New Delhi, Dec 26: Prime Minister Narendra Modi will chair the fifth national conference of Chief Secretaries of all States and Union Territories over the weekend, with a focus on strengthening Centre State partnership through structured and sustained dialogue.

According to an official statement, the three day conference from December 26 to 28 will centre on the theme “Human Capital for Viksit Bharat”, drawing on extensive consultations between Central ministries, NITI Aayog, States, UTs and domain experts.

Under the core theme, discussions will place special emphasis on early childhood education, schooling, skilling, higher education, sports, and extracurricular activities. Six dedicated sessions are also planned on deregulation in States, technology in governance and its risks, Agristack for smart supply chains, one state one world class tourist destination, Atmanirbhar Bharat and Swadeshi, and strategies for a post left wing extremism future.

Focused deliberations will further be held on heritage and manuscript preservation and digitisation, and on Ayush for All, integrating traditional knowledge into primary healthcare delivery.

The conference aims to move beyond viewing India’s population merely as a demographic dividend and instead position citizens as human capital by developing concrete strategies to strengthen education systems, expand skilling initiatives, and generate future ready employment opportunities.

Anchored in the Prime Minister’s vision of cooperative federalism, the forum brings together Chief Secretaries, senior officials from States and UTs, and domain experts to finalise a common development agenda and accelerate inclusive growth.

The national conference of Chief Secretaries has been held annually for the past four years. The first was organised in Dharamshala in June 2022, followed by editions in New Delhi in January 2023, December 2023 and December 2024.
