Intensify efforts to clean all villages: CS

Chief Secretary Arun Kumar Mehta Thursday emphasised upon all the concerned to intensify their efforts to clean all the villages and ensure proper hygiene in all habitations.

An official spokesman in a statement issued here said that the meeting was attended by the Commissioner Secretary, RDD, Deputy Commissioners, and Director of Rural Sanitation either physically or virtually.

 

Mehta impressed upon the officers to follow a simplified model of waste collection from doorsteps of households, creating the material handling facilities and then disposal of the same in a scientific manner.

He advised them to create segregation facilities for a cluster of nearby villages if not feasible for a single village. He told them to sensitize the people about the cleanliness of their surroundings and also penalize those found littering around undesirably.

The Chief Secretary maintained that cleanliness is the foremost task we have and all have to be serious about it. He observed that the job is for everybody to perform beginning from the self to his and her surroundings. He made out that the task of cleanliness of our villages is not a difficult task to accomplish if we all do our bit.

He took appraisal from all the Deputy Commissioners about the status of Door to Door collection of waste in villages, construction of segregation sheds, provision of Composit and Soak pits, drainage facilities, and disposal of waste in their villages. He also enquired from them about the Plastic Waste Management plans for he remarked that such a waste creates unhygienic conditions mostly in our surroundings.

The Commissioner Secretary , RDD asked all the Deputy Commissioners to complete the tendering process forthwith. She told them to increase their numbers with respect to villages falling in Aspiring, Rising and Model category. She stressed on making every village ODF+ in coming months for the same is within target after the given infrastructure is created in each Panchayat.

On the occasion the Director, Rural Sanitation gave presentation on the current status of all the initiatives taken under Swachh Bharat Mission Grameen in J&K.

He gave out that the door-to-door collection of waste is going on in every village. He further revealed that Solid Waste Management (SWM) plan has been formulated for every Panchayat besides bye-laws for advisory committees, enforcement and monitoring.

The meeting was informed that the agency for collection of Solid Waste has been identified in all the districts with allied financial model for its sustainability. District Sanitation Committees has been constituted also. It was made out that around 1512 villages had achieved the ODF+ status already besides more than 7000 kgs of legacy waste disposed off in J&K villages with the participation of 197838 individuals.

Moreover the meeting was apprised that around 6009 Community Composit Pits, 804 segregation sheds, 42424 soak pits and leach pits, 15607 drainage facilities, 1102 Grey Water Management (GWM) systems have been created in villages in addition to 455616 individual household assets for SWM and GWM under the Swachh Bharat Mission Grameen throughout the length and breadth of J&K.

104 YouTube channels blocked for spreading misinformation: GoI

Union Minister Anurag Thakur yesterday said 104 YouTube channels, 45 videos, four Facebook accounts, three Instagram accounts, five Twitter handles and six websites have been blocked for spreading misinformation and threatening national security.

Responding to questions in the Rajya Sabha, Thakur said section 69A of the Information Technology Act provides for blocking of content over digital media in the interest of the “sovereignty or integrity of India, defence of India, security of the State, friendly relations with foreign States or public order or for preventing incitement to the commission of any cognizable offence relating to the above.”

He said under the provisions of Part-II of the IT Rules, the Ministry of Electronics and Information Technology (MeitY) issued directions to block 1,643 user-generated URLs, including webpages, websites, posts and accounts on social media platforms, from 2021 to October, 2022.

“The government has taken action under these rules and if required, we will not hesitate to take such action in the future,” Thakur said.

8 Judicial Officers transferred

Acting Chief Justice of High Court of J&K and Ladakh Justice Tashi Rabstan today ordered transfers and postings of eight Civil Judges (Junior Division/ Munsiffs).
As per the order issued by Sanjeev Gupta Registrar General, Wangial Tsering, Munsiff Nobra has been transferred and posted as Munsiff Khaltsi while as Moneer Ahmad, Munsiff Sankoo has been transferred and posted as 3rd Additional Munsiff Srinagar.
Chemit Yurgal, Munsiff Khaltsi has been transferred and posted as Munsiff Nobra while as Javed Ahmad Parray, Munsiff/Additional Special Mobile Magistrate Beerwah has been transferred and posted as District Mobile Magistrate Traffic Sopore.
Shabir Ahmed Malik, District Mobile Magistrate Traffic Sopore has been transferred and posted as Munsiff/Additional Special Mobile Magistrate Drass. He shall hild the charge of Principal Magistrate JJB Kargil. Shafiq Mushtaq Lone, 3rd Additional Munsiff Srinagar has been transferred and posted as Munsiff Sankoo. He shall hold the charge of the court of Munsiff Zanskar.
Deldan Angmo, Munsiff/Additional Special Mobile Magistrate Drass has been transferred and posted as Munsiff (LRP) in the High Court Jammu Wing while as Munsiff Magam will hold the additional charge of court of Munsiff/Additional Special Mobile Magistrate Beerwah in addition to his own duties till further orders.

J&K: Five Hizb associates arrested by Police

Kashmir, December 22, 2022: Five Hizb-ul-Mujhaideen, terrorist outfit, associates have been arrested and arms and ammunition recovered from their possession in north Kashmir’s Kupwara district, police said on Thursday.

“A credible information was received by district police Kupwara and army from military intelligence and other intelligence agencies that a terrorist module of Hizbul Mujahideen (HM) outfit is active in Kralpora area which is not only helping the terrorists in providing safe shelter but also other logistics including arms and ammunition”, said a police spokesman in a statement issued to the media.

“Based on this information, joint team of police and army apprehended three terror associates namely Ab Rouf Malik Son of Ghulam Mohammad Malik and Altaf Ahmad Payer Son of Ghulam Qadir Payer both residents of Dardsun Kralpora and Riyaz Ahmad Lone Son of Mohammad Yousuf Lone of Kralpora”, reads the statement adding “During questioning the trio disclosed about two hideouts constructed for terrorists of HM outfit on the instructions of a Pakistan based handler Farooq Ahmad Pir @Nadeem Usmani of Kakroosa Kupwara presently based in PoK where some arms and ammunition has also been concealed.”

“Both the two hideouts have been unearthed on the disclosure and identification of arrested trio. 01 AK rifle, 02 AK magazines, 119 AK ammunition, 01 pistol, 01 pistol mag, 04 pistol rounds, 06 hand grenades, 01 IED, 02 detonators, 02 wire bundles and one water tank of approximately 100 liters capacity has been recovered from the hideouts.”

The trio, the statement reads also received cash amounting to six lakh rupees in June 2022 which was meant to procure material for construction of hideouts and procuring of arms and ammunition with rupees 64000 out of this six lakh also been recovered.”

“Two more terrorist associates including Abdul Majeed Beigh Son of Ghulam Mohammad Beigh resident of Humhama Budgam and another from Bandipora who have been actively supporting the trio in their activities have also been detained for investigation”, the statement reads.

“The terrorist associates were also being handled by one more terrorist handler Fayaz Geelani of Budgam presently based in PoK.”

“The arrested group in addition to providing logistic support, arms and ammunition and other facilities for the commission of terrorist activities was also tasked to select targets for terrorists in valley and also radicalize more youth to join terror ranks.”

“Case FIR No. 98/2022 under relevant sections of UA(P) Act has been registered in police station Kralpora and investigation taken up”, the statement reads adding “more arrests and recoveries cannot be ruled out in the case.”

Law student raped 12-yr-old girl in Jammu

Jammu, December 22, 2022: In a horrendous incident, a Law student namely Sorab who is pursuing a degree in Law from a college in Bari Brahmana area of Jammu has allegedly raped a 12-yr-old girl in Bari Brahmana, yesterday.

According to the report, the matter came to the fore when the victim’s father Rajinder Singh son of Baljeet Singh resident of Bari Brahmana, Samba lodged a complaint in Bari Brahmana police station that her daughter namely Simran (12)  has been raped by the accused Sorab.

The accused is a resident of Udhampur district of Jammu, who is currently absconding from the police.

J&K Govt issues important Advisory for Govt Employees

The Jammu and Kashmir Government on Thursday asked all employees to submit details of annual property details between January 1 to 31 and warned against non-submission with action under Prevention of Corruption Act and denial of their Vigilance Clearance.

Sub Section 2 of Section 9 of the Jammu and Kashmir Public Men and Public Servants Declaration of Assets and other Provisions Act, 1983 lays down that it shall be incumbent on the part of every public servant to submit annual returns of the assets held by him and his family members in the month of January every year and shall indicate the reasons for increase, if any, in the assets and source of the same.

“The Jammu and Kashmir Public Servants Declaration of Assets Act and Rules made thereunder provides for imposing a penalty for non-submission of the property returns by the public servants”, the government said in a circular. “It is further provided that if any public servant without any reasonable cause which he shall be required to show, fails to submit the return annually, he shall be guilty of committing criminal misconduct under the Prevention of Corruption Act and shall be punishable under the said Act”.

The Act and Rules also lay down that every public servant shall submit annual property returns as per instruction issued by the Government from time to time, in respect of all the assets possessed by the him and his family members.
“With a view to make the process of filing of property returns employee friendly, the Government of Jammu & Kashmir has launched online portal for filing of annual property returns (PRS-Portal) by each and every J&K Government Employee, as mandated under the Jammu and Kashmir Public Servants Declaration of Assets Act and Rules made thereunder and also as per the provisions of the Employees Conduct Rules, every year ending 31st December, by or before 31st January of the next calendar year,” the circular said.

The PRS-Portal is accessible on http://prs.jk.gov.in and the employees can file their annual property returns on the portal from 1st of January and the facility automatically gets closed on 31st of January every year. “The non-submission of property returns by the employees shall invite action against them under the Prevention of Corruption Act, besides, shall result in denial of their Vigilance Clearance.” Accordingly, government advised the employees working under the Jammu and Kashmir Government to file their property returns for the year 2022, on the PRS-Portal, from 1st of January upto 31st of January, 2023.

“Further, it is enjoined upon all the DDOS to ensure registration of those employees, who have not yet registered on the PRS Portal,” it said, adding, “Besides, ensuring filing of property details by their cent percent employees, within the specified time.The portal will automatically.”

Jammu Police rescues dozen cattles stuffed into Oil tanker

Jammu,  December 22: The Lakhanpur police foiled a bovine smuggling on Jammu-Punjab border in Kathua, Jammu in which they rescued dozen of bovines stuffed into an oil tank, which bore the name of ‘Hindustan Petroleum Corporation’ on it, today.

As per the report, the Lakhanpur police team acting on specific inputs which they got from reliable sources laid a police naka on Jammu-Punjab Border in Lakhanpur and during the vehicle inspection they rescued several cattles from an oil tanker there.

The oil tanker was heading towards Kashmir from Punjab concealing the bovines in it and was intercepted by the Lakhanpur police team.

The accused has been arrested by the police.

KP employees hit out at J-K LG over ‘salary’ remark, asks admin to ‘sack’ them

Migrant Kashmiri Pandit employees yesterday intensified their months-long protest demanding a transfer from the Valley following Lt Governor Manoj Sinha’s remarks about stopping their salaries.

The protesters also said it was best for the government to sack them as they would not rejoin their services in the Valley in the absence of proper security after a Lashkar-e-Taiba affiliate published hit-lists of Kashmiri Pandit employees.

The migrant Kashmiri Pandit and Jammu-based reserved category employees left the Valley in May following the targeted killings of two colleagues. They are seeking relocation outside Kashmir.

Earlier in the day, Sinha asserted that all necessary measures had been taken to ensure the safety of minority community employees, including Kashmiri Pandits, in the Valley and sent out a “loud and clear” message to those demanding a transfer — no salary for sitting at home.

“We have cleared their (protesting employees’) salaries till August 31 but it cannot be done that they will be paid their salaries by sitting at their homes. This is a loud and clear message to them and they should listen and understand it,” Sinha told reporters.

In response, the Kashmiri Pandit employees, employed under the Prime Minister’s Rehabilitation Package in the Valley, held demonstrations in front of the Press Club in Jammu.

Carrying placards depicting the administration’s “step-motherly treatment” towards them, they also raised slogans in support of their relocation.

“It is an unfortunate statement. It is better for the government to sack us all. We will not go to the Valley to join services. Our lives are more important than jobs,” a protester told reporters.

He said that if the government wanted to stop their salaries, it was free to do so.

“Our salaries should be used for nation building,” he added.

The protester also said Kashmiri Pandit employees could not be made symbols of peace and normality in Kashmir.

“We are in this position because of the situation created by the government. We had been living in the Valley for the past decade. But now, hit-lists are being issued to kill us. Do you want me to go to Kashmir and get killed?” he asked.

He was referring to a blog linked to The Resistance Front, an offshoot of the Lashkar-e-Taiba, that has released separate lists of Kashmiri Pandit employees recruited under the Prime Minister’s Rehabilitation Package and threatened to turn their transit colonies into “graveyards”.

“Who will protect us? The administration has failed to protect us from selective killings,” another protester said.

“…We want the government to assure us that no Kashmiri Pandit will be targeted by terrorists in the future. If they are not in a position to give such an assurance, please accept our demand and relocate us outside Kashmir,” he added.

J&K: Man dies after being hit by truck

On Thursday, a 35-year-old man was killed in a road accident in the Sumbal area of north Kashmir’s Bandipora district.

An official said that a speedy truck hit the man near a Sumo stand Sumbal, resulting in severe injuries to him.

He said the injured was rushed to CHC Sumbal, where doctors declared him dead on arrival.

He identified him as Aijaz Ahmad Khan, a driver by profession, of Markundal Hajin and said the body was handed over to the family after completing all legal formalities.

Meanwhile, a case under relevant sections of laws has been registered by the concerned police station and an investigation has been taken up.

J&K: Four KP transit accommodations to be ready by Dec end

The work on the four transit accommodations for Kashmiri migrants at the Wandhama area of central Kashmir’s Ganderbal district is likely to be completed by the December end.

An official from the R&B Department told that four buildings out of 12 buildings are almost complete, and will be ready by the end of the month.

“The work on other blocks is in full swing and will be completed within the established time frame,” he said.

“Each block is four-storeyed 4 four apartments on each floor, for a total of 16 apartments in each block. The transit camp, spread over 30 kanals of land, is expected to accommodate approximately 192 families. The cost of these buildings is approximately Rs 23.04 crore,” the official added.

According to reports, the Central government has provided jobs to approximately 4,500 Kashmiri Pandits in the valley through a special package announced in 2008. However, the government has taken a number of concrete steps toward the rehabilitation of Kashmiri migrants in the valley.

Deputy Commissioner Ganderbal Shyambir also visited the transit camp accommodation site in Wandhama for a first-hand assessment of the status of the work.

He exhorted the executing agencies to expedite the progress of work by engaging more men and machinery so that work gets completed well before the stipulated time frame without compromising the quality of work.
