Jammu, Jan 8: The National Council for Teacher Education (NCTE) has refused recognition for the University of Jammu to run its Bachelor of Physical Education (B P Ed) and Master of Physical Education (M P Ed) courses at the Directorate of Sports and Physical Education.

Official sources said the decision was taken due to deficiencies in payment of the required processing fee and non-compliance with NCTE faculty norms. The Northern Regional Committee (NRC) of NCTE took the decision during its 454th meeting.

In contrast, the NRC has granted recognition to the University of Kashmir for its M P Ed course starting from the 2026‑27 academic session, noting that the institution had complied with all requirements under the NCTE Regulations, 2014.

Sources said the University of Jammu’s case was reviewed along with relevant documents under the NCTE Act, 1993, Rules, 1997, and Regulations, 2014. The matter was earlier considered in the 449th NRC meeting, after which a First Show Cause Notice was issued to the university on November 12, 2025. The university replied on November 17, but the Committee found the response insufficient.

The NRC noted that the university had not paid the processing fee for the self-financed programmes, which began in 2004 (B P Ed) and 2007 (M P Ed), citing that the university was outside NCTE’s purview before 2019 and requested a waiver. The Committee did not accept this plea.

The NRC also highlighted deficiencies in faculty appointments. While the university submitted a list of 15 faculty members, their designations and appointments did not meet NCTE norms required for B P Ed and M P Ed programmes.

Given these shortcomings, the NRC decided to refuse recognition under Sections 14 and 15 (3)(b) of the NCTE Act, 1993. Fresh admissions to both courses have been suspended since last year due to lack of affiliation, affecting students’ prospects despite over 90 percent placement records.

The decision underscores the importance of compliance with regulatory norms, even for government institutions, while highlighting the disparity that Kashmir University received recognition for its M P Ed programme after meeting the required standards.
