Make stakeholders aware of new technologies: Dr Jitendra

NEW DELHI, December 9 : Union Minister of State (Independent Charge) Science & Technology; Minister of State (Independent Charge) Earth Sciences; MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr Jitendra Singh today called for making various stakeholders aware of the new technologies relevant to them and said, this is possible through an optimum synergy between research and industry.
Speaking at a meeting of Central Electronics Limited (CEL), a PSU under Department of Scientific Industrial Research (DSIR), Ministry of Science & Technology, the Minister lamented that sometimes best of the R&D institutes tend to follow a downhill course because there are not enough takers for the technologies developed by them. He noted with satisfaction that for the first time in history, CEL is giving a dividend of Rs 7.26 crore to the Government of India.
Dr Jitendra Singh called upon the scientists and officers of CEL to strengthen and upgrade the four main Business Verticals of Railways Safety & Signalling Systems, Strategic Electronics for Defence Applications, SolarPhotovoltaics and Security and Surveillance Systems to the global standards. The Minister said, CEL has been commissioning solar plants since last 25 years and has the distinction in installation of India’s First Solar Power Plant in 1992. But, only in the recent past Solar has emerged as a key source of renewable energy option for the world, he added.
Dr Jitendra Singh CEL remained underrated and unattended organization by the previous governments, but it was Prime Minister Modi, who gave a positive push to scientific endeavors since 2014 through higher budgetary allocations and by taking pathbreaking policy decisions.
Dr Jitendra Singh took pride that CEL is providing indigenously manufactured Phase Control Modules (PCMs) for Missile and Radar programmes in strategic Defence sector and till date 4.8 Lakh PCMs supplied for more than 80 defense radar systems deployed at different locations. The Minister said,CEL is the only production agency in the country for PCMs and the impoort cost is 4 times higher, thus saving forex worth Rs 2000 Crore.
Dr Jitendra Singh said, CEL is excelling in providing products and solutions in Defense, Railways, Clean Energy, ICT, Security and Surveillance sectors by anticipating opportunities in technology in a sustainable way. Also, their foray in Ceramic Radome and Drishti Transmisso meter system is praise worthy.CEL is significantly contributing in Railway sector in the area of Digital Axle counter which are essential for safety & signaling systems of Indian Railways, the Minister added.
Dr Jitendra Singh recalled that CEL had successfully commissioned 500 KWP Solar Power Plant in Palli Panchayat of Samba district in the record time of 18 days which was appreciated by Prime Minister Modi for making Palli village as country`s first Carbon Neutral Panchayat during his visit to Jammu on April 24 to mark the Panchayati Raj Day celebrations. Three hundred forty houses in Palli Panchayat are getting the gift of solar energy by this initiative.
Dr Jitendra Singh said, CEL is doing very well in all of its business verticals and is providing security, surveillance & Smart solutions to government sectors and also entering into manufacturing of smart boards, which is in line with Prime Minister Modi’s vision of Atmanirbhar Bharat.
Dr Jitendra Singh congratulated officers and employees of CEL for achieving maximum profit in the last financial year which enabled it to clear the wage arrears of Rs 19 Crore to CEL Employees and ex-employees. He said, as part of its CSR activities, CEL’s contribution to Government Hospitals of the area is also a noble thought for citizens and society.
Dr Jitendra Singh also flagged off two ambulances donated by CEL to MMG District Hospital, Ghaziabad, Uttar Pradesh.

Upper reaches of J&K receives fresh snowfall

Upper reaches of Kashmir valley including ski resort of Gulmarg experienced a fresh snowfall on Friday.

The Meteorological Department forecast of cloudy with intermittent Light rain at many places of Jammu & plains of Kashmir.

Light snow (1-2 inches) likely (50 per cent chance) in plains of Kashmir during tonight till tomorrow Forenoon whereas few higher reaches may receive 4-6 inches of snow particularly over Gulmarg, Sonamarg-Zojila-Gumri axis, Razdan Pass, Sadhna pass, Mughal road and sinthan pass.

No forecast of any Major snow during this spell and there would be a slight respite in the Cold during the next 2-3 days.

Dry weather is expected thereafter till December 18 with occasionally cloudy and light snow over higher reaches of Ganderabal, Kupwara and Bandipora during December 12 late night.

The MeT office has also issued an advisory of there may be temporary disruption in surface transportation over Sinthan Top, Mughal Road, Razdan pass, Bandipora-Gurez, Zojila during the above period.

Srinagar-Sonamarg-Gumri (SSG) road connecting Ladakh and historical Mughal road connecting Shopian to Poonch and Rajouri districts of Jammu division were closed for vehicular traffic due to fresh snowfall on Friday, a traffic official said. However, traffic on Srinagar-Jammu national highway was normal.

Ski resort of Gulmarg in north Kashmir received 0.6 cm of fresh snowfall overnight, MeT office said. There are reports from some upper reaches of the Kashmir valley also receiving snowfall.

Gulmarg had a low of minus 3.0 degree Celsius which was 0.7 degree above normal during this period of the season for the valley of meadow.

Kashmir Weather, an independent weather observer Faiazn Arif told UNI that today’s weather is going to be partly to mostly cloudy in most parts of Jammu, Kashmir and Ladakh. Light rain in plains and light snowfall in higher reaches is possible at a few places. Overall nothing significant is expected. He said the day temperature will remain 2 – 5 degree C below normal value.

Srinagar continued to reel under a grip of cold weather conditions even the minimum temperature showed an improvement on Friday recorded as a low of 1.0 degree Celsius against minus 2.8 degree Celsius recorded the previous night which was 1.6 degree Celsius above normal during this time of the period.

The maximum temperature also dipped to minus 2.7 degree Celsius below normal against 10.2 degree Celsius on Friday, the MeT office said.

Tourist hot spot of Pahalgam in south Kashmir had a low of 0.7 degree Celsius on Friday which was 3.9 degree Celsius above normal during this time of the year at the valley of shepherds.

Qazigund on Srinagar-Jammu national highway had a low of 0.2 degree Celsus, Kukernag 1.1 degree Celsius and the frontier Kashmir district of Kupwara witnessed a low of 1.0 degree Celsius on Friday, the MeT office said.

No plan as of now to bring All India Judicial Service: Govt

New Delhi, Dec 9: Due to divergence of opinion amongst the various stakeholders, there is no proposal “at this juncture” to bring an All-India Judicial Service to select judges of lower courts, the government said in Lok Sabha on Friday.

The government has been pushing for an all-India judicial service on the lines of IAS and IPS to select judges or judicial officers for subordinate courts.

“In view of the existing divergence of opinion amongst stakeholders, there is no such proposal of All India Judicial Service at this juncture,” Law Minister Kiren Rijiju said in a written reply.

According to the government, “a properly framed” All India Judicial Service is important to strengthen the overall justice delivery system.

“This will give an opportunity for induction of suitably qualified fresh legal talent selected through a proper all-India merit selection system as well as address the issue of social inclusion by enabling suitable representation to marginalised and deprived sections of society,” the minister said.

A comprehensive proposal was formulated for the constitution of an All India Judicial Service (AIJS) and the same was approved by the Committee of Secretaries in November, 2012, Rijiju recalled.

The proposal was included as an agenda item in the Conference of Chief Ministers and Chief Justices of the High Courts held in April, 2013 and it was decided that the issue needs further deliberation and consideration, he said.
The views of the state governments and the high courts were sought on the proposal. “There was divergence of opinion among the state governments and among the high courts on the constitution of AIJS,” he said.
While some state governments and high courts favoured the proposal, some were not in favour of creation of AIJS. Some others wanted changes in the proposal formulated by the central government, he pointed out.

The matter regarding creation of a Judicial Service Commission to help the recruitment to the post of district judges and review of selection process of judges or judicial officers at all level was also included in the agenda for the Chief Justices Conference held in April, 2015, where it was resolved to leave it open to respective high courts to evolve appropriate methods within the existing system to fill up vacancies for appointment of district judges expeditiously.

Two firemen injured, pharmaceutical godown gutted in Srinagar fire

A pharmaceutical godown was gutted while a residential house and hotel were partially damaged in a fire incident in the Rajbagh area of Srinagar on Friday afternoon.

An official said that two fire-fighters were also injured during fire-fighting operations.

He said both the injured were rushed to a nearby hospital for treatment.

The official said the fire broke out inside a house that was being used for commercial purposes to store pharmaceutical products.

He said in the incident the godown was gutted, while two nearby houses and a hotel were also damaged.

The official said the fire has been put off while the reason for the fire was likely due to the explosion of LPG cylinders.

Sushil Modi seeks 2 seats for Kashmiri Pandits, 1 for PoJK refugees in J&K Assembly

BJP MP in the Rajya Sabha Sushil Kumar Modi on Friday demanded that two seats should be reserved for the displaced Kashmiri Pandits and one seat for those from the PoJK living in India in the J&K Assembly as per the J&K delimitation commission recommendations.
Modi said that Kashmiri Pandits have suffered a lot during the past three decades and there should be an amendment in the J&K reorganisation commission.

He said that power of the member would be like that of the nominated person of the Puducherry Assembly as per the delimitation commission recommendation .
As per the recommendations of the delimitation commission, the J&K Assembly will have 114 seats out of which 90 will be elected — 47 from the Valley and 43 for the Jammu region.

A total of 24 seats have been reserved for Pakistan occupied parts of J&K (PoJK).
The delimitation commission in its report released in May had recommended:
“Provision of at least two members (one of them must be a female) from the community of Kashmiri Migrants in the Legislative Assembly and such members may be given power at par with the power of nominated members, of the Legislative Assembly of Union Territory of Puducherry.

“The Central Government may consider giving the Displaced Persons from Pakistan occupied Jammu and Kashmir some representation in the Jammu and Kashmir Legislative Assembly, by way of nomination of representatives of the Displaced Persons from Pakistan Occupied Jammu and Kashmir.”

Kuldeep Yadav added to India’s squad for third ODI against Bangladesh

Spinner Kuldeep Yadav has been added to India’s squad for the third and final ODI of the three-match series against Bangladesh, Board of Control for Cricket in India (BCCI) announced on Friday.

India has lost the three-match ODI series 0-2 against host Bangladesh.
“India captain Rohit Sharma suffered a blow to his thumb in the second over while fielding in the 2nd ODI. The BCCI Medical Team assessed him and he underwent scans at a local hospital in Dhaka. He has flown to Mumbai for specialist consultation and will miss the final ODI. A call on his availability for the upcoming Test series will be taken later,” BCCI said in a statement.

Rohit was among the three players confirmed by head coach Rahul Dravid to miss the third ODI against Bangladesh. Dravid stated that Rohit would miss the third ODI and head to Mumbai to consult an expert.

Fast bowler Kuldeep Sen complained of stiffness in his back after the first ODI. The BCCI Medical Team assessed him and he was advised to rest from the 2nd ODI.
Kuldeep Sen has been diagnosed with a stress injury and is ruled out of the series. Fellow fast bowler Deepak Chahar sustained a left hamstring strain during the 2nd ODI and is also ruled out of the series. Both Kuldeep and Deepak will now report to NCA for further management of their injuries.

The All-India Senior Selection Committee has added Kuldeep Yadav to India’s squad for the third and final ODI.

4 students suspended after dance in burqa at college event

Bengaluru: An engineering college in Karnataka has suspended four students who danced wearing burqas at a programme. In a video of the event, the four students can be seen dancing on stage to a popular Bollywood dance song while the audience applauds and cheers them on. The event was organised by the student association in the college on Wednesday.

The video, from St. Joseph Engineering College in Mangaluru, went viral on social media, after which the Principal of the college suspended the students and initiated an enquiry.

The college, in a statement, said the dance was by Muslim students who “barged on stage” during the informal part of the students’ association inaugural.

“It was not part of the approved program and the students involved have been suspended pending enquiry. The college does not support or condone any activities that could harm the harmony between communities and everyone,” it said.

Sgr-Leh highway, Mughal road closed for traffic after fresh snowfall

Srinagar, Dec 09: The Srinagar-Leh road was closed on Friday for vehicular movement after fresh snowfall at Zoji La Pass, officials said on Friday.

They said that Mughal road was also closed owing to the snowfall.

Report said that the Srinagar-Leh highway has been closed keeping in view the slippery condition of the road.

Meanwhile, Jammu and Kashmir police traffic on its official Twitter handle also confirmed that SSG road & Mughal Road has been closed for vehicular movement.

“Traffic update at 0700 hrs. Traffic plying on Jammu-Srinagar NHW. Mughal road and SSG Road closed for vehicular movement due to fresh snowfall,” Traffic Police tweeted.

J&K Police arrests drug peddler, contraband substances recovered

Jammu Kashmir Police have arrested a drug peddler in Bandipora and recovered contraband substances recovered from his possession.

Acting on a specific information regarding movement of drug peddlers near Bagh Bandipora, a Police party led by SHO Police Station Bandipora under the supervision of DySP Hqrs Bandipora Shri Shafat Mohamad-JKPS intercepted two suspicious persons. The duo on seeing the Police party tried to escape from the spot. They were chased by a police party and were able to arrest the one accused person however, the other lady drug peddler managed to flee and left the bag on the road. During the search, 450grams of Charas powder was recovered from the bag. 500 grams of Charas powder along with a cash amount of Rs. 1400/- was recovered from the arrested accused person. He has been identified as Mohd Shafi Sheikh son of Mohd Shahbaz Sheikh resident of Sheikh Mohalla Bandipora. He has been shifted to the police station where he remains in custody. While as, efforts are on to nab the escaped lady drug peddler.

Accordingly, a case vide FIR No.183/2022 under relevant sections of law has been registered in Police Station Bandipora and further investigation taken up.
Community members are requested to come forward with any information regarding drug peddling in their neighbourhood. Persons found indulging in drug peddling will be dealt as per law. Our consistent actions against drug peddlers should reassure the community members that we are making efforts to keep our society free from the scourge of drug menace.
