Jammu and Kashmir Government issued fresh guidelines for Unlock 2.0 to be applicable from today with allowing restaurants to operate for dining up with 50 percent Cap and also classified Red, Orange and Green Zones.
As per order issued by the Government of Jammu and Kashmir, Department of Disaster Management, Relief Rehabilitation and Reconstruction, State Executive Committee headed by the Chief Secretary BVR Subramanium, in Unlock 2.0 all religious places will continue to remain closed till further orders, all districts of Kashmir except Bandipora are classified in Red category, restaurants can operate for dining in, up to 50 percent cap, Hotels can open at full capacity, Intra district taxis, maxi-cabs permitted in entire UT, curfew timings shall be 1000 hours to 0500 hours and no inter-state and inter-province movement will be allowed except for passes.
As per classification of districts in the Union territory, all districts of Kashmir province, except Bandipora district and Ramban district of Jammu Province, are in Red Zones, Kathua, Samba, Bandipora, Ganderbal, Reasi, Udhampur, Poonch, Rajouri and Jammu are classified under Orange Zone and Doda and Kishtwar are classified in Green Zone.
Except the Lakhanpur Containment Zone on the National Highway which will be a Red/ Containment Zone with a 500 meter buffer, read an order.
It further read that a detailed review of the current COVID situation in Jammu and Kashmir was conducted and the trend in new cases particularly the recent spread/spike in new cases in view of the continuous movement of stranded/other persons travelling to J&K and between provinces/ districts, and the risk perception of the Health department vis-a-vis each district and the need to control further spread of COVID-19.
As per another order, the Government of India has issued new guidelines on lockdown measures which are in effect till July 31 and in exercise of powers conferred under Section 24 of the Disaster Management Act. 2005, the Chairperson of the State Executive Committee, issued order for regulating activities within the Union Territory of Jammu and Kashmir for effective Containment of COVID-19 from July 4 till further orders
All the SOPs and instructions issued earlier will be deemed to have been extended till the validity of this order, or modified otherwise. Any deviation from this order shall attract penal action under the Disaster Management Act, 2005, it read.
No fresh permission or passes are required for activities which were already permitted under earlier orders. All instructions relating to safety, health precautions, social distancing, etc.. continue to apply.
However, Non-Permissible activities in entire UT of J&K included Inter-UT/state, Inter-province and Inter-district Buses for public transport and private vehicles, except those permitted in specific categories of districts as per procedure prescribed, all schools, colleges, universities, educational/training/coaching institutions (including Anganwadi centers), etc., except training institutions run by the Central/State government. However, online/distance learning shall be permitted.
All cinema halls, gymnasiums, swimming pools, entertainment parks, Spas, theatres, bars, auditoriums, assembly halls and similar places shall remain closed, all social, political, sports, entertainment, academic, cultural, religious functions and other large gatherings and congregations are prohibited while religious places, places of worship shall continue to remain closed for public till further orders.
There shall be no inter-province or Inter-State/UT movement of individuals except after obtaining permissions or in permitted public transport, after following prescribed health protocols, the movement of individuals for all non-essential activities between 10 pm to 5 am, persons above 65 years of age, persons and with co-morbidities, pregnant women, and children below the age of 10 years, shall stay at home, except for meeting essential requirements or for health purposes.
All passengers, returnees or travelers coming to Jammu & Kashmir, whether by road, rail or air, will have to compulsory undergo a COVID-19 RTPCR test following which they will be under a 14 day administrative/institutional quarantine till the test result is negative, in which case they are released for Home Quarantine or positive, in which case they are sent to a COVID hospital for treatment.
Areas identified by the Deputy Commissioner within a district as a potential zone of infection will be referred to as a Containment Zone/ Red Zone.
Activities permitted in the entire UT of Jammu & Kashmir, with permissions needed only in such areas where indicated against an activity like normal functioning of private hospitals, clinics and nursing homes (including OPD services), all E-commerce and Courier services, all agriculture, horticulture, animal husbandry and related activities, canteens/Eateries at Bus stands, Railway stations and Airports, with passes in Red districts, all restaurants, including in hotels, can operate for home delivery, take away and dining-in with up to 50 percent capacity, subject to the SOP of Ministry of Health & Family Welfare. All Shopping Malls, can open subject to the SOP of Ministry of Health & Family Welfare, Govt of India, except in Red districts where they will operate with 50% of shops open on alternate days to be regulated by the Deputy Commissioners concerned.
Shops in Malls can open from 9 am till 7 pm, food Courts and dining facilities In Malls can operate for home delivery, take away and dining in with up to 50 % capacity, children’s gaming zones, gaming arcades and cinemas inside Malls shall remain closed.
Red Zone: All districts of Kashmir except Bandipora, District Ramban of Jammu Province
Orange Zone: Kathua, Samba, Bandipora, Ganderbal, Reasi, Udhampur, Poonch, Rajouri, Jammu
Green Zone: Doda and Kishtwar
