J&K: 23-year-old woman killed by husband, alleges family

A family of a woman from Dorus village of Lolab in north Kashmir’s Kupwara district on Wednesday accused the in-laws of their daughter’s murder in Zachaldara area of Handwara.

“Yesterday late last night, my sister my Uzma (23), was brutality thrashed by her in-laws including her husband and left her critically injured following which she was referred to SKIMS hospital Srinagar where she succumbed,” brother of the deceased said.

He alleged that the victim was allegedly murdered by her in-laws and his husband for dowry.

Meanwhile, a senior police officer said that the investigation is on to ascertain the actual cause of the woman’s death.

“We are waiting for the autopsy report while the husband of victim is absconding. However, he will be arrested soon,” an official said.

Militant incidents in J&K have declined from 417 in 2018 to 229 in 2021: MHA in Rajya Sabha

Union Minister of State for Home Nityanand Rai on Wednesday said the government has a policy of zero tolerance against militancy and that security situation has improved significantly in Jammu and Kashmir.

Rai, while informing the Rajya Sabha, said there has been substantial decline in militant incidents from 417 in 2018 to 229 in 2021.

“14 persons belonging to minorities including three Kashmiri pandits have been killed in J-K since January, 2022 till 30th November, 2022,” he said.

He also said there were certain media reports of Kashmiri Pandit Sangharsh Samiti highlighting their security concerns.

“Various measures have been taken by the government to protect the lives of minorities which include group security in the form of static guards, day and night area domination, round the clock Nakas at strategic points, patrolling and speculative Cordon and Search Operations (CASOs), security arrangements through appropriate deployment,” he said.

He added a robust security and intelligence grid is in place in J-K to thwart any attempt at the hands of the militants.

SC mobile app 2.0 launched, law officers can view court proceedings real time

The Supreme Court on Wednesday launched android version 2.0 of its mobile application, which will give access to law officers and nodal officers of various union ministries to watch court proceedings real time.
Chief Justice of India DY Chandrachud said the mobile application can be downloaded from Google Play store while the iOS version will be available in a week’s time.
“Android version 2.0 is available while iOS will be available in a week’s time. Besides lawyers and advocates on-record, the application will give exclusive real time access to all law officers and nodal officers of various ministries of the Central government. They can watch the court proceedings by logging in through this application”, the CJI said.
He made the announcement before the start of the day’s work.
“The law officers and nodal officers of the union ministries can watch in real time the status of their case filed, order, judgements, and pendency of their cases”, CJI Chandrachud said.
The mobile application, which was earlier in existence, granted access to lawyers and advocate on-records to watch court proceedings.It also showed the status of the cases, orders and judgements.
During the pandemic, then Chief Justice NV Ramana had granted access to few media persons to enable them to watch court proceedings virtually.

Another exciting Indian fast bowler Kuldeep Sen was given his India cap but after he was ruled out with a stiff neck, Umran Malik was immediately drafted into the XI for the must-win match.

Malik had a telling impact on the match straightaway. The 23-year-old softened Bangladesh’s senior pro Shakib Al Hasan with his express pace. Shakib was hit on his back by an Umran Malik bouncer on the second ball of the latter’s opening over. A couple of balls, Shakib was hit on the helmet by another fast short-pitched delivery. Umran ended up bowling a maiden to start his spell.

Shanto, the other left-hander, watched Umran peppering Shakib with short stuff from the other end and when it was his time to take strike Malik’s next over, he clearly expected the ball to fizz past his nose but Umran, instead, went with a length delivery. The 151 km/h delivery pitched on a length and just straightened a little bit. Shanto, rooted to the crease, was very late in bringing his bat down and the ball shattered his off stump.

Labourer dies as hut catches fire in Jammu

Jammu, December 07, 2022: A labourer namely Sahdev Yadav from Chhattisgarh died after his hut caught fire on yesterday’s evening. The incident occurred at Hazauri Bagh in Domana, Jammu, when the fire broke out in victim’s hut and engulfed him, he burnt to death when he was unable to get out in time from the flames.

The Police has sent the victim’s body to the mortuary. They have started an investigation in this matter to ascertain the cause of fire.

Armed Forces Flag Day observed at Raj Bhavan; LG pays tributes

Lieutenant Governor, Manoj Sinha today extended warm greetings and best wishes to all members of the armed forces and their families on the occasion of Armed Forces Flag Day.

 

In a ceremony held at Raj Bhavan, Director Sainik Welfare Department, Brig. Gurmeet Singh Shan(Rtd.) pinned the Armed Forces Flag on the jacket of the Lt Governor, Sinha and Chief Secretary, Dr Arun Kumar Mehta.

An official spokesperson said Sinha paid tributes to the bravehearts of armed forces and saluted the bravery and selfless service of the defence forces and their families.

“The Flag Day is an opportunity for all of us to express gratitude and solidarity with brave armed forces personnel, ” the LG said.

“I salute the courage and dedication of our soldiers and acknowledge with gratitude their valour and service to our country,” he said.

On the occasion, the Lt Governor appealed to all citizens to contribute generously to Armed Forces Flag Day fund and serve the noble cause of welfare of soldiers, the ex-servicemen and their families.

Later, Director Sainik Welfare Department briefed the Lt Governor on the endeavours made and initiatives taken up by the Department for the welfare of Veterans, Veer Naris, their dependents and serving Armed Forces personnel.

Sikh Girl’s Hair Cut By Fellow Student in School in Jammu

Jammu, December 07, 2022: A horrendous incident has occurred in which a Sikh girl’s hair was maliciously cut by another student yesterday at BSF School Paloura in Jammu, when the student was leaving the school to return home.

As per the report, the attack occurred when the victim who studies in seventh standard there was leaving the school, when a fellow student sneaked behind her at school’s gate and stealthily cut her one braid, due to bag’s weight the victim at first didn’t noticed that her braid was being cut behind her back.

But when the perpetrator pulled her other braid to cut, the victim felt the pull and turned towards the attacker to catch him, but the perpetrator ran away by throwing victim’s chopped braid on her face. The victim Sikh girl student frowned and fall midway on the spot of incident when she was chasing her perpetrator. After the incident, some of her fellow students helped the victim to gain her senses.

Speaking to the media Mr Balwinder Singh (Vice-President DGPC Jammu) said that at 4pm yesterday he got a call that a Sikh girl student braid was cut off when she was leaving the school by fellow student near school’s entrance.

“She was leaving the school when the boy who might be her senior cut her hairs near the school entrance, at first the girl didn’t noticed that her braid was being cut behind her back because she was wearing a heavy bag as school kids usually do. But, when the perpetrator picked her other braid to cut, she felt the pull and confronted him. The boy panicked on seeing her and tried to ran away, the girl also chased him but fainted on the way. She was later resuscitated by some school students. On gaining her senses back, she informed her parents about the incident, who came to her and I joined them at the police station later cause I was in a function” he further said.

Mr Balwinder  added that the SHO sir has registered an FIR under section(295) against the  culprit, but the accused should also be booked under other relevant sections of the IPC because his act could flame communal tensions in Jammu and that should be avoided to maintain communal harmony.

“I told SHO sir to handle this issue carefully because this can fan communal flares in Jammu. He has assured me that he will deal it with care. I went along with SHO sir, SDPO and victim’s family to the school , we told them to check their CCTV footage cause the incident happened in the school’s compound. The culprit has been captured in the CCTV cutting the braid of the girl. The perpetrator’s bottle and bag is seen in the CCTV clip and the school administration has assured us that they will soon identify the culprit”, he said.

Second Marriage Lands J&K Police Officer In Trouble, Denied Promotion

Jammu: J&K Home Department ordered to withhold the promotion of a Deputy Superintendent of Police (DySP) for a period of two years for having contracted second marriage without first obtaining the permission of the government in violation of rules.

Besides, his two annual increments would also be withheld for a period of two years without cumulative effect from December 6, 2022.

The penalty has been imposed on Basharat Hussain Dar, KPS-116199, DySP, J&K Police, in terms of Rule 30 and Rule 33 of J&K Civil Services (Classification, Control and Appeal) Rules, 1956.

As per an order issued by Financial Commissioner (Additional Chief Secretary) Home Raj Kumar Goyal, the departmental proceeding was initiated against DySP Basharat Hussain Dar, based on the recommendations of the DGP, J&K, in terms of Rule 33 of the J&K Civil Services (Classification, Control and Appeal) Rules, 1956, for having contracted second marriage without first obtaining the permission of the Government, in violation of Rule 22(1) of the J&K Government Employees (Conduct) Rule, 1971.

In his reply or written statement of defence on March 17, 2017, Dar denied the charge as baseless and unfounded. He further stated in his response that he contracted the second marriage after divorcing his first wife. The reply was examined and it was decided to have an in-depth inquiry into the charge.

Accordingly, vide Government Order No.l752-Home of 2017 dated December 6, 2017, Inquiry Officer was appointed to inquire into the charge served upon the officer. In the report submitted to the Home Department vide No.CHQ/386-87 dated June 25, 2018., the inquiry officer concluded that Dar contracted second marriage during the subsistence of his first marriage without obtaining prior permission from the government and, as such, committed misconduct in terms of Rule 22(1) of the J&K Government Employees(Conduct) Rules, 1971.

The report, after having been examined, was placed before the competent authority for consideration and for taking a decision on imposing the penalty. “The competent authority accepted the report of inquiry and decided to impose a major penalty for violating Rule 22(1) of the J&K Government Employees (Conduct) Rules, 1971. However, before imposing the penalty, a notice dated July 8, 2022, in terms of Rule 34 of the J&K Civil Services (Classification, Control and Appeal) Rules, 1956, was served upon the officer to show cause, within a period of 15 days, as to why a major penalty under Rule 30 of the J&K Civil Services (Classification, Control and Appeal) Rules, 1956, be not imposed upon him,” Goyal mentioned in the order.

The competent authority, after considering the response of the officer did not find any cogent reasons to change his decision on imposing penalty against DySP, thus arrived at a decision of imposing a penalty.

 

J&K: Juvenile arrested for kidnapping minor girl

Srinagar Police on Tuesday claimed to have recovered a minor girl in less than 24 hours.

A police spokesman in a statement issued, said that “on 05-12-2022, Police Station Pantha Chowk received a written complaint from one person (details withheld) to the effect that his minor daughter who left home for school has not returned home after school hours”.

On this, a case under FIR number 132/2022 under section 363 IPC was registered in Police Station Pantha Chowk and investigation was taken up, the police said.

“During the course of investigation, a Police team headed by SHO Pantha Chowk Insp Syed Owais Geelani was constituted under the supervision of Incharge SDPO Pantha Chowk Shivam Siddharth. During the investigation, using technical analysis of a suspect number, a Police team of Police Station Pantha Chowk was rushed to Bomai Sopore from where the kidnapped girl was recovered and the accused, who is a juvenile (name withheld), involved in the commission of crime was arrested within 24 hours,” police said.

After completing the legal formalities, the girl was handed over to her parents, police said.

PM Modi urges leaders of all parties to make collective efforts to make winter session more productive

Prime Minister Narendra Modi on Wednesday urged leaders of all parties to make collective efforts to make Parliament’s winter session more productive.

Speaking to media ahead of the session’s start, he said Parliamentarians, including from the opposition, have told him that disruption and adjournment in Parliament is not good and this also denies younger MPs an opportunity to learn.

The Prime Minister urged all political parties to give first time MPs a chance to participate in debates for their bright future and also for preparing the next generation in democracy.
He also said that India hosting the G20 summit, which will be held next year, is not merely a diplomatic event but also a chance to showcase the country’s capabilities before the world.

The Prime Minister said he had a cordial discussion with leaders of different parties recently at an all-party meeting on G20 and expressed hope that it will be reflected in Parliament as well.
