J&K Moving Towards Peace After Article 370 Abrogation, As Terrorism Declines In Valley

The security situation in Jammu and Kashmir has improved post-abrogation of Article 370 from the then state in August 2019, as the number of terrorism-related incidents and terrorists has significantly reduced, according to a report.
The report stated that the terror incidents in J-K were 417 in 2018 which came down to 229 in 2021, while the number of terrorists operating in Kashmir has been reduced to below 100.
“Scrapping of Article 370, a temporary provision in the Constitution, has proven to be a major step towards restoring peace and normalcy in the erstwhile princely state,” the report said.
The government’s move on August 5, 2019, helped J-K move towards peace after 30 long years of turmoil in the Himalayan region.
“Terrorism-related incidents witnessing almost a 50 per cent decline in three years are ample proof of the fact that J&K’s special status had sown the seeds of discord and was responsible for separatism and sedition becoming a part of J-K’s culture,” the report said.
Pakistan, which took advantage of the temporary special status to J-K, created a notion that Kashmir is an “unsettled agenda of partition” and it needs to be settled.
“It tried to cover up the fact that Maharaja Hari Singh had signed an instrument of accession in October 1947 when the tribal raiders sent by the neighbouring country entered into J-K and tried to capture the erstwhile princely state,” it said.
According to the report, J-K has witnessed development in the past three years, on the other hand, Pakistan-Occupied Kashmir (PoK) has witnessed many protests against the rule of Islamabad.
“PoK residents are demanding freedom from Pakistan. They are looking towards Prime Minister Narendra Modi to reclaim the part of Kashmir that has been under the illegal occupation of Pakistan for the past 72 years. They have understood that for Islamabad, PoK is nothing more than a colony while for India, J-K is its integral part and New Delhi is providing world-class facilities to the residents of Jammu and Kashmir,” the report said.
The Centre, in the past three years, has taken steps to ensure that terrorists and their sponsors are given a befitting reply.
The security forces are putting in efforts to shatter the ecosystem of terrorists and end terrorism in J-K.
“During the past three years, Kashmir has not witnessed any shutdown, stone-pelting incidents or street protests. Separatists and their henchmen, who used to dance to the tunes of Pakistan, have been cut to size. Both the factions of All Parties Hurriyat Conference, one headed by late Hurriyat hawk Syed Ali Shah Geelani and another by Mirwaiz Umar Farooq, have wound up their offices in Kashmir,” the report said.
“Jamaat-e-Islami, Jammu and Kashmir Liberation Front and other separatist organizations have been banned and the properties owned by such parties are being attached and sealed,” it added.
Recently, Minister of State for Home Affairs, Nityanand Rai informed the Parliament that 14 people belonging to minorities including three Kashmiri Pandits, were killed in terrorist incidents in Jammu and Kashmir this year till November 30. However, he added that no migration of Kashmiri Pandits from Kashmir has taken place in the past five years.
“More than 5,000 Kashmiri Pandits are working in the Valley under the Prime Minister’s Development Package,” the report said.
In 2021 also, terrorists made multiple attempts to chase the members of the minority communities from Kashmir by targeting teachers, non-local labourers, street vendors and others. But their attempts were foiled as the security forces acted swiftly and eliminated most of the terrorists who were involved in carrying out the attacks against innocent civilians.
The common man, in the recent past, has hit the ground on a number of occasions to protest against the targeted killings of the non-locals and minorities in the region.
The government has taken a number of steps to secure the lives of minorities including area domination, cordon and search operation, etc.

Good News for Jammu: Check Details Inside

In good news for the people of Jammu city, the government has decided to connect the Circular road near Jullaka Mohalla with Jammu Heritage Complex, through a flyover Bridge.

The present road is narrow and is often witness to frequent traffic jams because of the traffic plying from both ends of the roads. Additionally, the road is also a victim of landslides and has sunk in, during the rains, in the past as well.

Fulfilling a long-pending demand, the Jammu and Kashmir government yesterday accorded sanctions for the construction of 250 Metre span Flyover Bridge with approaches, connecting the Circular road near Jullaka Mohalla with Heritage Complex, Jammu.

The flyover bridge will be constructed at an estimated cost of Rs 23.50 Crore.

“In exercise of powers vested under SO 217 of 2021 dated 01-07-2021, issued by the Finance Department, Administrative Approval is hereby accorded for Construction of 250 Mtr. span Flyover Bridge with approaches, connecting Circular road near Jullaka Mohalla with Heritage Complex, Jammu’ at an estimated cost of Rs- 23.50 Crore (Twenty Three Crore Fifty lakh) only under Capex Budget 2022-23 of Jammu Metropolitan Region Development Authority”, read an order issued by Housing and Urban Development in this regard.

As per the order, the works are executed strictly as per the Codal provisions, Financial Rules, and approved specifications and within the budgetary allocation and completion of these schemes would be ensured during stipulated periods to avoid any revision.

‘Girl student thrown out of school for not paying fees in Jammu’, Locals expressed resentment

Jammu, December 11, 2022: Some local residents of Jammu on Sunday appeared before the media and expressed their resentment for a private school girl student, who was prevented from not attending the classes due to non-payment of school fees, yesterday.

Talking to the media Mr Amit Kapoor said that he felt despair when he came to know about the girl student who was thrown out of school, when her parents were not able to pay school fees.

“Just half an hour ago I saw this video on social media, in which a little school girl of a private school in Jammu was saying she was barred from attending school for non-payment of school fees. I forwarded that link of the video to a page on social media known as ‘Parents Association’ and asked if anyone has that kids parents number please forward it to me. A 2002 ruling of Supreme Court has said that one cannot ask a student to pay fees and  ‘Jammu & Kashmir Committee for Fixation of Fee Structure’ (JKFFS) supports the same. The Director of education should take cognizance of this matter as why he has not done anything regarding this issue so far”, Mr Kapoor allegedly said.

He further said that some local private schools of Jammu in collaboration with education department and ‘JKFFS’ are running a nexus here, they decide the school fees according to their wish and ousted school kids when they don’t pay them their hiked amount fees.

“These type of school must be closed here to stop the commercialisation of education and we must stand against such institutions. The parents of such students fears the school administration that’s why they don’t come in public openly, but we should support them”, he added.

Night temperature improves in Srinagar, plunges to minus 5°C in Pahalgam

Night temperatures plunged in Pahalgam and Gulmarg even as most other places in Kashmir Valley saw slight increase in minimum temperatures on Sunday.

Quoting a meteorological department official, a news agency reported that Jammu division and Ladakh also recorded a fall in temperatures.

He said that Pahalgam recorded a low of minus 5.0°C against 1.2°C on previous night and it was 1.8°C below normal for the famous tourist resort in south Kashmir’s Anantnag district, he said.

Gulmarg recorded a low of minus 4.5°C against minus 3.4°C on the previous night, the official said. It was 0.8°C below normal for the world famous skiing resort in north Kashmir’s Baramulla district, the official said.

Srinagar recorded a minimum of 3.5°C against 2.8°C on the previous night, he said. The temperature was 4.1°C above the normal for this time of the year in Srinagar.

Qazigund recorded a low of 2.6°C against 2.8°C on the previous night. The temperature was 3.4°C above normal for the gateway town of Kashmir, he said.

Kokernag recorded a low of 1.3°C against 2.3°C on the previous night and it was 2.0°C above normal for the place, he said.

In Kupwara town, the mercury settled at 2.4°C against 1.3°C on the previous night, the official said. It was 4.2°C above normal for the north Kashmir place, he said.

Jammu recorded a low of 8.9°C against 13.2°C on the previous night. It was 1.1°C below normal for J&K’s winter capital, he said. Banihal recorded a low of 0.4°C (below normal by 1.7°C), Batote 2.9°C (1.1°C below normal), Katra 9.2°C (0.6°C above normal) and Bhadarwah 1.2°C (0.1°C below normal).

In Ladakh, Leh recorded minus 9.6°C and minus Kargil 6.8°C, the official said.

Mainly dry weather has been forecast till December 20 in Jammu and Kashmir. However, brief spell of light rain or snow may occur at isolated places over higher reaches, he said.

J&K registers 12% growth in GST collection

J&K, Dec 11: Jammu and Kashmir has recorded 12 percent growth in GST revenue collection for the month of November, 2022 compared to the same month last year, against the National average of 8 percent, as per the figures released by the Union Ministry of Finance.

Speaking about this development, Additional Commissioner State Taxes Department Kashmir, Shakeel Maqbool, stated that Kashmir Division has achieved a growth of 18.32 percent in GST collections and the uptick in the tax collection is due to tax collection made on sales within the UT of J&K as well as due to the import purchase into J&K from the rest of the country.

He further added that the reasons for the buoyancy in the GST collection are the several measures taken up by the government, the e-infrastructure in place and the usage of the data analytics besides the compliance by the taxpayers.

Udhampur neglected because of NC, Cong appeasement policy: Jitendra

Hitting out hard at the opposition party governments in the past, Union Minister Dr Jitendra Singh said that Udhampur and other hill regions were neglected because of the appeasement policy followed by successive governments headed by National Conference (NC) and Congress whose priority was vote bank consideration and who made it a point to convey the message that their plans of development were not meant for such districts or regions from where they did not expect such votes.

Addressing a BJP public rally at Udhampur, Dr Singh said, Udhampur did not get its due and was always discriminated against because it was always a stronghold of erstwhile Jana Sangh and then Bharatiya Janata Party, but ever since Narendra Modi took over as Prime Minister in 2014, he has made it clear that all those regions which did not receive due attention in the past governments will be developed at par with the other developed parts of the country.

It will be a subject of analysis for future historians, said Dr Singh, as to why many of the projects taken up during the last 8 to 9 years were not even considered by the earlier governments.

Citing an example, he said, for instance, River Devika has flown through Udhampur for centuries and so many generations were born and raised by its banks but it was only during the present government that a mega national level project for river rejuvenation for the holy Devika was initiated and Rs. 200 crore allocated for it.

On the occasion, over three dozen elected representatives of local bodies and a large number of youth joined the BJP and were introduced to the Minister by former MLA Balawant Singh Mankotia who had recently quit the Aam Aadmi Party and joined the BJP.

Dr Singh hoped that with all the like-minded ground level activists joining the BJP, it would be possible to further multiply the pace of development in the region.

Sharing the information that a state-of-the-art wellness centre is near completion at Mantalai, Dr Singh took a dig at the Congress Party and said that the entire premises had been deserted for the last three decades after the death of Swami Dhirendra Bhrahamchari who was very close the Indira regime.

It was only during the present government led by Prime Minister Modi that this premises had been reconstructed and redeveloped, he said.

Referring to several landmark achievements of the past 8 to 9 years, Dr Singh said, this is perhaps the only Lok Sabha constituency in the country which has got three Centrally Funded Medical Colleges, out of which one is located in Udhampur.

He also referred to the new radio station, new passport office, Devika bridge, Beerwa bridge, upcoming Sudmaha Dev national highway, Dhar road upgradation and centrally funded roads to peripheral areas like Gordi.

He also announced from his MP fund a new community hall to be brought up close to the venue of public rally at Mangolian.

Later, Dr Singh also held a meeting with the District administration in presence of public representatives. It was decided to initiate legal proceedings against the contractor of river Devika project in addition to Rs 2 cr fine for not meeting the timeline.

He expressed satisfaction at the fact that for the last three years consecutively Udhampur district stood at rank 1 or rank 2 at all india level for the construction of centrally funded PMGSY roads.

Welfare of families of those protecting country’s integrity, sovereignty our top priority: LG Sinha

Jammu: Lieutenant Governor Manoj Sinha inaugurated the Digital Skill Development programme for the wards of J&K Police martyrs to generate sustainable livelihood at J&K Police Public School, Miran Sahib.

The Lieutenant Governor said that the initiative under Corporate Social Responsibility (CSR) by Indus Towers Limited was a tribute to bravehearts of Jammu Kashmir Police who made the ultimate sacrifice for the country.

He reiterated the government’s commitment to “take concrete measures for the families of the martyrs so that they may live a life of comfort and dignity.” He said the welfare of the families of those, who served and protected the country’s integrity and sovereignty, would always be the top priority of the government.

“I pay my humble tributes to those immortal heroes, who sacrificed their own lives in order to promote the lives of others. J&K Police, Army, Central Police Forces have made significant contributions in nation building. Let us all together take a pledge to discharge our duty towards the families of our martyrs and strengthen our resolve to work for their well-being,” said LG Sinha.

He urged society, enlightened citizens, business organizations and corporations to discharge their social duty and responsibility. “A grateful and thankful society must collectively support the government to create a system, which provides ample opportunities to the dependents of the martyrs,” he added.

The Lieutenant Governor asked the Indus Towers Limited to ensure 100 percent placements of children who are enrolled in the skill development training.

“Skill development programmes must have an overarching impact on the economic independence of the trainees. It should be followed by Job placement & self-employment. Hand-holding needs to be extended to the trainees after successful completion of the course,” he observed.

Highlighting the significance of equipping the youth with market-driven skills, the Lieutenant Governor stressed that the skill training should develop skill sets to meet the requirements of industries setting up businesses in J&K.

He further emphasized on extending necessary assistance for self-employment and entrepreneurial programmes, benefits of welfare schemes of the government by appointing dedicated nodal officers and CSR initiatives of Corporate to families of martyrs through a structured way.

“Family members of police martyrs should be connected with quality livelihood opportunities through schemes like NRLM, Umeed, Mission Youth, and other ongoing programmes of the government,” he added.

The Lieutenant Governor appreciated the Principal and all associated with J&K Police Public School for their noble work of educating the children of police personnel. “It is education that will transform India as a knowledge power house in the future,” he observed. “The new initiative offers digital literacy lessons to 50 J&K Police martyrs’ wards and support of connecting them with potential employers. It is aimed at making beneficiaries digitally literate by equipping them with IT and employability skills,” it was informed.

Dilbag Singh, DGP appreciated the new beginning of J&K Police Public School in collaboration with Indus Towers.  He also lauded the efforts of J&K Police Wives Association for taking the journey of J&K Police Public School to greater heights.

Ayeera Chishti from J&K creates history by winning World Junior Wushu medal

Srinagar, Dec 11: Ayeera Chishti, known as the ‘golden girl’ of the J&K Wushu martial art, made history by being the first female Wushu competitor from J&K to take home a medal at the World Junior Wushu Championship.

Ayeera Chishti won the bronze medal for India at the 8th Junior Wushu World Championship, which was held in Indonesia, opening a new chapter in the history of Wushu martial arts in J&K.

Ayeera previously became the first woman from J&K to be chosen for the World Junior Wushu Championship, and now that she has won a medal, she has elevated her status even further.

Ayeera defeated a Macau rival in the quarterfinal (china). Ayeera fell to Malak Ossama of Egypt in the semifinals after a competitive match that was decided on point differential. She was forced to accept the bronze medal.

Ayeera won the gold medal for India at the International Wushu Championship in Georgia before competing in the World Championship.

Ayeera has been winning medals on regular basis at the National level and has been part of various National level camps as well.

Ayeera was selected for the World Championship during the selection process conducted by the Wushu Association of India in Meerut. Ayeera also bagged a medal in the Wushu National Women’s League held in J&K.

Terming it a great achievement and a proud moment for him, Ayeera’s father Rais Chisti said,” It is a proud moment for me and my whole family. I am really proud of my daughter who is first ever girl from J&K to bag a medal in the World Championship”.

“She has already proven her mettle at the National and International levels. This was a bigger stage and she proved her talent at this level as well” Ayeera’s father said.

Ayeera’s Coach Asif termed it a dream come true for him and Ayeera.

“Dreams become reality thank you everyone for your blessings and support throughout this journey. There are many targets we have to achieve yet. This is another big milestone achieved, history created by wonder girl Ayeera Chishti,” Asif said.

“This bronze medal is worth more than a gold medal to me right now. Because she faced years of mental harassment and hurdles at certain quarters but she never gave up. She proved that she is the best, she is the true warrior and she fought like a champion not only in the arena but outside the arena too,” Asif further said.

Meanwhile, Ayeera’s coach Asif thanked Kuldeep Handoo CEO Wushu Association of J&K and said, “ It was my commitment and I accomplished step by step. There are still many targets to be achieved. It’s just a start”.

Dronacharya Awardee, CEO Wushu Association of J&K, Kuldeep Handoo said that it is a historic day for J&K Wushu.

“Ayeera with her ability and talent has started a new chapter in the history of Wushu in J&K. She has won medals at various stages but this one is bigger. I hope she continues her rise and go on to achieve similar results at the senior level and make all of us proud,” Handoo said.

Meanwhile, J&K Sports Council has also congratulated Ayeera.

“Big Congratulations to Ayeera Chisti for winning a bronze medal in the 8th Junior Wushu World Championship. She made history by becoming the first female athlete from J&K to win a bronze medal at the Eighth Junior Wushu World Championship, which was held in Tangerang, Banten, Indonesia,” Sports Council Tweeted.

Well-known female sportsperson of J&K Bilquis Mir has termed it another highlight of the rise of female athletes in J&K.

“It is another example of women’s power and female athletes making J&K proud. We should all hail her achievement and support her in future,” Mir said.

Meanwhile, the Indian team bagged eight medals in the 8th World Junior Wushu Championship which included three gold, three silver and two bronze.

Farmer welfare schemes reviewed in Jammu

Director Agriculture Production and Farmer Welfare, Jammu, K. K. Sharma, along with a team of officers, conducted an extensive tour of Samba and Kathua district and took stock of the implementation of various farmer welfare schemes and field activities being undertaken by the Department of Agriculture.

The Director Agriculture visited the SM Farm, Balode where he inspected the Pasteurized Mushroom Compost Making Unit under Mushroom Corridor Project and other farm activities undertaken on the farm spread over 56 Kanal.

He visited the Exotic Vegetable Demonstration at Rakh Dhayansar and stressed upon production of high value vegetables under protected conditions to get round the year production for high returns. He also inspected the Mushroom Production Units (2800 Bags) of Pushpinder Singh of Kartholi  and  instructed the staff to organize mushroom growers into Farmers Producer Organization (FPO) that will ultimately help in scaling up the level of production and creating better marketing  linkages.

Earlier, the Director Agriculture chaired a meeting of the Staff at the Sub Divisional Agriculture Office, Samba and received feedback on the status of various Farmers Welfare Schemes including social sector schemes like PM-KISAN, PM- KMY, PM-FBY, KCC etc.

The CAO Samba, Sanjay Verma, Dy. Project Director ATAMA, Arun Makhnotra, Assistant Agriculture Chemist, Pradeep Shrama, SDAO Samba, Naresh Raina, Farm Manager, Balode, Vijay Choudhary besides SMSs, AEOs and Field Functionaries were present on the occasion.

During the visit to Kathua district, the Director Agriculture inspected   different Mushroom Units developed under mushroom cluster, Jandi and expressed satisfaction over production and income status of mushroom cultivation.

It was informed that these mushroom units have been set up under Women Self Help Group and run by women entrepreneurs including Shakti Devi, Kamla Devi, Neelam Rani & Mina Devi.

On the way, he also inspected the field condition of Haldi (Turmeric) crops under the Spices Development Programme and stressed on the value addition of Spices by setting up units under the PM-Formalization of Micro Food Processing Enterprises Scheme. Those who accompanied the Director included CAO Kathua, Sanjeev Rai Gupta, District officers, SDAO, Dayalachak, Ashwani Sharma besides other field functionaries.

Cops foil bovine smuggling in Jammu, rescue 10 animals

Samba, December 10, 2022:  Acting tough against the bovine smugglers the  Samba police foiled bovine smuggling in Nadh area of Samba, Jammu on Saturday with the arrest of two smugglers and rescued 10 bovine animals.

According to the report, the police working on a tip-off laid a naka and intercepted a truck bearing registration number JK02AF2527 on the Nadh road in Samba, which was coming from Kathua and heading towards Kashmir.

On checking the vehicle the Police teams found 10 Bovine animals concealed by a wall of cement putty in the truck. The police also found some injections in the vehicle which hints that the smugglers were taking drugs, the report said.

It has also been learned from the report that the culprits are residents of Banihal in Ramban, Jammu.

In this regard, the police has booked the accused persons under Section 188 of the Indian Penal Code (IPC).
