J&K Govt Orders ULBs to Secure Schools, Hospitals & Transport Hubs From Stray Dogs Within Two Weeks The Jammu and Kashmir Housing and Urban Development Department on Thursday issued a strong set of directives to all Urban Local Bodies (ULBs), ordering them to identify, map, and secure high-risk public institutions against the entry of stray dogs. The department has given two weeks for the completion of the mapping process and 30 days for a full compliance report. The instructions were issued through a circular signed by Commissioner-Secretary Mandeep Kaur, following growing concerns over the presence of stray dogs in sensitive public spaces. The department has directed that all measures be aligned with Supreme Court guidelines on humane and effective stray dog management. Two-Week Mapping of Vulnerable Zones Under the new directive, all ULBs must carry out a detailed survey to identify government and private institutions including: Schools and colleges Hospitals and health centres Stadiums and sports facilities Bus stands, ISBTs and railway stations ULBs have been asked to classify these locations according to risk level, with special attention to areas frequented by children and patients. Institutions Ordered to Strengthen Security The circular mandates immediate structural upgrades to prevent stray dog entry. These include constructing or repairing boundary walls, installing functional gates, and closing off all access points. ULBs must assist these institutions and ensure they complete the required upgrades without delay. Departments have been asked to submit budget estimates by December 15, while district magistrates will review the progress every fortnight. Mandatory Quarterly Inspections Municipal authorities have also been instructed to conduct compulsory inspections once every three months around all mapped institutions. These inspections will check for potential stray dog habitats, food waste accumulation, and gaps in institutional boundaries. Humane Removal Under ABC Rules The department has reiterated that any removal of stray dogs must strictly follow the Animal Birth Control (ABC) Rules and other animal welfare laws. Cruel methods such as poisoning, beating, or illegal culling are strictly banned and will attract serious disciplinary action. The circular states that “the process of removal must be conducted with utmost humanity,” and directs ULBs to digitally record details of each stray dog that is picked up, sterilized, vaccinated, and released. 30-Day Compliance Report Mandatory The Commissioners of the Jammu and Srinagar Municipal Corporations, along with the Directors of ULBs in the Jammu and Kashmir regions, must submit a detailed compliance report within 30 days. Any delay or failure to comply will result in disciplinary proceedings. A major food safety scare has erupted across India after premium egg brand Eggoz Nutrition came under public scrutiny following viral claims that its eggs contained traces of banned carcinogenic drug residues. The controversy, which began with a lab report shared by a YouTube channel, has triggered widespread concern among consumers and prompted the Jammu and Kashmir Government to order a high-level investigation into the matter.
The uproar started when the YouTube channel Trustified released a test report alleging the presence of AOZ, a metabolite from the Nitrofuran family—substances strictly banned in poultry due to their potential cancer-causing and toxic effects. Although the reported level of 0.73 parts per billion is extremely low, the allegation has shaken consumer confidence because Eggoz markets its eggs as antibiotic-free, hygienic, and chemical-safe.
The viral claim spread rapidly across X, Instagram, and WhatsApp, creating panic among households—especially parents, elderly caregivers, and patients who rely on eggs as a clean and dependable source of protein.
Several medical professionals have attempted to ease public anxiety.

Orthopaedic surgeon and digital health educator Dr. Manan Vora explained that the detected quantity does not pose an immediate health risk. However, he emphasised that the core concern remains: how substances banned under national food safety regulations could appear in any amount in a branded product.
In a detailed clarification issued on December 9, Eggoz stated that its eggs remain safe for consumption and fully meet FSSAI guidelines.
The company suggested that microscopic traces of certain compounds may arise from environmental factors like groundwater contamination.
To rebuild trust, Eggoz announced additional testing through a NABL-accredited laboratory. On December 11, the company uploaded multiple test reports on its website to ensure transparency and reaffirmed its strict zero-antibiotic policy and robust farm-to-market monitoring.
The controversy deepened when MLA Zadibal and JKNC Chief Spokesperson Tanvir Sadiq publicly urged the J&K Government to conduct an immediate investigation.
Sadiq said that eggs form an essential nutritional component for children, seniors, and patients, making any allegation of contamination a direct public health concern.
He demanded statewide residue testing, tracing of possible contaminated supplies, and strict action against violators.
Acting swiftly, the office of the Minister for Food, Civil Supplies and Consumer Affairs (FCS&CA) issued a directive ordering an urgent probe.

The Minister instructed the Controller of the Legal Metrology Department to:
• Verify the allegations on priority
• Examine eggs being sold in markets across J&K
• Submit a detailed report within two days

Officials said that if adulterated eggs are found, the government will identify the source and initiate strict corrective steps to safeguard public health.

New Delhi, Dec 11: The Supreme Court on Thursday said it would hear the bail plea of Kashmiri separatist leader Shabir Ahmed Shah in a terror funding case on January 7.
A bench of Justices Vikram Nath and Sandeep Mehta passed the order after the counsel appearing for the National Investigation Agency (NIA) sought adjournment on the grounds that Solicitor General Tushar Mehta would argue on their behalf.

The bench, while posting the matter for hearing on January 7, made clear that no further adjournment would be granted to the NIA.
Shah has challenged the Delhi High Court’s June 12 order denying him bail in the case.

During the hearing on Thursday, the counsel appearing for the NIA said, “The SG (solicitor general) is leading us. He is in a part-heard in court 7. Please have it in January”.
Senior advocate Sidharth Luthra, who also appeared for the agency, said the solicitor general would argue the matter.

Senior advocate Colin Gonsalves, who appeared for Shah, said the matter may be listed next week.
“Why January? He is asking for bail. Matter is pending since September. Notice was issued on September 4. Three months have passed,” the bench asked the NIA’s counsel.
The counsel said Mehta would argue the matter for the NIA.
The bench then asked about the stage of trial in the case.
Luthra said examination of witnesses is going on and around 30 witnesses have been examined so far.
He said 95 witnesses have been dropped and the NIA might trim the number down further.
Gonsalves said there are now 248 witnesses out of which only 30 have been examined.
“One last opportunity is granted to the respondent (NIA). We will have it on January 7. We will say no further time will be granted,” the bench said.
When Gonsalves requested that the matter be kept for hearing next week, the bench said, “We can hear it tomorrow. We can hear it today also. We have no difficulty, the difficulty is on the other side”.
On September 4, the top court refused to grant interim bail to Shah in the case and issued notice to the NIA seeking its response on his plea challenging the high court order.

The Delhi High Court had refused bail to Shah in the case, observing that the possibility of him carrying out similar unlawful activities and influencing witnesses could not be ruled out.
Shah was arrested by the NIA on June 4, 2019.

In 2017, the NIA booked 12 people on allegations of conspiracy for raising funds to cause disruption by way of pelting stones, damaging public property and conspiring to wage war against the Central government.
Shah was alleged to have played a “substantial role” in facilitating a separatist movement in Jammu and Kashmir by inciting the general public to raise slogans in support of the secession of J-K; paying tribute to the family of slain terrorists or militants by eulogising them as “martyrs”; receiving money through hawala transactions and raising funds via cross-LoC trade, which were allegedly used to fuel subversive and militant activities in J-K.

The high court had dismissed Shah’s appeal against the trial court’s July 7, 2023 order refusing him bail.
It had also rejected his alternate prayer seeking “house arrest”, given the serious nature of the charges.
The high court had noted that he was the chairman of unlawful organisation Jammu and Kashmir Democratic Freedom Party.
The high court had examined a table elaborating on the 24 pending cases against Shah, indicating his involvement in a number of criminal cases of a similar nature and related to conspiring for the secession of J-K from the Union of India.

New Delhi, Dec 11: The Supreme Court on Thursday rejected a plea filed by former IPS officer Sanjiv Bhatt seeking seeking suspension of the 20-year jail sentence imposed on him in a 1996 drug seizure case.

A bench of Justices JK Maheshwari and Vijay Bishnoi said it was not inclined to entertain the matter.
The top court was hearing an appeal filed by Bhatt seeking suspension of sentence in the case.
A sessions court in Palanpur town of Gujarat’s Banaskantha district had sentenced Bhatt to 20 years in the case dating back to 1996.
Bhatt was found guilty of falsely implicating a Rajasthan-based lawyer by claiming that in 1996, police had seized drugs from a hotel room in Palanpur where the lawyer was staying.

Bhatt, who was sacked from service in 2015, was a superintendent of police in Banaskantha district in 1996.
The district police under him had arrested Sumersingh Rajpurohit, a Rajasthan-based lawyer, in 1996 claiming they had seized drugs from a hotel room in Palanpur town where he was staying.
However, the Rajasthan police later said Rajpurohit was falsely implicated by the Banaskantha police to compel him to transfer a disputed property located at Pali in Rajasthan.

Former police inspector I B Vyas had moved the Gujarat High Court in 1999 demanding a thorough inquiry into the case. Bhatt was arrested by the state CID in September 2018 in the drug case under the NDPS Act and is in Palanpur sub-jail since then.

Last year, the former IPS officer had approached the Supreme Court seeking transfer of the trial in the 28-year-old drug case to another sessions court alleging bias. He had also sought directions for recording of the trial court proceedings.However, the Supreme Court had dismissed Bhatt’s plea and imposed a cost of Rs 3 lakh on him for alleging bias against a lower court judge conducting his trial in the drug planting case.

Budgam | December 11, 2025 During routine inspections of hotels, guest houses, and homestays carried out by the Police Party of Police Post Humhama, Police Station Budgam, a serious violation was detected at Homestay/Guest House Rose Cottage, Friends Enclave, Humhama.

It was found that the management had accommodated a foreign national without mandatory reporting. The management had deliberately failed to submit Form C, which is compulsory for the registration of foreign nationals.

Upon verifying the establishment’s details on the Form-C portal under IVFRT, it was further revealed that the said homestay/guest house was not registered with Tourism Department, despite mandatory requirements for hosting foreign guests.

Accordingly, FIR No. 337/2025, under Sections 8 and 23(b) of the Immigration and Foreigners Act, 2025, has been registered at Police Station Budgam against the homestay management. Investigation has been set into motion.

Budgam Police advises all hotel, guest house, Individual Houses, and homestay owners to strictly adhere to legal requirements and ensure timely submission of Form C through the designated portal for reporting foreign guests.
