Modern SWM Facilities Coming Up in Trail

In a significant clarification in the Assembly, the Jammu and Kashmir Government has stated that the sites identified in Tral Constituency for waste management are not unauthorized dumping yards but part of a planned transition toward scientific solid waste management infrastructure.
Responding to queries regarding the existence of dumping sites despite the alleged absence of scientific waste treatment facilities, the Government categorically denied the presence of unregulated dumping locations. Officials informed the House that two locations have been identified under a structured plan to strengthen waste management systems in the region.

According to the Government’s reply, one such site is located at Takiya Razaq Shah under the jurisdiction of Municipal Committee Tral, while the second site is situated at Dangarpora, Padgampora in Municipal Committee Awantipora. These locations, the Government maintained, are part of a long-term strategy aimed at ensuring systematic and environmentally compliant waste disposal mechanisms.

The Government further elaborated that the identification and allocation of land for these Solid Waste Management (SWM) facilities have been carried out by the concerned Revenue Authorities. The process was undertaken in close consultation with both Municipal Committee Tral and Municipal Committee Awantipora to ensure proper planning and execution of waste management infrastructure.

Addressing concerns regarding the establishment of a scientific waste management system in the constituency, the Government stated that substantial progress has already been achieved. The Scientific Solid Waste Management System in Municipal Committee Tral is currently at an advanced stage of operationalization. The Material Recovery Facility (MRF) and Solid Waste Management Plant at Takiya Razaq Shah is nearing completion. Authorities confirmed that the required machinery has already been installed and only minor civil works remain pending before full operational functionality is achieved.

Meanwhile, the Government also informed the House that the Solid Waste Management Plant at Municipal Committee Awantipora is already fully operational. The facility is ensuring scientific segregation, processing, and disposal of municipal solid waste in strict compliance with the Solid Waste Management Rules, 2016. Officials emphasized that the operational plant represents a major step towards sustainable waste management practices in the region.
The Government’s response comes amid growing public concern regarding waste disposal practices and environmental safety in urban and semi-urban areas of South Kashmir. Officials reiterated their commitment to strengthening municipal infrastructure and ensuring that waste management systems adhere to modern scientific standards.

With infrastructure projects nearing completion and operational facilities already functioning in parts of the constituency, the Government expressed confidence that Tral and adjoining areas will soon witness a fully integrated and scientifically managed waste disposal framework aimed at improving sanitation and environmental sustainability.
