Srinagar, Nov 27: Ishfaq Gowher In a significant move aimed at tightening transparency in public recruitment, the Jammu and Kashmir Government has blacklisted M/s LMES IT LLP and Mr. Maharaj Krishan Wali, a private vendor, after uncovering a series of irregularities in the controversial Firemen/Firemen Driver recruitment process of 2020. The decision has been formalised through Government Order No. 1540-JK(GAD) of 2025, issued on 26 November 2025 by the General Administration Department (Vigilance). The action comes after a chain of investigations that began in December 2022, when the Government constituted a committee to probe allegations of corruption in the Fire & Emergency Services Department’s recruitment process. Following months of scrutiny, the committee presented its findings on 10 February 2024 and recommended that the matter be handed over to the Anti-Corruption Bureau (ACB) for a detailed probe. Acting on these recommendations, ACB Jammu and Kashmir conducted an in-depth verification into the role of M/s LMES IT LLP and its key associate Mr. M.K. Wali. Based on its findings, the ACB registered FIR No. 01/2025 at ACB Central, Jammu, flagging multiple violations and manipulations in the tendering process. According to the ACB’s verification report, LMES IT LLP was wrongly allotted the recruitment assignment despite being the L-2 bidder, while the L-1 bidder was sidelined without justification. The firm lacked the mandatory experience required under the tender conditions and was found to be not a reputed vendor, having been incorporated only in 2017 after splitting from another company. The probe also revealed that LMES used balance sheets and IT returns of another company, which were blended with its own financial documents to meet eligibility criteria — a serious breach of tender norms. Furthermore, LMES quoted a substantially higher rate (Rs. 179 per candidate) compared to a competitor who offered Rs. 107.50 per candidate, yet the company was still favored. Another major finding involved the non-consideration of the L-1 bidder, whose candidature was neither accepted nor rejected by the selection board. Investigators also established that Mr. M.K. Wali had longstanding influence within previous recruitment processes and leveraged this position to secure the contract for LMES. After reviewing all reports submitted by the ACB, the Government approved the recommendation to blacklist both the firm and the individual. They are now barred from participating in any recruitment-related bids conducted in the Union Territory, under Rule 151 of GFR 2017. This decisive action, issued under the authority of the Lieutenant Governor, underscores the administration’s commitment to eliminating corruption and ensuring fair recruitment practices in Jammu and Kashmir.

New Delhi, Nov 27: Chief Spokesperson Awami Itihaad Party (AIP) Inam Un Nabi today released a powerful handwritten letter from incarcerated Member of Parliament Baramulla Er Rashid addressed to the Hon’ble Speaker of the Lok Sabha, in which he announces a one-day symbolic hunger strike on 28 November 2025 inside Tihar Jail No. 1 to protest the “bulldozing of constitutional rights of the people of Jammu & Kashmir.” The letter written entirely in Er Rashid’s own hand delivers a direct constitutional, moral and political indictment of the current situation in J&K. MP Er Rashid begins by stating that “the entire people of India are genuinely proud of the Constitution their elders gave them,” but says it felt like “mocking both the Constitution and ‘We the People of J&K’” when he learnt that a Kashmiri-translated version of the Constitution was released by the Hon’ble President “when the constitutional guarantees and rights of Kashmiris have been bulldozed and tampered.” Jailed MP Er Rashid Slams Delhi for ‘Bulldozed Rights,’ Calls Hunger Strike on Nov 28 Before celebrating Constitution Day, Er Rashid urges the ruling dispensation to answer “how can the majority in Parliament be used to bulldoze and dilute the preamble of the Constitution.” Er Rashid then issues a scathing warning about the direction in which the country is being pushed. He writes that if the current government continues to justify “bulldozer justice, custodial killings, demolishing houses, removing the CJI from the panel to nominate the Chief Election Commissioner, putting thousands of Kashmiris in jails, misusing central agencies against Kashmiris and strengthening draconian laws like UAPA,” it would be giving “Bhimrao Ramji Ambedkar sleepless nights in the eternal world” especially at a time when political parties, both in power and opposition, take an oath to uphold the Constitution. Calling the Constitution “already being rewritten,” he urges 140 crore Indians to reflect on the eve of Constitution Day and ask both the ruling party and the opposition to “restore the constitutional rights of the people of J&K snatched on 5th August 2019.” To convey this message, he concludes by announcing: “I would be observing a symbolic hunger strike in Tihar Jail on 28th Nov 2025.” The letter is signed from Tihar Jail No. 1 and dated 25–11–2025 and was forwarded to party leadership through his legal counsel. AIP has said the letter represents “the honest conscience of an elected representative being denied his constitutional space” and reflects the deep wounds carried by the people of Jammu & Kashmir.
