19-year-old girl raped by Instagram friend, blackmailed her to sleep with his friends

A 19-year-old Delhi-based girl student was allegedly raped several times over a year by her Instagram friend, who also threatened to kill her, police said on Thursday. The victim, who had first met the man when she was underage, moved to police after he started blackmailing her into sleeping with his friends.

According to the complaint she filed on Wednesday, she had met one Abhishek, a Gurugram resident, in July 2020 through Instagram. She met him first in a park in Gurugram.

“In September 2021 we met again in MGF mall from where he took me to a guest house in DLF Phase-2 area where he raped me,” said the BA first year student.

From thereon, the accused would often call her and submit her to have sex with him. According to the complainant, the accused raped her several times in a hotel in Manesar, police said.

“He started blackmailing me and once again raped me in September last year,” she said.
Following her complaint, an FIR was registered against the accused, Abhishek, under Section 6 of POCSO Sct as the victim was minor in 2020, and Section 506 (criminal intimidation) of the IPC at DLF Phase 2 Police Station on Wednesday.

A senior police officer said that after a medical examination, the victim was produced in a city court for her testimony under section 164 of CrPC.

“We are conducting raids to nab the accused and he will be arrested soon,” the officer added.

 

Jammu: Ten goats, bull charred alive in fire incident

Ten goats and a bull were charred to death in a mysterious fire in cattle shed overnight in Mendhar area of Poonch district, reports and officials said on Friday.

They said the fire erupted in the cattle shed of one Naseem Begum wife of late Karamat Hussain Khan in Ward No. 05 in Panchayat Takia Kalaban area of the district around midnight. By the time the blaze was controlled, ten goats and a bull were charred alive.

Confirming it, a police official said that the investigation into the cause of the fire is being investigated. The fire has meant that the “poor” widow has lost all her wealth and sources of income, the locals said and urged authorities to provide immediate compensation to her.

 

Two youths killed in accident while making video

Two youth died after they were hit by a train while making video in east Delhi, a police official said.

The deceased have been identified as Vansh Sharma, 23, and Monu (20), both residents of Kanti Nagar Extension. The officials said that Sharma was a third year B. Tech student, while Monu used to work as a salesman in a shop.
The incident occurred on Wednesday.

According to police, around 4.35 p.m on Wednesday, information was received regarding a train accident at railway line near Kanti Nagar flyover following which a police team was dispatched to the spot.
“Police found bodies of two persons and during enquiry it was found that they met with the accident while shooting a video on mobile,” Deputy Commissioner of Police, Railways, Hareesh H.P. said.
The bodies were shifted to GTB hospital mortuary for the autopsy.
“The deceased used to shoot short films on mobile and came to railw ay tracks to make live videos. Their mobiles were also found on the track,” said the DCp.
The official further said that inquest proceedings are in progress.

Some thieves looted gold ornaments  worth lakh along with salary of a woman’s husband from a house situated in ward no.9 of  Bari Brahmana, Jammu, after spraying chloroform on the woman, yesterday.

The report said that the incident took place when the victim woman was sleeping and her family members were outside.

“I was sleeping and my family members were outside, till 12pm I was awake and then at 4am I woke up and saw all the goods in my house missing”, said the victim woman.

“I started crying and found that the burglars stole my gold mangalsutra, three gold rings and they even took away Rs 20,000 which was my husband’s salary”, she added while sobbing.

“We went to police station and the police told me they can’t do anything and some evidence needed to initiate a probe in this matter. I  told them they can check CCTV cameras installed on our house”, she alleged.

“I awake at 4am in the  morning to prepare food for my children and saw our goods missing”, she said.

“Their house has been ransacked by the burglars last night she was sleeping here and her husband and his brother both went to work” said victim’s neighbour, Baby Srivastav.

“The burglars came and sprayed something like medicine on her and made her unconscious and fled with 3 phones, jewellery”, she added.

“We went for work and around 4pm our neighbour called us and my brother told me that we have go to our house”, said victim woman’s brother-in-law.

“We reached our house and walked around it to gauge the situation and then we went to the room and saw everything looted, the brazen robbers even took my brother’s salary”, he added.

Chairing the meeting of the Regional Transport Authority, Deputy Commissioner Jammu, Avny Lavasa asked the concerned officials to regulate the traffic system in the old city and ensure that vehicles are parked in designated parking zones and areas.

Detailed discussion was held on various matters related to public transport, traffic management in the old city, Anti encroachment, parking issue, dividers and zebra crossing etc in the district.

Lavasa, who is also the chairman of RTA Jammu, stressed upon the concerned officer to take effective measures for traffic regulation in Jammu, particularly near educational institutions and government offices to avoid inconvenience to the public.

The Deputy Commissioner directed to remove encroachments from footpaths and ensure the removal of street vendors who have encroached on public spaces and asked the JMC to identify suitable locations for separate zones of vendors.

She also directed Traffic Police to impose the fine for violation of traffic rules and regulations.

The Deputy Commissioner asked the concerned authorities to take all requisite measures to ensure de-congestion of traffic in the city.

She stressed on maintaining synergy between all concerned agencies to ensure smooth traffic movement.

Commissioner JMC Rahul Yadav, ADC L&O Harvinder Singh, RTO Jammu Pankaj Bhagotra, SSP Traffic R.P Singh, SP North Kulbhushan Handa, SP South Mamta Sharma along with other concerned officials were present in the meeting.

The minimum temperature increased on Friday even as the weather department forecast mainly clear to partly cloudy weather at most places in Jammu and Kashmir.

Quoting a meteorological department official said that Srinagar recorded a low of 1.6°C against the previous night’s 0.6°C. Today’s minimum temperature, he said, was ‘below’ normal by 0.7°C for the summer capital.

Pahalgam, he said, recorded a low of minus 3.8°C against minus 4.4°C on the previous night and it was 0.2°C above normal for the famous tourist resort in south Kashmir’s Anantnag district.

Gulmarg recorded a low of minus 3.4°C against minus 3.8°C on the previous night and it was 3.3°C above normal for the world famous skiing resort in north Kashmir’s Baramulla district, he said.

Jammu recorded a low of 10.2°C against 10.1°C on the previous night. It was 0.4°C ‘below’ normal for J&K’s winter capital, he said.

The MeT has forecast mainly clear weather at mainly clear to partly cloudy weather at most places in next 24 hours.

On February 26, he said, weather was likely to be generally cloudy with possibility of light rain and snow at scattered places. On February 27-28, he said, the weather was likely to be partly cloudy and on March 1-2, he said it is expected to be cloudy with possibility of light rain and snowfall at scattered places.

11 killed, several injured in horrific road accident

At least eleven people were killed while several others were injured when a pickup vehicle they were travelling in collided with a truck in the Baloda Bazaar district of Chhattisgarh, police said on Friday.

“The pickup vehicle collided head-on with the truck. The incident took place at village Khamariya under Bhatapara (rural) police station limits,” Sub-Divisional Police Officer (SDOP) Bhatapara Siddhartha Baghel said.

According to the SDOP, the pickup vehicle was returning from a function when it was hit by a truck at Arjuni leaving 11 persons dead while around eight others were injured.
“With the help of locals, the injured were immediately taken to a nearby hospital while some of them were referred to Raipur for better medical assistance,” said the officer.
Police have registered an offence in connection with the accident and launched a probe, the SDOP further informed.

In a similar accident, as many as seven school children died while a child and an auto driver sustained injuries after an auto-rickshaw carrying school children collided with a truck in Chhattisgarh’s Kanker district on February 9, an official said.

The accident occurred near Korar village which is nearly 20 kilometres away from the district headquarters on Thursday. The injured were admitted to the district hospital.

As soon as the incident occurred, the nearby people informed the police about the incident. Acting on the information, the police rushed to the spot and immediately sent them to the hospital.

Kanker CMHO (Chief Medical and Health Officer) Avinash Khare said, “There were eight students travelling in the auto-rickshaw. The students were returning to their homes from school. During this, an accident occurred with a truck in which five children died on the spot and two more children died on the way to the district hospital.”

“One child is in critical condition but we have made him stable and referred him to Raipur. The condition of the auto driver is stable,” CMHO Khare added.

J&K: Govt teacher bites another teacher’s ear during scuffle at school

Police has arrested a teacher for allegedly biting off a colleague’s ear in Pattan area of north Kashmir’s Baramulla district.

An official said the incident happened on Tuesday, wherein two teachers posted at Government Middle School Buchoo in education zone Pattan entered into a verbal brawl over taking charge of some official assignment.

“The duo exchanged heated arguments with each other which ultimately resulted in a scuffle and one of the teachers assaulted his colleague and bite his ear,” an official said.

The teaching community has expressed its displeasure over the attack on a teacher by his colleague saying such incidents raise questions on the whole teaching community.

Soon after the incident took place, the J-K police Pattan registered the case and arrested the accused teacher as well.

“We have registered a case in this regard and the accused teacher stands arrested as well,” SDPO Pattan, Nawaz Ahmad Khanday said.

Meanwhile, the education department has constituted a committee to probe the matter and submit recommendations for initiating departmental action in this case.

The Chief Education Officer (CEO) Baramulla Chaman Lal Sharma when contacted termed the incident unfortunate and said the directions have been given to the concerned Zonal Education Officer (ZEO) Pattan to submit the report to the office to initiate the departmental action against the accused teacher.

 

Transfers and postings of IPS Officers in J&K

 Two Indian Police Service (IPS) officers from the 2018 batch of AGMUT cadre have been transferred to Jammu and Kashmir.

As per an order of the Ministry of Home Affairs (MHA), Divya D and Deepika, who were posted in Delhi and Puducherry UT respectively, have been transferred to J&K.

In a meeting chaired by the Chief Secretary to deliberate upon misinformation created regarding property tax in Jammu and Kashmir, it was clarified that all the poor, marginalized having small houses having built-up area up to 1000 square feet have been exempted by the government from paying any property tax to be levied from April onwards this year.

The meeting was attended by Additional Chief Secretary, Home; Principal Secretary, H&UDD; ADGP Jammu/Kashmir; Deputy Commissioners; SSPs; Commissioners of Jammu and Srinagar Municipal Corporations and other concerned officers.

It was informed that levy of property tax is essential part of urban sector reforms. Jammu and Kashmir is one of the last States/UTs to levy property tax and non-imposition of the tax was depriving local bodies to become self sustaining. Urban Local Bodies (ULBs) are required to render multiple civic services in their jurisdiction and need resources. The levy of this tax will improve the financial health of these institutions and improve services, besides creating employment.

While explaining the methodology of levying this tax in the UT, the Principal Secretary, H&UDD, Rajesh Prasad stated that there is no tax liability for those having built-up area of their houses less than 1000 sft besides the proportion of taxes is considerably lesser here than that levied in other parts of the country.

Similarly, all places of worship, including Temples, Masjids, Gurudwaras, Churches, Ziarats, Cremation grounds, Burial grounds etc are exempt from payment of property tax.

It was further informed that the Tax is proposed to be levied at just 5 percent of Taxable Annual Value (TAV) of the property in case of a residential property and at 6% of TAV in case of Non-Residential property. It was also apprised that the tax rates, even in the Corporations are one of the lowest in the country, almost half that of Himachal, and one fourth to one sixth, overall, of other progressive States like Gujarat Maharashtra, Karnataka and Delhi.

Tax to be paid in Mmunicipal committees shall be much lower than that of municipal corporations. There is no property tax in rural areas. Besides the property tax is to be assessed and paid on annual basis.

Elucidating further the Commissioner, Jammu Municipal Corporation, Rahul Yadav informed that the tax is progressive in nature with low tax on smaller assets and is linked to circle rates – lower the circle rate, lower is the tax liability of the owner.

The tax also takes into account factors like age of the property, usage type and construction type etc to arrive on TAV for realistic capturing of value of property.

Cases illustrating such as property tax to be levied on a 35 year old residential house with built up area of 4500 Sft in Gandhi Nagar is assessed to be Rs 5758 for one year.

Similarly, a 25 year old residential house in Sarwal with built up area of 2000 Sft will have to pay only Rs1063 as property tax. A five year old residential house with built up area of 3500 sft in Channi area would be assessed to Rs 5374 property tax for one year. Small shops shall have to pay very small amounts with the example of a small shop in the old city area of Jammu with area of about 200 Sft which is only 0-20 years oldwould be liable to pay tax of only Rs 838 per annum.

In this regard Dr Mehta directed the DCs to create awareness in their areas by giving such real examples of calculation of the tax for different properties in their ULBs of the district. He observed that the misinformation created among people should be addressed by taking them along. He asked them to involve the elected representatives and civil society members in dissemination of the information and actual objectives of imposing this tax here.

On the occasion the Chief Secretary also impressed upon the officers to create awareness among public for removing misconceptions. He told them to create a helpline for the masses which would disseminate the correct information about this matter. He urged them to come up with a simple ‘Property Tax calculator’ for people so that they themselves are able to assess the actual amount they are liable to pay.

It was also mentioned that economy of J-K has been doing well and unemployment rate as per GoI data has shown healthier trend. The per capita income of people of J-K is amongst better States/UTs.

Dr. Mehta emphasised on the fact that people should be made aware that it is not permitted to direct ULB resources for any other purposes. The property tax paid by people shall be used in their own areas. The accumulations of the tax money will be collected by the ULBs, retained by them and used for their development needs exclusively. The tax to be collected from the people shall be spent only for their betterment, improving their quality of life.

Regarding its implications it was said that the property tax is to be levied annually and can be paid in two equal installment. Further, 10 percent rebate can be availed by early payment of the property tax.

The payment of property tax shall also facilitate common people in availing various facilities and services through their concerned local bodies with the expenditure of funds collected by levying this tax.
