Mumbai terror attack handler jailed for 15 years in Pakistan

Sajid Majeed Mir, one of India’s most wanted terrorists and the main handler of the deadly 2008 Mumbai attacks who was earlier declared dead by Pakistan, has been jailed for over 15 years in a terror-financing case by an anti-terrorism court in the country, which is struggling to exit the grey list of the FATF.

The Counter Terrorism Department (CTD) of the Punjab Police, which often issues convictions of the suspects in such cases to the media, did not notify Mir’s conviction.
His sentencing comes as Islamabad prepares for an on-site visit by the officials from the Paris-based global terror financing watchdog Financial Action Task Force (FATF) to verify the implementation of Pakistan’s relevant anti-money laundering and terrorism-financing reforms. A positive report may facilitate Pakistan’s exit from the grey list of the FATF.
“An anti-terrorism court in Lahore early this month had handed down 15 and a half years jail term to Sajid Majeed Mir, an activist of banned Lashkar-e-Taiba (LeT), in a terror-financing case,” a senior lawyer associated with terror financing cases of LeT and Jamaat-ud-Dawa (JuD) leaders said on Friday.

Besides, since it was an in-camera proceeding at the high-security jail, the media was not allowed.
The lawyer further said Mir has been in the Kot Lakhpat jail in Lahore since his arrest in April. He said the court also imposed a fine of over Rs 400,000 on the convict.
Pakistani authorities had in the past claimed he had died, but Western countries remained unconvinced and demanded proof of his death. This issue became a major sticking point in FATF’s assessment of Pakistan’s progress on the action plan late last year.
This was where things finally started moving in Mir’s case leading to his ‘arrest’, the Dawn newspaper reported on Saturday.

His conviction and sentencing were, therefore, major achievements that Pakistani officials showcased in their progress report given to FATF on its action plan during the latest plenary, the paper commented.

It indeed helped in convincing FATF members that Pakistan had finished all the required tasks, it added.
Mir, 44, is on the FBI’s list of most-wanted terrorists. The US has placed a bounty of USD 5 million for his role in the 26/11 Mumbai terror attacks. Mir is on India’s most-wanted list for his role in the 26/11 Mumbai attacks that left 166 people dead, including six Americans.
Before the last meeting of the Financial Action Task Force (FATF), Pakistan reportedly told the agency that it had arrested and prosecuted Sajid Mir in order to seek its removal from the global anti-laundering body’s ‘Grey list’.

Mir was called the “project manager” of the Mumbai attacks. Mir reportedly had visited India in 2005 using a fake passport with a fake name.
The FBI says that “Mir is wanted for his alleged involvement in the 2008 terrorist attacks in Mumbai, India. Beginning on November 26, 2008, and continuing through November 29, 2008, ten LeT attackers carried out a series of coordinated attacks against multiple targets in Mumbai, including hotels, cafes, and a train station, killing approximately 170 people.”
“Six Americans were killed during the three-day attacks. Mir allegedly served as the chief planner of the attacks, directing preparations and reconnaissance, and was one of the Pakistan-based controllers during the attacks. Additionally, Mir allegedly conspired to commit a terrorist attack against a newspaper and its employees in Denmark between 2008 and 2009,” it said.

“Mir was indicted in the US District Court, Northern District of Illinois, Eastern Division, Chicago, Illinois, on April 21, 2011, and was charged with conspiracy to injure the property of a foreign government; providing material support to terrorists; killing a citizen outside of the US and aiding and abetting; and bombing of places of public use. An arrest warrant was issued on April 22, 2011,” it said.

Mumbai terror attacks’ alleged mastermind and JuD chief Hafiz Saeed has already been sentenced to 68 years imprisonment in terror financing cases by the Lahore anti-terrorism court.

The sentence is running concurrently, which means he will not have to spend many years in jail.
Mumbai attack operation commander Zakiur Rehman Lakhvi is also sentenced to several years in jail. Both Saeed and LeT militant Abdul Rehman Makki are also in Kot Lapkhapt jail in Lahore.

Saeed, a UN-designated terrorist on whom the US has placed a USD 10 million bounty, was arrested in July 2019 in the terror financing cases. Saeed-led JuD is the front organisation for the LeT which is responsible for carrying out the 2008 Mumbai attack.
The US Department of the Treasury has designated Saeed as a Specially Designated Global Terrorist.

The global terror financing watchdog Financial Action Task Force (FATF) is instrumental in pushing Islamabad to take measures against terrorists roaming freely in Pakistan and using its territory to carry out attacks in India. The FATF had placed Pakistan on the grey list in June 2018 and asked Islamabad to implement a plan of action to curb money laundering.
Last week, the FATF said Pakistan will continue to be on the “Grey List” of countries under increased monitoring, a statement from the global money-laundering and terror-financing watchdog said on June 17. It said Pakistan may be removed from the list after an on-site visit to verify the implementation of its reforms on countering terror-financing mechanisms.
Pakistan has so far avoided being on the black list with the help of its close allies like China, Turkey and Malaysia.

The FATF is an inter-governmental body established in 1989 to combat money laundering, terrorist financing and other related threats to the integrity of the international financial system.

Police party consisting of PSI Raghav Chalotra, Sgct Mohd Farooq, SPO Farooq ahmed, SPO Shakeel Ahmed, SPO Javed Ahmed, SPO Ram Singh and Army troops of 60RR lead by an officer of Major Rank (name kept confidential) and JCO (name kept confidential) rescued the tribals consisting of women and children and during the rescue operation, SPO Karnail Singh of PP Malikote was injured. The rescue operation was conductedunder the supervision of SDPO Mahore Chabbil Singh Bhau and SHO Chassana Insp Parmod Singh Bajju and under the over all Supervision of SSP Reasi Amit Gupta.

Weather remained dry in Jammu and Kashmir during the last 24 hours as the MeT department forecast the same to continue on Saturday.

“Dry weather with clear sky is likely to continue in J&K during the next 24 hours”, an official of the MeT department said.

Srinagar recorded 13.7, Pahalgam 6.3 and Gulmarg 4.5 degrees Celsius as the minimum temperature.

Leh in Ladakh region had 7.4 and Kargil 10 as the minimum temperature.

Jammu regsitered 21.9, Katra 21.2, Batote 15.2, Banihal 13.8 and Bhaderwah 14.6 degrees as the minimum temperature.

New terminal at Srinagar airport to increase passenger capacity

Authorities at Srinagar airport are planning to increase the passenger area by around threefold to increase passenger capacity to 6.5 million.

Top officials at Srinagar airport said that the plans for constructing a new integrated terminal are at advanced stage and it will be interlinked with existing building.

“With the construction of the new building, the passenger area will increase from 20,226 SM to 64,360 SM besides that the passenger capacity will increase to 6.5 million from existing 2.5 million,” they said.

They added that the multi-level car parking will be constructed for parking of 1,000 vehicles.

Director Srinagar airport Kuldeep Singh told KNO that the proposal is still at the initial stage and the annual passenger capacity for the present building structure is 2.5 million.

“The tentative cost of the new building and associated works will be 1500 crores,” he said, adding that “many new facilities are in pipeline and it will shared only once they are finalised”.

Surprise inspection of petrol pumps conducted

Assistant Director FCS&CA, Arief Lone and Assistant Commissioner Legal Metrology inspected the petrol pumps on National Highway in the vicinity of Rajouri.

The inspection was carried out on the directions of the Deputy Commissioner Rajouri, Vikas Kundal to check provision of functional toilet and drinking facilities as per the government guidelines under Swachh Bharat Mission.

During the inspection, it was found that all the petrol pumps have these facilities but proper signages were missing. The inspection team asked the owners to install the signages for the convenience of the customers.

It is pertinent to mention that the Govt has issued guidelines to ensure that the fuel pumps adhere to the norms under Swachh Bharat Mission and measures are taken up to ensure availability of basic amenities like clean drinking water and proper toilets at the pumps.

The concerned officers also warned the petrol pump owners of legal action if they are found violating the Govt norms in this regard.

70 bedded DRDO hospital set up for Amarnath Yatris

Lieutenant Governor Manoj Sinha on Friday, in a day-long tour, visited both the Baltal and Pahalgam Axis of Shri Amarnath Ji Yatra and reviewed the preparedness and response mechanism of all the stakeholder departments during the visit.

The Lt Governor also conducted on-site inspection of facilities on travel routes of Baltal & Pahalgam and chaired review meetings at the base camps which discussed lodging, health care, communication network, sanitation, water supply, weather forecasting, emergency response, fire safety and all other basic necessities.

At Baltal, the Lt Governor inaugurated 70-bedded fully-equipped DRDO hospital for quality healthcare services to Shri Amarnath Ji Yatris.

The Hospital, funded by Ministry of Health and Family Welfare, will house the facilities like X-RAY, General ward, OPD, ICU, Oxygenated ward, Pharmacy, Laboratory and Ultrasound.

Better coordination among various agencies is of utmost importance for better facilities, seamless journey and spiritual experience for Yatris. All the departments involved in Yatra Management to ensure the best possible facilities as a high number of devotees footfall is expected for the annual pilgrimage, observed the Lt Governor.

During his visits, the Lt Governor interacted with the Camp Directors, officials of Police and other security agencies and sought the status of the Yatra arrangements.

The Lt Governor instructed for fire audit at all vulnerable places and directed the concerned Deputy Commissioners to hold regular joint meetings of all stakeholders including security agencies.

The Lt Governor also complimented all stakeholders for their efforts in completing the assigned tasks on time. He further called for better coordination among all the departments involved in yatra management for the safe and successful conduct of the annual pilgrimage.

Dr Arun Kumar Mehta, Chief Secretary passed explicit directions pertaining to the deployment of sufficient sanitation staff, installation of dustbins at appropriate locations, training of service providers, medical aid for High Altitude Sickness, displaying of rate lists, minimizing the waiting time for Yatris and illumination of camps and the track. He further stressed on making the Yatra plastic-free.

Sh Nitishwar Kumar, CEO, Shri Amarnath Ji Shrine Board, directed the concerned officers to stock 10 days of essential commodities, besides stocking diesel for gensets, in advance, at all identified locations on Yatra track.

Concerned Deputy Commissioners gave brief presentations on location outlay, accommodation capacity, movement plan of Yatris, sanitation plans, IEC activities etc.

Sh R K Goyal, Additional Chief Secretary Home Department; Sh Pandurang K Pole, Divisional Commissioner Kashmir; Sh Vijay Kumar, IGP Kashmir; Sh Shyambir, DC Ganderbal; Dr Piyush Singla, DC Anantnag; and other senior officers of Police, Civil Administration and SASB accompanied the Lt Governor.

 

Death Penalty to Man for Rape and Murder of Minor Girl

The Supreme Court on Friday, May 24 confirmed the death penalty given to a man for the rape and murder of a seven-and-a-half-year-old mentally and physically challenged girl, saying the crime has been of extreme depravity and shocks the conscience.

A three-judge bench of Justices A.M. Khanwilkar, Dinesh Maheshwari and C.T. Ravikumar upheld the Rajasthan high court’s May 29, 2015 order of death sentence.

In the case of the present nature, the crime had been of extreme depravity, which shocks the conscience, particularly looking to the target (a seven-and-a-half-year old mentally and physically challenged girl) and then, looking to the manner of committing murder, where the hapless victim’s head was literally smashed, resulting in multiple injuries including fracture of frontal bone, the bench said.

The high court had said the case falls within the category of the rarest of rare cases and had upheld the judgment passed by the sessions court.

In our opinion, the judgment passed by the sessions court suffers from no error, the high court had said.

The man had kidnapped, raped and murdered the girl on January 17, 2013.

J&K Govt notifies draft rules under Central Land Acquisition Act

In terms of J&K Reorganization Act, 2019, the Central Land Acquisition Act. “The Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013 (Act 30 of 2013)” has been made applicable to the Union Territory of Government of Jammu & Kashmir.

The Government of Jammu & Kashmir has prepared draft rules in exercise of powers conferred by Section 109 of the said Act which have been published as required under section 112 of the said Act, for information of all persons likely to be affected thereby; and notice is hereby given that the said draft rules shall be taken into consideration after the expiry of a period of 15 (fifteen) days from the date of publication in Official Gazette. The draft rules are available on the official website of the Revenue Department (https://jkrevenue.nic.in).

Any objection or suggestion which may be received from any person with respect to the said draft rules within the period so specified shall be considered by the Government.
