Govt to make forensic probe must for crimes carrying over 6-yr jail

Through changes in concerned laws, the government is planning to make forensic investigation compulsory in all cases where the offence attracts a punishment of six years or more, Union Home Minister Amit Shah said on Sunday.

“The Narendra Modi government is… working towards making forensic investigation mandatory in all cases of offences punishable with imprisonment for more than 6 years,” Shah said.

He was addressing the Parliamentary Consultative Committee of the Ministry of Home Affairs on the topic “Forensic Science Capabilities: Strengthening for Time bound and Scientific Investigation” in Kevadia, Gujarat. Shah was chairing the meeting.

According to the MHA, Shah called for the establishment of an independent Directorate of Prosecution and an independent Directorate of Forensic Science in each State/UT through proposed comprehensive amendments to the Indian Penal Code, Criminal Procedure Code and the Indian Evidence Act.

Shah stressed on the need for investigating agencies to be one step ahead of criminals in view of the use of technology by them and said that the central government in collaboration with the state governments is working on a three-pronged approach to reforms in Police Investigation, Prosecution and Forensics.

He said that this is the right time to focus on technology-based and evidence-based investigation to achieve the targeted conviction rate, which he pegged at 90%.

According to the MHA, Shah “informed the members that the central government is providing funds to strengthen the forensic infrastructure across the country, including setting up of Mobile Forensic Science Units in each district, and these units will serve at least three blocks in a district”. He said steps are also being taken to standardize forensic equipment, instrument calibration, Standard Operating Procedures (SOP) in all FSLs in the country for high quality forensic results.

The meeting was attended by MPs, Ministers of State for Home Nityanand Rai, Ajay Kumar Mishra, Nishith Pramanik and Union Home Secretary Ajay Bhalla along with senior officials of MHA, NCRB and National Forensic Science University. The meeting reviewed the forensic science capabilities available in the country, especially keeping in view the increasing dependence of the criminal justice system on forensic investigation.

Mainly clear weather likely in J&K

The weather remained dry with clear sky in Jammu and Kashmir during the last 24 hours and the Meteorological (MeT) department’s forecast on Monday said that it will be mainly clear skies with the possibility of light rain and thundershowers at one or two places.

“Mainly dry weather with possibility of light rain/thundershower at one or two places is likely in J&K during the next 24 hours,” an official of the MeT department said.

Srinagar had 18.2 while both Pahalgam and Gulmarg had 11.6 degrees Celsius as the minimum temperature.

Drass in Ladakh region had 7.1, Leh 11.8 and Kargil 15 as the minimum temperature.

Jammu had 28.3, Katra 25.6, Batote 20, Banihal 16.8 and Bhaderwah 18.3 as the minimum temperature.

 

Pak intruder shot dead along international border in Jammu

Two days ahead of Amarnath Yatra, a Pakistani intruder was shot dead near the international border in the RS Pura sector of Jammu by BSF, in Jammu and Kashmir, said a senior BSF officer.

Earlier, Doda Police with the help of security forces arrested one terrorist, a resident of Koti Doda. One Chinese pistol, two magazines, 14 live cartridges and one mobile phone were recovered from his possession.

The terrorist, named Fareed Ahmed, is the son of Ghulam Hassan who is also a resident of Koti Doda.

The terrorist was in touch with terror commanders across the Border. An FIR under relevant sections of law has been registered in Doda Police Station. Further investigation into the matter is in progress.

BJP to get 50 plus seats, form next Govt in J&K : Ravinder Raina

J&K BJP president, Ravinder Raina has reiterated that his party will get absolute majority to form next Government in J&K.

Addressing a large gathering at Baramulla town of North Kashmir, Raina reiterated that BJP will cross the magic figure of 50+ in upcoming Assembly election and will form its own Government in J&K.

Raina who is in Kashmir Valley addressed series of BJP rallies in North Kashmir on Sunday. He addressed a large gathering at Baramulla which was also attended by BJP general secretary, Sunil Sharma, secretary, Dr. Farida Khan, senior leader, Anwar Khan, MM War and district president, Mir Mushtaq at Dak Banglow Baramulla.

Raina said the various schemes launched by Prime Minister, Narendra Modi has benefited the common man in J&K. He said the Ayushman Bharat Scheme, Kissan Samman Nidhi, PMAY various social welfare schemes, free ration, free COVID-vaccine, various scholarship scheme for the students and the mega development projects have benefited the common masses in J&K and they get full justice in Modi Government under “Sabka Saath, Sabka Vikaas, Sabka Vishwas”.

Raina further said in Modi Government everybody is feeling happy as this Government is committed to justice to all. He said “We need a double engine Government in J&K as people want development, peace and harmony and only Modi led Government can fulfill the dreams of common masses especially the younger generation.

Raina complimented the people of Baramulla and Kupwara district for their wholehearted support to BJP and said he is quite sure that with Jammu region BJP will also win the assembly seats in Kashmir Valley and will form its own government with Chief Minister from the party.

Addressing the rally, Sunil Sharma lambasted at NC, Congress and PDP for their double standards and double speak. Sharma said NC, Congress and PDP always ditched the common Kashmiris and only exploited the sentiments of people of Kashmir and did nothing for their betterment.

7 killed, 14 injured in road accident

Seven people were killed and four others injured when the vehicle they were travelling in toppled off a bridge in Karnataka’s Belagavi district.

According to the police, the accident took place on Belagavi-Gokak road. The deceased have been identified as Adiveppa Chilambavi (27), Basavaraj Dalavi (30), Basavaraj Hanumannavara (51), Akasha Gasti (22), Fakirappa Harijana (55), Mallappa Dasanasetty (30), and Basavaraja Sanadi (35). All of them worked as labourers and were heading to their workplace in a Trax Cruiser.

According to the police, the incident took place around 9:20 am when the labourers were heading from Akkatangiyara Halla village to Belagavi town. Preliminary probe revealed that the driver lost control when trying to overtake another vehicle, and rammed onto a bridge. The vehicle then fell off the bridge. Seven people died on the spot, while four have been hospitalised.

Speaking to mediapersons in Belagavi, Bommai said, “It is most tragic that seven people have lost their lives in the road accident near Belagavi. Many are seriously injured. Arrangements have been made for free treatment of the injured. It has been decided to distribute Rs5 lakh as solatium for the families of those who were killed and another Rs 2 lakh each from the Deputy Commissioner of the district.”

 

 

Around 3 lakh pilgrims have registered for Amarnath yatra so far: Officials

Around three lakh pilgrims have registered so far for the annual Amarnath Yatra which is scheduled to begin on June 30 amid unprecedented security arrangements in south Kashmir Himalayas, officials said.

Shri Amarnathji Shrine Board (SASB), which manages the annual pilgrimage, commenced the registration of pilgrims for the 43-day yatra on April 11 through 566 designated branches of various banks across the country, in addition to the facility on its website.

Registrations will continue till the end of the yatra.

The yatra will commence from twin routes – traditional 48-km Nunwan in south Kashmir’s Pahalgam and 14-km shorter Baltal in central Kashmir’s Ganderbal — after a break of two years following the Covid outbreak.

The first batch of pilgrims, including Sadhus, will leave for the twin base camps of Kashmir from Bhagwati Nagar and Ram Mandir in Jammu a day ahead of the official commencement of the yatra which will culminate, according to tradition, on the day of ‘Raksha Bandhan’ festival on August 11.

“Around three lakh pilgrims have so far registered for the yatra,” an SASB official said.

According to SASB, no one below the age of 13 years or above the age of 75 years, and no woman with more than six week’s pregnancy, are registered for the yatra.

The government, this year, is introducing a Radio Frequency Identification (RFID) system for pilgrims to track their movement en-route to ensure their well-being.

Over 3.42 lakh pilgrims had paid obeisance at the shrine, housing the naturally formed ice-shivlingam from July 1 to August 1, 2019 before the government cancelled the yatra midway ahead of abrogation of Article 370 and bifurcation of J&K into two union territories (on August 5, 2019).

Additional Director General of Police, Jammu, Mukesh Singh said security-related arrangements are complete for the yatra which is being conducted under the surveillance and close coordination of various security agencies.

“We have been provided with a sufficient number of security personnel and the deployment (of the forces for the yatra) is complete,” he said, expressing confidence that the yatra will be conducted in a peaceful atmosphere.

The ADGP said since sabotage by terrorists is the biggest challenge during the yatra, the police has also launched an awareness campaign to inform the public, especially drivers, about various steps which are required to be followed to avoid any untoward incident.

Senior Superintendent of Police, Udhampur, has started an awareness campaign in the district which falls on Jammu-Srinagar national highway to inform the drivers about the threat of sticky bombs.

“Such a campaign will be taken to all the districts and we are fully confident that the yatra will culminate in a peaceful manner,” he said.

During this year’s yatra, SASB has decided to put in place a daily route-wise pilgrims ceiling to 10,000, excluding those travelling by helicopters.

The board has also decided to extend the free-of-cost battery car service for the pilgrims at the 2.75 km-long Baltal to Domel stretch.

Hundreds of pilgrims including Sadhus, have already started arriving in Jammu and are enthusiastic about undertaking the pilgrimage, a symbol of communal harmony and brotherhood.

Lakhs of government employees may see an increase in their dearness allowance (DA) next month, in July 2022. The DA is declared twice a year, in January and July. It is expected that the government may consider rising retail inflation into the DA amount for July 2022.

DA announcements are typically made in March and September of each year. However, due to the Coronavirus pandemic, there was no increase or adjustment in the DA amount for one and a half years after December 31, 2019.

Following that, DA for all Central Government employees was increased to 28% from 17% in July 2021, based on the recommendations of the 7th Pay Commission.

DA hike of 5% likely in July

According to the All-India Consumer Price Index (AICPI) data thus far this year, central employees are set to receive a large DA boost of 5%. This figure is a percentage point more than the previously predicted 4% increase. If the AICPI data for May continues to rise, this figure might rise to 6%.

With the predicted 5% increase, DA, which is currently at 34% following a 3% increase in January of this year, would rise to 39%. If this rises to 6%, it will be a huge boost in the face of growing inflation in India and around the world. On the basis of the base income of employees, such a raise would represent a rise of up to Rs 3,400 per month, or little more than Rs 40,000 annually.

DA Arrears

The reports on the settlement of 18-month-old Dearness Allowance (DA) arrears have gathered traction once more. According to recent sources, the issue of payment of DA arrears for the period January 2020 to June 2021 may be addressed soon. Employees of the Central Government should not give up hope of receiving Rs 2 lakh in pending arrears in a single payment. The amount of DA arrears would be determined by the employees’ pay band and structure.

PF Interest

The EPF, Central Board of Trustees suggested an annual rate of interest of 8.10 percent to be credited on EPF accumulations in members’ accounts for the fiscal year 2021-22. The interest rate was officially announced in the government gazette, and EPFO would shortly begin crediting the rate of interest into the accounts of its customers. Every year, EPFO announces the PF interest rate.

PM Modi highlights India’s growth story, says country impatient to fulfil its dreams

In his address to the Indian diaspora in Munich on Sunday, Prime Minister Narendra Modi underscored the country’s achievements in a short span of time and said India is impatient to fulfil its dreams.
“India is now ready, ready, impatient. India is impatient, for progress, for development. India is impatient for its dreams, for the fulfillment of its dreams,” said PM Modi.
“Today’s India has come out of the mentality of ‘it happens, it runs like this’. Today India takes a pledge to have to do, have to do, and have to do on time,” said the Prime Minister.
PM Modi addressed and interacted with the Indian community in Germany at the Audi Dome, Munich. Thousands of members of the vibrant Indian community in Germany participated in the event, read the Ministry of External Affairs press release.
He said that India has shown how well democracy is delivering in such a vast and so diverse country.
“The way crores of Indians have achieved big goals together, is unprecedented. Today every village in India is Open Defecation Free,” said the Prime Minister.
“Today electricity has reached every village in India. Today almost every village in India is connected by road. Today more than 99 percent of people in India have a gas connection for clean cooking. Today every family in India is connected to the banking system,” added PM Modi.

Prime Minister highlighted India’s growth story and mentioned various initiatives undertaken by the government to further achieve the country’s development agenda.
Prime Minister also lauded the contribution of the diaspora in promoting India’s success story and acting as brand ambassadors of India’s success.
“We Indians are proud of our democracy. Today, we can proudly say that India is the mother of democracy… The diversity of culture, food, clothes, music and traditions makes our democracy vibrant. India has shown that democracy can deliver and has delivered,” said PM Modi.
Speaking about the mindset of people regarding India, he said, “There was a time when people said India will take 10-15 years to vaccinate its population against COVID-19. Today, 90 per cent of adults have taken both doses and 95 per cent of adults have taken at least one dose.”
He also highlighted free treatment and free rations to 80 crore people since the start of the COVID-19 pandemic.
“Today every poor person of India is getting free treatment of up to Rs 5 lakh. In this time of Corona, India is ensuring free food grains to 80 crores poor for the last two years,” said PM Modi in Munich.
Underscoring cleanliness drive, he said, “Today cleanliness is becoming a part of the lifestyle in India. The people of India, the youth of India are considering it their duty to keep the country clean. Today the people of India are confident that their money is spent honestly,” said PM Modi.
PM Modi arrived in Munich today to attend the G7 summit where he will hold meetings with G7 and partner countries and will hold discussions on issues ranging from environment, energy, to counter-terrorism.
