New Delhi: Indian security agencies are closely monitoring renewed discussions within Pakistan’s military establishment over the possible creation of a Chief of Defence Forces (CDF) Headquarters inside the GHQ, Rawalpindi — a move that could significantly reshape Pakistan’s command structure and long-term strategic posture. From India’s perspective, the debate marks an important moment in Pakistan’s ongoing internal recalibration. A unified CDF command would bring the Pakistan Army, Air Force, and Navy under a single top-tier authority, potentially streamlining decision-making on defence, crisis response, and operational planning. Indian analysts believe such restructuring could signal Islamabad’s attempt to modernise its military architecture in line with global models, especially during a period of political volatility and economic strain. While the idea of a tri-services command has surfaced intermittently in Pakistan, intelligence assessments suggest it has gained renewed traction recently. According to reports available with Indian agencies, several senior retired Pakistani officers have pushed for this structure in closed-door sessions. One of the influential figures associated with the early conceptual framework is Lt Gen (r) Faiz Hameed, former DG ISI, whose tenure was marked by assertive institutional positioning. Indian strategic watchers note that a “key decision” involving Lt Gen (r) Faiz is expected soon — though its exact nature remains unclear. New Delhi views any development involving him with particular interest, given his past role in regional dynamics, his influence within power blocs inside Pakistan, and his deep imprint on the military-political landscape during critical periods. Within Pakistan, the proposed CDF HQ has reportedly triggered debates over its potential to alter inter-service equations. For India, such shifts are significant because Pakistan’s military remains the central driver of its security and foreign policy. A unified command could mean faster coordination, more integrated force posture, and possibly tighter centralised control over strategic assets. However, Indian experts caution that the creation of a CDF structure may also deepen internal frictions within Pakistan’s military hierarchy. Rivalries among service branches, apprehensions over shifting authority, and Rawalpindi’s sensitivity to institutional balance could delay or derail the proposal. No official announcement has been made so far, but Indian agencies believe the coming months may offer clearer signals. If implemented, the restructuring could mark a decisive transformation in Pakistan’s defence framework — a development New Delhi will continue to assess closely for its implications on regional security, crisis management, and military preparedness.
