IAS officer Shaleen Kabra is poised to move up the seniority ladder, emerging as the second senior-most IAS officer in Jammu & Kashmir starting January 1, 2026.

As per projected seniority lists for the AGMUT cadre (Arunachal Pradesh–Goa–Mizoram–Union Territories), Kabra is also expected to secure the 11th position across the cadre on the same date. This marks a notable step forward in his service career within one of India’s most diverse administrative groupings.

The upward shift in seniority will continue in the following year. By January 1, 2027, Kabra is anticipated to rise further to become the fourth senior-most IAS officer in the entire AGMUT cadre — placing him among the top-tier bureaucrats overseeing key Union Territories and northeastern regions.

Kabra has previously handled some of the most important assignments in Jammu & Kashmir, including roles linked to Home, Revenue, Elections, and Disaster Management. His expected elevation is likely to bolster his role in strategic governance and policy implementation in the Union Territory.

This progression comes at a time when J&K is witnessing significant administrative restructuring, and officers with deep institutional experience are playing a crucial role in ensuring continuity and stability.

Further clarity on cadre adjustments is expected as several senior IAS officers across AGMUT approach retirement during 2026 and 2027.
