In a decisive move to combat the rising threat of drug abuse among students, the Jammu and Kashmir School Education Department has issued a comprehensive directive mandating immediate measures across all Government and Recognised Private Schools, Coaching Centres, and Tuition Institutions.
The circular, dated September 11, 2025, outlines strict guidelines for the prevention and control of drug abuse, recognizing the alarming rate at which school-going children are falling victim to substance abuse. Highlighting the crucial role of educational institutions in safeguarding young minds, the department has made it mandatory for all institutions to adopt a multi-pronged strategy.
Key measures include mandatory frisking of students, installation of CCTV cameras in vulnerable spots, and the identification of secluded areas within school premises. Each school must designate a trained counsellor, establish a Drug-Free School Policy, and set up Vigilance Committees involving staff, students, and parents.
The directive also calls for the establishment of a dedicated drug abuse helpline, regular awareness and sensitization programmes, and student engagement in positive extracurricular activities. Institutions are further required to conduct regular Parent-Teacher Meetings (PTMs) to educate parents about early signs of drug abuse and preventive steps.
Moreover, Special Joint Monitoring Teams, involving Police, Health, and Education officials, will conduct surprise inspections to identify potential threats and ensure strict legal action.
The School Education Department has tasked school heads with submitting monthly compliance reports, reinforcing accountability.
This strong and urgent action reflects the administration’s zero-tolerance policy toward drug abuse and its commitment to creating a safe, secure, and healthy learning environment for the youth of Jammu and Kashmir.
