Files to be Entertained only through e-office mode after November 30: Govt

J&K government on Saturday ordered that all communications and files from the Heads of Departments (HoDs) would be entertained only through e-office mode after November 30.

The government also fixed a deadline of November 20 for the HoDs to avail any assistance or to hand-hold from the Information Technology (IT) department.

“After which it shall be presumed that all HoDs are functioning one-office only. Further, failure of any Head of the Department in switching over to e-office mode shall be their responsibility and shall invite appropriate action,” warned GAD Commissioner Manoj Kumar Dwivedi.

He also directed the HoD offices, whose scanning activities had not yet started, to immediately begin using e-office with current dak, without waiting to scan all files or documents.

Dwivedi noted that all Heads of the Departments were directed to switch over to the e-office mode of working with assistance/ handholding from the Information Technology Department within a week in terms of the government order number 820-JK(GAD) of 2021 dated September 2, 2021, and a circular number 37-JK(GAD) of 2021 dated September 20, 2021.

In pursuance of these directions, all HoDs, inclusive of the move as well as non-move offices, situated outside the Civil Secretariat, were provided necessary assistance by way of provisioning of the VPN connections, creation of domain IDs (jk.gov.in email IDs) and training of local admins or Master Trainers etc. by Information Technology department.

“Accordingly, it is at this moment reiterated that any HOD office, which is yet to initiate the implementation of e-office, shall immediately contact the Nodal officers notified for the purpose by or before November 20, 2021, for any further assistance or handholding,” he stated.

Directing the HoD offices to start using e-office with current dak, without waiting for scanning of all files or documents, he stated that the scanning of leftover files or dak of their departments would start separately, for which the Information Technology department would issue the roster.

“To ensure the compliance to these directions, it is enjoined upon all Administrative Secretaries to intervene personally and issue necessary directions to all the concerned that communications or files are entertained only through e-office mode from their HoDs after November 30 2021,” Dwivedi instructed.

The full dress rehearsal for the celebration of Republic Day 2022 was held on Monday here at M. A Stadium Jammu amid tight security arrangements.
The contingents of Army, CRPF, JKP, NCC cadets and other departments besides various schools presented an impressive March past.
Divisional Commissioner Jammu, Dr Raghav Langer inspected the Parade and took a salute at the march past.
School children and artists of J&K Academy of Art Culture and Languages presented a colourful cultural programme featuring theme-based presentations.  A brilliant performance by the Dare Devils of Jammu and Kashmir Police mesmerized the audience with spectacular stunts.
Stunning gymnastics performances, shows were also presented by sportspersons of the J&K Sports Council.
The cultural items depicted communal harmony and composite culture of Jammu Kashmir UT, besides featuring patriotic based presentations, folk music and dance.
The function was also attended by Additional Director General of Police, Mukesh Singh; Deputy Commissioner, Jammu, Anshul Garg, besides other civil and police Officers.

Who would not be familiar with the name of Aarushi Kotwal of Jammu and Kashmir today? It is such a well-known name in the sports world of the state, whose achievements and talent have been influenced by the National Children’s Award from Prime Minister Narendra Modi. Prime Minister Narendra Modi has virtually given Aarushi Kotwal this award.

17-year-old Aarushi Kotwal is the only player to become the state’s first woman master in chess. Aarushi has been the state champion eight times till now and has impressed everyone with her talent by participating in national and international competitions. Aarushi has also got a chance to represent India in the Commonwealth Chess Competition.

Aarushi Kotwal aspires to one day represent India in chess and become the world champion in the game of check and beat and win the title of Grand Master. Although he has not received special encouragement from the then governments of the erstwhile state of Jammu and Kashmir, he is quite happy with the support extended by the family and the J&K Chess Association.

Aarushi still remembers the memorable moment when Omar Abdullah, the former Chief Minister of the erstwhile state of Jammu and Kashmir, honoured her with a sum of Rs 50,000 for winning a gold medal in the Asian Chess competition.

While studying in the second grade, Aarushi started playing chess and, for the first time, the secured first position in the under-7 age group and second in the under-9 age group. Aarushi started the chess game first from her home, and then one day, after defeating all the members of the house, she is giving tough competition to the country’s players. As a result, she has proved her talent by participating in many national and international competitions so far.

Aarushi won the gold medal by participating in the Asian School Chess competition held in New Delhi. Apart from this, she has brought laurels to the state and the country by participating in the international competition held in Tashkent. In the 14th Asian School Chess Competition held in Sri Lanka in July 2018, 454 players from 16 countries participated in the boys and girls categories of four different age groups. In this, Aarushi Kotwal successfully won the silver medal by defeating her rivals in the under-17 age group of girls.

Aarushi says that a sports policy has been made in the state, but due to lack of sports earlier, she was deprived of participating in international competitions twice.
