Is GMC a new private Hospital?

Government Medical College, Jammu which is often in news due to its poor medical services, has introduced new rules for visitors. As per administration, visitors have to buy a 5 rupees pass to meet the patients. Moreover, the pass is valid for only one hour.

“We have come from Poonch. Firstly, so much of travelling and efforts to come here and then pay extra money to meet our family member who’s on the Hospital bed. Without pass the staff doesn’t allow us to enter. It’s not about the amount but why to pay when this is a Government Hospital?” said a visitor showing his entry pass

According to reports, the passes have been introduced to collect money for the sheets and covers of Hospital beds. Besides the maintenance charges of Rupees 200 per month, the beds need extra fund. But the question is why? Even after being a Government Hospital, why?
