DoPT’s lateral entry recruitments done through UPSC selection: Dr Jitendra

Union Minister of State (Independent Charge) Science & Technology; Minister of State (Independent Charge) Earth Sciences; MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr Jitendra Singh today stated that lateral entry recruitments by the Department of Personnel & Training (DoPT) are being done through proper UPSC selection.

Commenting on the recommendation for lateral recruitment of 31 candidates to the posts of Joint Secretaries and Directors in Government of India, the Minister said, lateral recruitments have been taking place since 1960s and the most notable lateral entry appointments were those of Dr Manmohan Singh as Chief Economic Advisor in 1972 and later as Secretary in the Ministry of Finance in 1976 when Indira Gandhi was the Prime Minister.

Some of the other important lateral entry appointments made during the earlier regimes include that of Dr Montek Singh Ahluwalia as Economic Advisor in 1979 and later as Special Secretary to Prime Minister and Commerce Secretary in 1990 It goes to the credit of Prime Minister Narendra Modi, said Dr Jitendra Singh, that in order to institutionalize the selection process and also to make it more objective, it was decided that the entire process will be conducted by the Union Public Service Commission (UPSC).

Accordingly, he said, in the present case also, UPSC issued an advertisement for lateral recruitment to 3 posts of Joint Secretary and 27 posts of Director on 6th February, 2021, while further issued advertisement on 9 March 2021 for 13 posts of Deputy Secretary.

In response, a total of 295 applications for Joint Secretary level posts, 1247 applications for Director level posts and 489 for Deputy Secretary level posts were received. Later, UPSC shortlisted 231 candidates for the interview and on the 8th of this month, 31 candidates were recommended for appointment.

The Minister further stated that proper criteria of eligibility has been laid down based on qualification and the years of experience for a given post. Not only this, he mentioned that pre-appointment formalities have also been incorporated which include Police Verification, IB Clearance etc. Justifying the lateral recruitment, Dr Jitendra Singh said, such appointments meet the twin objectives of bringing in fresh talent as well as augmenting the availability of manpower.

He said, this also helps to select individuals with expertise and specialist domain knowledge for a particular assignment, especially when the government has introduced a number of path-breaking schemes in every sector which require specialised skills for implementation and governance.

Gen Bipin Rawat, wife Madhulika Rawat and 11 others dead in chopper crash

General Bipin Rawat, India’s Chief of Defence Staff, his wife madhulika Rawat and 11 others have been killed in the chopper crash near Coonoor in Tamil Nadu. General Rawat was 63.

Indian Air Force confirmed the news on Twitter and said, “With deep regret, it has now been ascertained that Gen Bipin Rawat, Mrs Madhulika Rawat and 11 other persons on board have died in the unfortunate accident.”

They also wrote, “Gp Capt Varun Singh SC, Directing Staff at DSSC with injuries is currently under treatment at Military Hospital, Wellington.”

IAF informed that Gen Rawat was on a visit to Defence Services Staff College, Wellington (Nilgiri Hills) to address the faculty and student officers of the Staff Course today.

 

Visuals showed the badly damaged chopper in flames, possibly under the impact of the crash. Apparently, a major tragedy was averted as the helicopter fell at some distance away from a human habitation, averting possible mass casualties.

The accident site was a scene of despair with trees being reduced to broken pieces under the impact of the crash, flames from the chopper engulfing the wooden logs resulting in billowing smoke and personnel scurrying to douse the fire, including using buckets and water hose. What seemed to be some charred bodies were also seen lying around.

The mangled and burnt remains of the ill-fated IAF chopper were strewn along the site, even as rescue services personnel were seen carrying bodies in stretchers to be transported through waiting ambulances.

The accident site remained out of bounds for civilians. Local eyewitnesses told a Tamil TV channel they could hear a loud noise, apparently of the crash, and later saw the chopper on fire, with some of the occupants suffering serious burn injuries.

Rawat was on his way to the Defence Staff College in Wellington.

Govt to make Online Grievance Redressal accessible to all: Dr Jitendra

Union Minister of State (Independent Charge) Science & Technology; Minister of State (Independent Charge) Earth Sciences; MoS PMO, Personnel, Public Grievances, Pensions, Atomic Energy and Space, Dr Jitendra Singh informed the Lok Sabha today that the government has initiated the process to make Online Grievance Redressal accessible to all and for this purpose, Common Service Center (CSC) has been engaged to make CPGRAMS more inclusive and accessible to all including the differently-abled citizens.

Pertinent to mention that CPGRAMS (Centralised Public Grievance Redress and Monitoring System) is an online platform available to the citizens 24×7 to lodge their grievances to the public authorities on any subject related to service delivery.

In reply to a question, the Minister stated that the Centralized Public Grievance Redress and Monitoring System (CPGRAMS) is a continuously evolving platform which strives to add new features as per latest available technology to make it more efficient and user-friendly for all.
Dr Jitendra Singh informed that a total of 1, 28, 74,337 grievances have been filed under CPGRAMS platforms in last 10 years of which 1, 19, 90,434 have been disposed of. Similarly, a total of 67677 appeals were filed in CPGRAMS since the introduction of the appeal facility in CPGRAMS in January 2021.
The Minister informed that CPGRAMS has been integrated with several other Grievance portals. PMO PG portal, President Secretariat PG portal, Cabinet Secretariat PG portal and Grievance portals of Department of Pension and pensioners Welfare, Ministry of Micro Small and Medium Enterprises and Securities and Exchange Board of India are integrated with CPGRAMS at the backend.
CPGRAMS has also linked through the web API with Grievance Portals of the UT of Jammu & Kashmir and the States of Assam, Bihar, Goa, Himachal Pradesh, Haryana, Jharkhand, Kerala, Karnataka, Madhya Pradesh, Meghalaya, Punjab, Rajasthan, Uttarakhand and Uttar Pradesh.
In reply to another question, Dr Jitendra Singh, who is also Incharge India Meteorological Department (IMD), stated that India Meteorological Department (IMD) is continuously working on improving operational forecasting models for various weather and climate extreme events to help farmers and others.
The Minister informed the House that the Ministry of Earth Sciences (MoES) had launched an ambitious and well-resourced research programme on mission mode, called the Monsoon Mission. The first phase of the mission was implemented during 2012-2017 and the second phase (2017-22) is underway.
Dr Jitendra Singh further stated that India has augmented its capability of High-Performance Computing (HPC) system, which is close to 10 petaflops capacity now and it is the backbone of the monsoon research and operational services in the country. He said, India has the fourth best computing facilities in the world for weather and climate services and the Monsoon Mission has helped in the significant improvement of monsoon forecasts in all time scales, right from short-range to seasonal.
The Minister informed that India is now proud of having one of the best prediction system for generating real time forecasts and warnings in all spatial scales from a location to Block, district, meteorological subdivisions and homogeneous regions and temporal scales of a few hours (nowcast), 3 days (short range forecast), 4-7 days ((short range forecast), 4-7 days (medium range forecast) 1-4 weeks (extended range forecast) and one month to a season (long range forecast).
The reply by Dr Jitendra Singh also gave detail that IMD is issuing Impact Based Forecast (IBF) which gives details of what the weather will do rather than what the weather will be. It contains the details of impacts expected from the severe weather elements and guidelines to the general public about do’s and don’ts while getting exposed to severe weather conditions like cyclone, heat wave, thunderstorm and heavy rainfall. IMD also runs an operational Agrometeorological Advisory Services (AAS) viz Gramin Krishi Mausam Sewa (GKMS) scheme for the benefit of farming communities in the country.

366 terrorists eliminated in Kashmir after abrogation of Article 370: MoS Home Nityanand Rai

Union Minister for State for Home affairs Nityanand Rai on Wednesday informed Rajya Sabha that 366 terrorists were eliminated in Kashmir after the abrogation of article 370.

Rai in a written reply to Rajya Sabha on the question of Congress MP Digvijay Singh said, “366 terrorists killed, 96 Civilians also lost their life while 81 Security Forces (SFs) martyred in Kashmir after the repeal of Article 370 on 5th August 2019 till 30th November 2021.”

Rai further informed the Upper House that after the repeal of Article 370, no Kashmiri Pandit/Hindu has been displaced from the valley.
“However, recently some Kashmiri Pandit families, mostly women, and children, living in Kashmir have moved to the Jammu region. These families are of Govt. employees, many of whom, move to Jammu in winter as part of the movement of officials and the winter vacation in educational institutions,” he further added.
