Chug, Rana call on Union Railway Minister; seek 2-minute stopover of train in Jammu to meet him

 

BJP National General Secretary and Incharge for Jammu and Kashmir UT, Mr Tarun Chug and senior leader Mr Devender Singh Rana today called on the Union Railway Minister Mr Ashwini Vaishnaw in the national capital and sought two-minute stopover of the Uttar Kranti Express and Jammu Mail at Manwal Station of Nagrota Assembly Constituency in Jammu,today.

 

Mr Chugh highlighted the crucial importance of the Manwal Station for commuters, including the government employees, students and workforce from immediate vicinities.

He said railways are of immense significance in this part of the country with Jammu being the most thronged city for Shri Mata Vaishno Devi bound pilgrims and tourists on their way to the Valley and Ladakh.

 

He said the stopover will facilitate a large chunk of the population and ease their working and other economic pursuits.

 

Making a strong case for consideration of the plea , Mr Devender Rana expressed his gratitude to the Union Railway Minister for agreeing in principle about the stopover.

He said the two trains used to stop prior to Covid pandemic but this routine had come to halt since the past over two years for reasons better known to the Northern Railways.

 

Mr Rana said the stopover of the two trains has become all the more important as the DMU running up to Udhampur is already catering to the growing travelling needs of commuters.

Since there is no public transport on this important stretch, the railways become the only hope for many commuters, comprising professionals, employees, students and the common masses.

 

The Union Minister assured Mr Chugh and Mr Rana that a favourable decision will be taken in this regard very soon.

Indian Army Changes Recruitment Process, Check details

The Indian Army has changed its recruitment process with an aim to get a right mix of brains and brawn into the force, an official said on Wednesday.
“Earlier we used to have a written examination at the end of the recruitment process, but it will now be the first thing to do so that the recruits are physically strong and brainy too,” Army Recruitment Officer Colonel G Suresh told reporters here on Wednesday.
He said the other tests – physical endurance and medical tests – will be held after the written examination.
Colonel Suresh said the other major change in the recruitment process has been that the aspirants will have to pay fees of Rs 500 to appear in the written examination.
“Out of this amount, the Indian Army will be bearing Rs 250 while the candidate will have to pay only Rs 250,” he added.
The registration process for recruitment as Agniveer has started with the nationwide notification issued earlier this month. Online registration can be done only once in a year, Colonel Suresh said.
According to the modified recruitment procedure, a computer-based online common entrance exam (CEE) will be conducted before the recruitment rally.
The army had recently put out advertisements regarding the change in the process, in various newspapers. The recruitment will be carried out in three stages.
In stage one, all candidates who have registered and applied online on the website will undergo the CEE.
In stage two, the shortlisted candidates will be called for a recruitment rally at a location decided by respective Army Recruitment Offices (AROs) where they will undergo physical fitness test and physical measurement test, the statement said.
Finally in stage three, the selected candidates will undergo medical tests.

Jammu: A team of the National Disaster Response Force (NDRF) on Wednesday fished out the body of a man who had jumped in Tawi river five days ago.

The victim jumped in the Tawi river on 17th of february, after which a massive operation for his search was launched jointly by the SDRF and NDRF to find him.

The victim has been identified as Rinku Bhagat r/o Jammu.

The victim’s body was found lying aside the bank of the river, which was fished out by the NDRF team, today.

Inder Lal, Inspector, NDRF, said, “I’m from Kot Bhalwal and it is our duty to serve the country and after hard labour we fished out the youth’s body”,

“Our team along with SDRF kept looking for the boy in the river and finally when one of my boy told me that he saw something human like lying near the river, we discovered the body that moment”, he added.

Woman locked herself, 10-yr-old son in house for 3 years to avoid Covid

After having stayed locked inside their Maruti Kunj house for three whole years to escape contracting Covid-19, a womanand her 10-year-old kid, were brought out of confinement by police on Tuesday, February 21. A team of police, health officials and members of the child welfare department had to break open the main door of the house to bring the duo out.

During the three years of isolation with her child, Munmun Majhi did not allow even her husband, Sujan Majhi, into the house after he once stepped out to go to the office when restrictions were partially eased after the first Covid-induced lockdown in 2020. Sujan is an engineer with a private company.

He spent the initial days staying with friends and relatives. However, as a stable solution and after repeated failed attempts to persuade Munmun, he rented a house for himself in the same locality. The only way Majhi stayed connected with his family was through video calls.
In the begining, Sujan tried convincing his wife to allow him inside the house or come out but she did not budge. He then got his in-laws and parents to talk to Munmun but that did not help either.

Her only condition was that she would stay locked until there was a Covid vaccine for kids. Till now, there is no vaccine for children below 12 years – Munmun’s son is 10 now. Though he himself could not contact them directly, Sujan also made sure that no one disturbed his family by dutifully paying the utility bills and taking care of all supplies.

He would pay the monthly rent, electricity bills, deposit his son’s school fees, buy the groceries and vegetables, and even leave the bags of ration outside the main door for them. As per the police, Munmun had cut off contact with most of her relatives over the years but she allowed her son to use the smartphone because he had to attend online classes. Moreover, she had even stopped using cooking gas because it needed replacing the cylinder and switched to an induction heater instead.

After all other efforts failed, Sujan finally approached the police but initially, the cops decided to stay off as it was a family matter and included nothing illegal. It was last week that Sujan met Praveen Kumar, an assistant sub-inspector attached to the Chakkarpur police outpost.
“I admit I did not take the case seriously at first since it involved a family matter. But the man was in distress. He made me talk to his wife and son over a video call. I was a little restless after talking to the child. He was upset that he hadn’t come out in the sun in three years,” Kumar told the Times of India.

The police then got in touch with the health department and a team of cops, health officials, members of the child welfare department and an NGO went outside Munmun’s door on Monday but talks didn’t make much headway and the team had to make hasty return after Munmum threatened to kill her son and die by suicide. The team came back on Tuesday morning and tried to counsel Munmun again.
After nearly two hours, they broke open the door and rescued the mother-son duo. The two were admitted to the Civil Hospital for a health check.
“We assured her that nothing would happen to them, and that we would take care of their health. We also told her that Covid numbers were marginal now,” Kumar said. Sujan was overwhelmed to feel the touch of his son after three years and could not hold back his tears. “I am happy they are out. I have to take care of their health,” he said, before rushing to the hospital.
Virender Yadav, the chief medical officer, said the two were undergoing treatment. A medical team, including psychiatrists, is evaluating them, he added. Additionally, doctors pointed out that anxieties during Covid had led to behavioural changes in a number of people.

J&K Police Cop terminated from service for ‘Unauthorized Absence’

Authorities on Wednesday terminated the services of a policeman for remaining absent from duty for more than a year in Jammu and Kashmir’s Samba district, officials said.

The orders to this effect was issued by the Senior Superintendent of Police (SSP) Samba, Benam Tosh.

The Selection Grade Constable ( SgCT ) Amar Singh had been unauthorisedly absent from duty for one year and two months after deserting sensitive security posting at district police lines (DPL) on December 23, 2021 and continued to remain absent, officials said.
The departmental action against the official was initiated by the Senior Superintendent of Police in terms of J&K civil services regulations after the suspended official did not bother to report back for duties for 14 consecutive months despite several wireless signals, two attendance notices and final show-cause notice, which also got published in English and Hindi dailies.

“Being a member of disciplined police force, his act of unauthorized absence from the sensitive sentry duties, continued prolonged absence and non-compliance of attendance notices and show-cause notice, was gross service-misconduct and warranted stern departmental action under rules”, a senior official said.

The suspended official, Amar Singh, was given ample opportunity to resume duties, but he had seemingly no interest to serve in the police department anymore and hence, he has been removed from service under the rules, the officials said.

Jammu: A vehicle was severely damaged in a tragic road accident that occurred on Ring road Bishnah,Jammu on Monday.

As per report, the  incident happened when a Maruti car bearing registration number ‘JK08G4499’ rammed into a roadside parked truck, when it was trying to save a biker which suddenly appeared before it on the road.

“He was coming from Bishnah then suddenly a bike came in front of the driver and in a bid to save him, he speedily turned his car and crashed into a truck”, a local man said.

The driver of the car sustained minor injuries in this accident and he is now out of danger.

 

Govt issues new guidelines for school admission, check details

The Ministry of Education has directed all states and Union Territories to fix the minimum age for admission in Class 1 as six years, officials said on Wednesday.

According to the new National Education Policy (NEP), the foundational stage consists of five years of learning opportunities for all children (between 3 and 8 years of age) that includes three years of preschool education and then Classes 1 and 2.

“The policy thus promotes seamless learning and development of children from pre-school to class 2. This can only be done by ensuring accessibility to three years of quality preschool education for all children studying in Anganwadis or government, government-aided, private and NGO-run preschool centers,” a senior MoE official said.

“The Ministry has directed State Governments and UT administrations to align their age to admission with the policy and provide admission to class 1 at the age of six years and above,” the official added.

The Jammu and Kashmir Government has approved a five-year project on ‘Innovative Extension Approaches for Revitalizing Agriculture in Jammu and Kashmir.’

“The project has an outlay of Rs. 463 crores and is aimed at empowering farmers and educated youth through technology-driven and inclusive agri-extension services,” said Atal Dulloo, Financial Commissioner (Additional Chief Secretary) Agriculture Production Department on Wednesday.

He said that one of the critical outcomes of the project is the creation of 2,000 Kissan Khidmat Ghars (KKGs), which will serve as a one-stop center for extending farmer-oriented services.

“The extension system in Jammu and Kashmir faces many challenges, including serving a large clientele with structural complexity and functional diversity. Currently, there is a significant gap between extension workers and farmers, with a ratio of 1:1100 and contact intensity of one hour per farmer per year,” said Dulloo adding that the existing system is also plagued by defects such as lack of realistic base-level information, poor coordination and cohesiveness among the extension players, and a low level of public confidence.”
He added, “the project aims to address these issues by developing a dynamic Agri-extension system using IoT-enabled real-time big data for farm-centric planning and resource allocation.”

Dulloo further said that this technology-enabled system will form the basis for a proactive agriculture extension system with a cluster approach, adding, “this approach will use real-time regional analysis of climate and agro-ecology information to promote niche agriculture under given agro-climatic conditions.”

He said, “innovative extension approaches for revitalizing agriculture in Jammu and Kashmir” is one among the 29 projects, which were approved by the Jammu and Kashmir administration after being recommended by the UT Level Apex Committee for holistic development of Agriculture and Allied Sectors in UT of J&K.

 

The prestigious committee is headed by Dr Mangala Rai, Former DG ICAR and has other luminaries in the field of Agriculture, Planning, Statistics and Administration like Ashok Dalwai, CEO NRAA, Dr. P. K Joshi, Secretary, NAAS, Dr. Prabhat Kumar, Horticulture Commissioner MOA & FW, Dr. H. S Gupta, Former Director, IARI, Atal Dulloo, Financial Commissioner (Addl Chief Secretary) APD apart from the Vice Chancellors of the twin Agriculture Universities of the UT.

‘The project aims to promote sustainable and profitable agriculture with a significant increase in the share of agricultural GDP. To achieve this goal, the project will establish 2,000 Panchayat level KKGs, revitalizing the Block-level Extension Advisory Committee, and promoting Krishi Vigyan Kendra (KVK) as a hub of convergence of services at the district level,” he added.

“The project will also establish business orientation centers at SKUAST-K & J and facilitate real-time problem redressal through cyber extension, including RS-GIS-driven agro-advisories and ICT-based virtual contacts and communication systems,” said the ACS.
He said that the he Kissan Khidmat Ghar will be a one-stop center for farmers to access a range of services related to agriculture and allied sectors. It will serve as a knowledge center with modern ICT tools, including a kiosk, to provide direct access to various information such as input supply, technology, marketing, and more.

“The KKG will be a platform for public-private partnership to manage the value chain effectively and economically. Each KKG will have a technical facilitator to provide end-to-end services to farmers at nominal charges. The project will also create a strong MIS system to maintain transparency and accountability in service delivery and information sharing with parent departments and administration,” said Dulloo.

He said that the KKG will function in close coordination with the Panchayat, fostering public-private-panchayat partnership. The key functions of KKG will include the execution of direct services in agriculture and allied sectors, input booking/delivery, market intelligence services, capacity building and skill development, facilitating custom hiring services, and generating baseline information for policy planning and review of operational schemes at block and higher levels.

“The project will focus on holistic planning and execution of “production to profit” agriculture with area and commodity-specific extension approaches based on the agri-knowledge system (JK Agri stack platform). It will converge functional extension resources and approaches for participatory planning and decentralized decision making to promote remunerative agriculture. The project will provide seamless agricultural extension services with perfect outreach and dynamic contact across the value chain and real-time resource person-client interaction,” he added.

He further said that it will also focus on capacity building in agricultural extension and skill development for generating entrepreneurship and employment, adding, “the project will also reorient capacity building programs and promote secondary agriculture with post-harvest and non-farm activities as the primary focus for harnessing better returns.”

This will include trainings in agri-business, marketing, secondary agriculture, and non-farm activities. The project will constitute an “Agri-Extension Club” promoting regular online Expert Extension Lecture Series (EELS) and skilling farmers and youth in mission mode for profitable agriculture, entrepreneurship development, agri-business start-ups, employment generation, and livelihood security.

The project will also synergize PPP extension systems and accreditation of service providers at the UT level with outcome-linked incentives. It will establish sustainable market linkages for physical and e-market and promote secondary agriculture, he said.

The project will also focus on the augmentation of mechanization, automation, and digital agriculture, awareness programs, and demonstrations, and entrepreneurship in farm machinery services, Dulloo said adding that the project will promote research in extension, technology and service gaps, technology adoption, and impact assessment. It will use a bottom-up approach and employ IoT-enabled real-time big data to monitor the impact of the project at the backend. The project aims to promote a smart technology-driven seamless innovative, implementable, and inclusive agri-extension service that empowers farmers and educated youth to realize the sustainably progressive growth of the agricultural sector in the country.

“By providing farmers with access to modern tools and techniques, the project hopes to increase agricultural productivity and improve food security, while also reducing poverty and promoting sustainable development.

In conclusion, the implementation of a smart, technology-driven approach to agricultural extension services has the potential to revolutionize the way farmers access information and support. By leveraging the power of IoT-enabled big data, the project can measure the impact of its efforts in real-time, providing valuable insights for future decision-making,” he said.

The ACS asserted that as a result, the project has the potential to contribute significantly to the achievement of the United Nations Sustainable Development Goals related to food security, poverty reduction, and sustainable development, making a positive impact on the lives of millions of people.

J&K: Fire Breaks Out in school building

A private school building was damaged partially in a fire mishap in the Dardpora Lolab area in north Kashmir’s Kupwara district.

A school building ‘Al-Falah Public School’ caught fire this morning, following which the fire and emergency department reached the site.

The fire was brought under control after persistent efforts by the fire and emergency services department assisted by locals.

Confirming it, a police official said that the school building has got partially damaged in the incident. “We have taken cognizance of the incident for further investigations,” the official further said.
