In the wake of hullabaloo over imposition of property tax in Jammu and Kashmir and resentments by various political parties, Chief Secretary, Dr A K Mehta clarified that all the poor, marginalized having small houses having built-up area up to 1000 square feet have been exempted by the government from paying any property tax to be levied from April, 2023 onwards.

The Chief Secretary also impressed upon the officers to create awareness among public for removing misconceptions and told them to create a helpline for the masses which would disseminate the correct information about this matter.

He urged them to come up with a simple ‘Property Tax calculator’ for people so that they themselves are able to assess the actual amount they are liable to pay.

It was also mentioned that the economy of J&K has been doing well and the unemployment rate as per GoI data has shown a healthier trend. The per capita income of people of J&K is amongst better States/UTs.

Dr. Mehta emphasized on the fact that people should be made aware that it is not permitted to direct ULB resources for any other purposes. The property tax paid by people shall be used in their own areas. The accumulations of the tax money will be collected by the ULBs, retained by them and used for their development needs exclusively.

The tax to be collected from the people shall be spent only for their betterment, improving their quality of life.

Regarding its implications it was said that the Property Tax is to be levied annually and can be paid in two equal installments.

Further, 10 percent rebate can be availed by early payment of the Property Tax.

The payment of property tax shall also facilitate common people in availing various facilities and services through their concerned local bodies with the expenditure of funds collected by levying this tax.

It was informed in the meeting that levy of property tax is an essential part of urban sector reforms. Jammu and Kashmir is one of the last States/UTs to levy property tax and non-imposition of the tax was depriving local bodies to become self-sustaining. Urban Local Bodies (ULBs) are required to render multiple civic services in their jurisdiction and need resources. The levy of this tax will improve the financial health of these institutions and improve services, besides creating employment.

While explaining the methodology of levying this tax in the UT, the Principal Secretary, H&UDD, Rajesh Prasad stated that there is no tax liability for those having built-up area of their houses less than 1000 sft besides the proportion of taxes is considerably lesser here than that levied in other parts of the country. Similarly, all places of worship, including Temples, Masjids, Gurudwaras, Churches, Ziarats, Cremation grounds, Burial grounds etc are exempt from payment of property tax.

It was further informed that the Tax is proposed to be levied at just 5% of Taxable Annual Value (TAV) of the property in case of a residential property and at 6% of TAV in case of Non-Residential property. It was also apprised that the tax rates, even in the Corporations are one of the lowest in the country, almost half that of Himachal, and one fourth to one sixth, overall, of other progressive States like Gujarat Maharashtra, Karnataka and Delhi. Tax to be paid in Municipal Committees shall be much lower than that of Municipal Corporations.

There is no property tax in rural areas. Besides the property tax is to be assessed and paid on annual basis.

Elucidating further the Commissioner, Jammu Municipal Corporation, Rahul Yadav informed that the tax is progressive in nature with low tax on smaller assets and is linked to circle rates – lower the circle rate, lower is the tax liability of the owner. The tax also takes into account factors like age of the property, usage type and construction type etc to arrive on TAV for realistic capturing of value of property.

Cases illustrating such as property tax to be levied on a 35 year old residential house with built up area of 4500 Sft in Gandhi Nagar is assessed to be Rs.5758 for one year.

Similarly, a 25 year old residential house in Sarwal with built up area of 2000 Sft will have to pay only Rs1063 as property tax. A 5 year old residential house with built up area of 3500 Sft in Channi area would be assessed to Rs5374 property tax for one year.

Small shops shall have to pay very small amounts with the example of a small shop in the old city area of Jammu with area of about 200 Sft which is only 0-20 years old would be liable to pay tax of only Rs 838 per annum.

Education system lacked flexibility, our govt tried to change it: PM Modi

Prime Minister Narendra Modi on Saturday lamented the lack of flexibility in the education system over the years and mentioned the efforts of the Union government to bring about change.

“Education and skilling have been reoriented according to the aptitude of the youth and the demands of the future,” the Prime Minister said while addressing a post-budget webinar on ‘Harnessing Youth Power – Skilling and Education’.

It is the third of a series of 12 post-budget webinars organised by the government to seek ideas and suggestions for the effective implementation of the initiatives announced in the Union Budget 2023.

The Prime Minister said this year’s budget strengthened the foundations of education system by making it more practical and industry oriented.

He underlined that Skill and Education are the two principal tools during India’s Amrit Kaal and it is the youth who are leading the nation’s Amrit Yatra with the vision of a developed India.

He further added that equal emphasis is being given to both education and skilling as part of the New Educational Policy and expressed delight that this step has garnered the support of teachers.

The Prime Minister stated that the move encourages the government to undertake further reforms in the education and skilling sectors while unburdening our students from the regulations of the past.

Noting the experiences during the Covid pandemic, the Prime Minister underlined that new technology is helping create new types of classrooms. He noted that the government is focussing on tools that ensure aanywhere access to knowledge’ and gave the example of SWAYAM, an e-learning platform with 3 crore members. He pointed out the possibility of Virtual Labs and National Digital Library becoming a huge medium of knowledge.

Throwing light on ‘on-the-job learning’, the Prime Minister noted the special emphasis by several countries and highlighted the efforts of the central government in providing focused internships and apprenticeships to give aoutside the classroom exposure’ to its youth.

“Today, there are about 75,000 employers on the National Internship Portal where requirements for 25 lakh internships have been posted so far,” the Prime Minister informed. He urged the industry and educational institutions to make maximum use of this portal and further expand the culture of internship in the country.

Underlining the need for a skilled workforce, the Prime Minister said that the world is looking at India as a manufacturing hub and noted the enthusiasm of the world about investing in the country. He also highlighted the focus on creating a skilled workforce for Industry 4.0 sectors like AI, Robotics, IoT, and Drones, thereby making it easier for international investors to scout talent without having to spend much energy and resources on re-skilling.

Highlighting this year’s budget, the Prime Minister mentioned the three centers of excellence for AI and said that it will strengthen the industry-academia partnership. He also stated that ICMR Labs will now be made available to medical colleges and private sector R&D teams.

Seven killed in road accident

Seven people were killed after two trucks collided in Odisha’s Jajpur on Saturday.

Police said, a Kolkata-bound truck carrying seven persons had collided with a stationary truck.

The incident occured on NH-16 near Neulpur under Dharmasala Police limits of Jajpur.

“Six died on the spot and another one who was shifted to S.C.B medical college Cuttack succumbed to injury. The total number of death rose to seven who hail from West Bengal,” Sanjoy Pattanaik, SDPO said.

After getting the information about the incident Dharmasala Police and the fire brigade reached the spot for the rescue operation.

“We are trying to identify the bodies. Postmortem will be conducted at Barachana C.HC, of Jajpur,” the SDPO said.

Property tax to be used for people’s welfare, better facilities: Govt

The government on Saturday said that the property tax was being imposed in Jammu and Kashmir to ensure better facilities are provided to the people.

Addressing a news conference today at TRC meeting hall here, Divisional Commissioner, Kashmir V K Bidhuri, who was accompanied by SMC Commissioner, Athar Aamir Khan, clarified that one-third of the population are already exempted from the property tax as their property area is less than 1000 square feet.

He added that the Jammu and Kashmir is last in the country where the property tax is being imposed. “Unlike other places, the property tax is very less. The property tax will be collected from those whose houses are built at more than 1500 square feet,” he said, as per news agency KNO. He also said that the tax to be paid only once in a year.

He added that the collected amount will be used for the people and the amount will remain in the account of corporation and municipal committees only.

Bidhuri further stated that there was no option other than imposing property tax, which would be acceptable to the people, for ensuring better facilities to them.

The SMC Commissioner, while interacting with media persons, said that the tax that would be collected from people from April, will be used to provide better facilities to people. “SMC’s current revenue is just ten per cent compared to its requirement. This will help in ensuring better services and facilities to the people as the tax cannot be transferred to the central or state government and used for developmental purposes only,” he said.

 

Man kills brother over suspicion of illicit affair with wife

A man was arrested for allegedly killing his elder brother over suspicion of an illicit affair with his wife in Ulhasnagar. After the incident, the younger brother surrendered to the police.

The accused has been identified as Amit Ramesh Gangurde, while his brother has been identified as Rohit Ramesh Gangurde. Both of them were married for several years and lived in a joint family at Ambernath.

The incident took place in the afternoon when the deceased was sleeping, while their grandmother, 76, was seated on the bed. Then, Amit, 34, went to the police station and narrated the incident of the murder of his brother.

The police immediately reached the spot and found Rohit, 37, lying in a pool of blood. The body was taken to the central hospital for post-mortem.

“The accused had suspected that his elder brother had an extramarital and illicit affair with his wife. Following this, heated arguments ensued between them. The wife of the deceased came to know about it and along with her daughter went to her maternal home,” Dilip Phulpagare, senior police inspector, Ulhasnagar police station said.

LG Sinha hands over appointment letter to slain Kashmiri Pandit’s wife

Srinagar, Feb 25: Lieutenant Governor Manoj Sinha on Saturday handed over appointment letter to Suneeta Pandith, wife of Suneel Pandith, officials said.

Pandith, a resident of south Kashmir’s Shopian district, was shot dead by terrorists last year.

“The Lt Governor assured all possible assistance from the UT Administration to the family of the martyred civilian,” said a spokesman of Raj Bhavan.

“The family members of Sh Suneel Pandith were also present at the Raj Bhawan.”

 

Defence research employee arrested for sharing intel with Pakistani spy

A senior official of the Defence Research and Development Organisation (DRDO) was arrested for allegedly sharing secret information related to India’s defence sector with a Pakistani spy, the Odisha Police said.

The 57-year-old official was posted at the DRDO’s Integrated Test Range (ITR) at Chandipur in Odisha’s Balasore district, it said.

Chandipur has two DRDO test ranges — PXE (Proof and Experimental Establishment) and ITR. India evaluates the performances of its missiles, rockets and air-borne weapons systems at these two ranges.

“A senior employee of ITR-Chandipur has been arrested. He managed to transmit some sensitive information regarding missile tests to a foreign agent,” said Himansu Kumar Lal, the Inspector-General of Police (Eastern Range).

The official was arrested on the basis of a complaint filed at the Chandipur police station, he said.

The details of the information he shared could be ascertained after a thorough interrogation, said Balasore’s Superintendent of Police (SP) Sagarika Nath.

A case has been filed against him under IPC sections 120A and 120B (criminal conspiracy), besides the Official Secrets Act, police said.

He was allegedly sharing sensitive defence-related information with a Pakistani agent for “sexual as well as monetary gratification”, they said.

WhatsApp chats and sexually explicit photos and videos were found in his phone, which was seized, they added.

In September 2021, five contractual employees of ITR-Chandipur were arrested in another espionage case.

A contractual employee of ITR-Chandipur was arrested in a similar case in 2015. He was sentenced to life imprisonment in 2021 for sharing information with Pakistan’s ISI.

 

Azad sends defamation notice to Congress leader, demands 2 Cr

Ghulam Nabi Azad has sent a legal notice to Congress general secretary Jairam Ramesh for calling him a “slave”, “Mir Jafer” and a “vote-cutter.”

The notice, sent through Azad’s legal counsel Naresh Kumar Gupta, seeks compensation of Rs 2 crore for causing damage to Azad’s “unblemished reputation.”

“That you Mr Jairam Ramesh (Notice Receiver)… always remain in search of occasion to tarnish and harm the growing dignity, respect, honour conferred upon him (Azad) at national level… by way of repeated posts in your Twitter account word ‘Ghulam’ in order to inflict injury to lower him in the estimation of others, soon after Mr Azad was honoured by Padam Bhushan Award,” the notice read.

Ramesh used the name “Ghulam” in order it to mean “slave”, which it translates to, deliberately and intentionally, defaming the leader in the public, Gupta said in the notice.

He said Ramesh through his statements committed an offence under Section 500 of IPC and is liable to pay monetary compensation.

Mir Jafar, who served as the commander of the Bengal army under Siraj-ud-Daulah, the Nawab of Bengal, betrayed him during the Battle of Plassey, paving the way for British rule in India. Since then, his name has become a synonym for “traitor.”

The notice said that the “imputation and defamatory aspersions” statements made against Azad in press statements were based purely on malice, and have caused Azad “mental agonies, torture, harassment” and tarnished his image, “which can’t be repaired.”

Gupta advised Ramesh to tender an unconditional apology through print-electronic media and on social media to Azad, or through any sort of communication, within two weeks from the date of receipt of the legal notice.

 

Bride dies of heart attack during wedding, family marries groom to sister

It turned out that the day of a woman’s wedding would be her last. A bride in Gujarat’s Bhavnagar died of a heart attack in the middle of her wedding rituals at the marriage venue in the Subhashnagar area.

This unfortunate incident took place in front of the Bhagwaneshwar Mahadev Temple in Bhavnagar. When Hetal – the daughter of a man identified as Jinabhai Rathore was in the process of marrying Vishal, the son of Ranabhai Butabhai Algotar of Nari village.

Guests filled the venue with wedding songs playing in the background when celebrations were forced to halt.

While performing her wedding rituals, Hetal reportedly felt dizzy and fainted. The doctors told her she had died of a heart attack after she was rushed to a hospital nearby.

Even as the family mourned the death of Hetal, relatives proposed an alternative plan to ensure the wedding celebrations continued. They suggested the bride’s younger sister take her place and marry Vishal.

Following the bride’s death, the family decided to marry her sister to the groom and continued the wedding rituals with her younger sister. Hetal’s body was reportedly kept in cold storage until the ceremony was over.

Corporator of Bhavnagar city and leader of Maldhari Samaj, Laxmanbhai Rathore described the incident as very sad. He said even though the family was shocked by the death of their daughter, members of society convinced them to set an example and not send the bridegroom and his family empty handed.

Srinagar had 1.6, Pahalgam minus 3.2 and Gulmarg minus 1 degrees Celsius as the minimum temperature today.

In Ladakh region, Kargil had minus 12.4 and Leh minus 9 as the minimum temperature.

Jammu had 11, Katra 11.6, Batote 8, Banihal 6.4 as Bhaderwah 3.7 as the minimum temperature.
