DM Doda Orders Verification Of Outsiders, Tenants, Domestic Workers In District

A meeting of magistrates and police officers was held in Jammu and Kashmir’s Doda district to review the law and order situation on Monday.
District magistrate Vishesh Paul Mahajan had instructed the meeting to gather details of all tenants, domestic helpers, and other outsiders living in the district.
The officers of civil and police administration gave detailed feedback to the DM and SSP about the basic concerns of the people in their respective jurisdictions.
Doda DM ordered for registration of beggars/ donations collectors, sadhus from outside the district.
The meeting was held to discuss security measures, and it was decided to create an action plan to keep the district peaceful.
The stakeholder departments were asked to ensure the maintenance of the possession of the retrieved land. The meeting also covered the retrieval of government land that had been illegally occupied by encroachers.
It was also emphasized that anti-encroachment campaigns should be stepped up and that illegal mining and construction should be closely monitored.
The DM instructed to seize the vehicles used in the illegal activities, keep track of history sheeters and initiate strict action against violators of restrictions imposed under Section 144 CrPC and other sections by the authorities.

Govt Issues Guidelines On Brand Endorsements By Social Media Influencers

The Department of Consumer Affairs on Monday released detailed guidelines for social media and virtual influencers as well as celebrities which are aimed at ensuring that such individuals do not mislead their audience while endorsing products or services.

The guidelines titled “Endorsements Know-hows” have also been prepared to ensure that endorsements undertaken by such individuals are in compliance with the Consumer Protection Act.

The guidelines state that endorsements must be made in simple, clear language, and terms such as “advertisement”, “sponsored”, “collaboration” or “paid promotion” are used clearly.
Individuals must not endorse any product or service that they have not personally used or experienced or in which due diligence has not been done by them, the guidelines noted.
The department has noted that there is confusion regarding which disclosure word should be used for what kind of partnership.

Therefore, for paid or barter brand endorsement, disclosure words like “advertisement” “ad” “sponsored” “collaboration” or “partnership” should be used.

However, the term must be indicated as hashtag or in headline text, the guidelines say.
The guidelines specify that individuals or groups who have access to an audience and the power to affect their audiences’ purchasing decisions or opinions about a product, service, brand, or experience, because of the influencer’s or celebrity’s authority, knowledge, position, or relationship with their audience, must be disclosed.

They further stated that the disclosure must be placed in the endorsement message in a manner that is clear, prominent and extremely hard to miss.

Disclosures should not be mixed with a group of hashtags or links.
For endorsements in a picture, disclosures should be superimposed over the image enough for viewers to notice.

For endorsements in a video or a live stream, disclosures should be made in both audio and video format and displayed continuously and prominently during the entire stream.
The guidelines advise celebrities and influencers to always review and satisfy themselves that the advertiser is in a position to substantiate the claims made in the advertisement.
It is also recommended that the product and service must actually been used or experienced by the endorser.

Thieves stole parked car in Jammu

Jammu: A car theft has occurred in which brazen thieves stole a vehicle parked in  Capt Sunil Choudhary Chowk in Kathua district  of Jammu, yesterday.

The report said that the incident happened when some robbers stole a Scorpio car bearing registration ‘JK02AC2906’ parked in Capt Sunil Choudhary Chowk in Kathua and fled away with it last night.

Speaking to the media, Mr Bhupinder Kumar, owner of the car, said, “I parked my car at 11pm in the night and when I came back at 10:30am in the morning it was not there”.

“I have come to the police station and they told me to write an application to register an FIR for my stolen car. It was my only source of income”, he added.

“I don’t know who stole it, the thief might have used a duplicate key to get access to my car. The CCTV cameras are little away from the ambit of this chowk”, he further said.

“I just want police to rescue my car from the robbers as soon as possible”, he said.

“Earlier in Kathua there were only minor thefts which use to take place and now major burglaries are being reported”, a local said.

“The people should remain alert of  these burglars and I appeal Kathua police to trace his car and recover it from the possession of burglars”, he added.

Two LeT militant associates arrested in north Kashmir: Police

Police on Tuesday claimed to have arrested two militant associates of Lashkar-i-Toiba oufit in north Kashmir’s Baramulla district.

In an handout, the police said that joint forces of Baramulla police and 176 Bn CRPF on a specific information regarding presence of militants in village Monchkhud Kunzer launched a joint CASO in the said village. During CASO two suspect persons were apprehended, identified as: Khurshid Ahmad Khan son of Mushtaq Ahmad Khan and Reyaz Ahmad Khan son of Gh Mohi ud Din Khan both residents of Zandpal Kunzer.

The spokesperson further stated that from their possession following two AK 47 Magazines, 15 AK 47 rounds, 20 blank posters of banned LeT (TRF) were recovered.

During questioning suspects revealed that they are working as militant associates with banned militant outfit LeT (TRF) and were taken into custody immediately, he said.

It is pertinent to mention that the militant associate obtained these illegal ammunition with intent to carry out militant activities in Kunzer and adjacent areas, he said.

Case under sections of Arms and UA (P) Act stands registered in police station Kunzer and investigation set in motion, reads the statement.

 

MeT forecasts dry weather in J&K for next 24 hours

Barring ‘very light rain and thunders at one or two places over the higher reaches’, the meteorological department here has predicted mainly dry weather for next 24 hours in Jammu and Kashmir.

Quoting an official of the MeT department said that mainly dry weather was expected till March 12.

Regarding the minimum temperature, he said, Srinagar recorded a low of 3.3°C against 3.5°C on the previous night and it was normal for the summer capital.

Gulmarg recorded a low of minus 0.8°C against minus 1.6°C on the previous night and it was 2.7°C above normal for the world famous skiing resort in north Kashmir’s Baramulla district, he said.

Jammu recorded a low of 12.9°C against 12.2°C on the previous night. It was 1.1°C below normal for J&K’s winter capital, he said.

Ladakh’s Leh and Kargil, the official said, recorded a low of minus 7.5°C and minus 4.6°C respectively.

J&K Govt orders transfer, posting of IAS officers

The Jammu and Kashmir government on Monday order transfer and posting of two IAS officers in the Union Territory.

According to an order Dr Mandeep Kumar Bhandari, IAS (AGMUT:2001), awaiting orders of adjustment, is posted as Principal Secretary to the Lieutenant Governor.

The order stated Bhandari shall also hold the charge of the post of Chief Executive Officer, Amarnathji Shrine Board, in addition to his own duties.

“Dr. Syed Abid Rasheed Shah, IAS (AGMUT:2012), Administrative Secretary, Culture Department, holding additional charge of Chief Executive Officer, Economic Reconstruction Agency, J-K, is transferred and posted as Administrative Secretary, Tourism Department relieving Sarmad Hafeez, IAS, of the additional charge of the post.”

It reads he shall also hold the charge of Administrative Secretary, Culture Department and Chief Executive Officer, Economic Reconstruction Agency, J-K, in addition to his own duties, till further orders.

LG Sinha inaugurates Family Lounge, Roof Top & Diner Restaurants at Jammu Club

Lieutenant Governor Jammu and Kashmir, Sh Manoj Sinha inaugurated new facilities at Jammu Club & congratulated members for carrying out cultural & social welfare programmes.

The Lt. Governor, who is the Patron of Jammu Club, inaugurated Diner Restaurant, Family Lounge & Aakash Roof Top Restaurant in presence of ADGP Jammu Mukesh Singh; Divisional Commissioner, Ramesh Kumar (IAS), who is also Vice President of Club and hon’ble members of Jammu Club.

Suicide bomber kills nine police officers in Pakistan

A suicide bomber on Monday killed nine police officers in an attack on their truck in southwestern Pakistan, officials said.

“The suicide bomber was riding a motorbike and hit the truck from behind,” senior police official Abdul Hai Aamir told AFP.

The incident took place at Dhadar, the main town of Kachhi district, some 120 kilometres southeast of Quetta in Balochistan. At least 16 people sustained injuries in the attack.

Mehmood Notezai, police chief for Kachhi district, told AFP the police were returning from a week-long cattle show where they had been providing security.

While no group has claimed responsibility for the bombing, Baluch separatists and local militants have been blamed for previous such attacks.

 

Delay Imposition Of Property Tax By Few Years: Altaf Bukhari To Administration

Apni Party president Altaf Bukhari on Monday urged the J&K Lieutenant Governor Manoj Sinha to delay imposition of property tax by a few years.

He said the people in Jammu and Kashmir are not in a position to pay property tax.
“Lieutenant Governor may be correct in saying that the people in other states are also paying the tax, but the people of Jammu and Kashmir are not in a position to pay the property tax by now… …I am not trying to browbeat you…if any political party can, they can…we are just requesting you on behalf of the people of Jammu and Kashmir, let us delay it for a few years.” Bukhari told reporters in Srinagar
Despite uproar, the J&K government is introducing property tax from April 1, 2023 onwards.

Regarding the reports of outsourcing of the Royal spring Golf course and other properties, Bukhari said that there are good local players in the tourism sector in Jammu and Kashmir and he would suggest they take a call and bid for these properties which will save them and the jobs to the local youth.

He said the government should also see how much bid they would put for these properties so that a local player can afford it and with which terms and conditions.

J&K Panchayat Members Allege Bureaucracy Conspiring Against PRIs, Stage Protest

All Jammu and Kashmir Panchayat Conference—a registered organization working for strengthening the Panchayati Raj institutions on Monday staged protest against the Rural Development Department alleging the Bureaucracy of conspiring to undermine the authority and autonomy of Panchayati Raj Institutions.

Over 100 elected Panchayat members and senior members of the Panchayat Conference led by its president Anil Sharma held protest raising slogans against the Rural Development Department outside Press Club of Jammu for its order to revoke and retract amount of Rs 200 Crore that was actually available at the disposal of Panchayats under 14th Finance Commission.

Agitating PRI members informed that earlier also around two months ago a similar order to rescind funds under 14th FC was issued but later the Rural Development department after severe criticism and condemnation from the elected Panchayat members had assured that it would not fiddle with the available funds and the Panchayats would be allowed to use these funds till March 31 and they will be allowed to make payments against the completed and started developmental works in the Panchayats that have the approval of the Gram Sabhas.

Conference President Anil Sharma stated that despite assurance from Lieutenant Governor the Panchayat would be allowed to use the funds under 14th FC till March 31, the RDD has again issued a dictatorial order dated March 1, 2023 and has issued instructions to the J&K Bank not to allow Panchayats to use these funds and instead transfer the money in the 14th FC award account maintained by J&K RDD .

Sharma termed this order of Rural Development Department as direct assault on the autonomy of the Panchayats and warned the officers there to respect the grass root level democratic institutions that are elected by the people through legal and democratic means.
Explaining supremacy of PRIs, AJKPC President further stated that after 73rd amendment of Constitution of India, the elected Panchayats draw their power directly from the constitution of India and statutes of the respective states and Union Territories therefore the Bureaucrats must not undermine these basic institutions of self governance rather contribute in strengthening them.

All the protesting PRI members urged the Government of India and Lieutenant governor Manoj Sinha to caution the Baabus to stop infringement and contravention of the Panchayati Raj Act.
