ” he said.

He also said: “In many attempts, the drugs which had to be transported to other parts of the country could not reach out (of J&K). The drug which had to be distributed among the consumers / youth has also not reached them as well because of the alertness of police.”

“We will continue to tighten our grip over the drug smuggling and will take strict action against the persons involved in the drug smuggling,” he said.

To help addicted youth to overcome from addiction to drugs, he said that the police have made de-addiction centres.

“The J&K Police are working to bring youth come out of the addiction by rehabilitating them and supporting them. JKP is constructing a big de-addiction centre (in Jammu) though we already have a de-addiction centre in Jammu but it lacks proper space as required. Therefore, we are constructing a new rehabilitation centre. We have a team of doctors and counselors,” he said.

“Similarly”, he said, “the J&K Police are running a drug de-addiction centre in Kashmir. At range level, such centres are working. Now the people are demanding more such de-addiction centres from JKP.”
