Jammu, Feb 07: The Jammu and Kashmir government on Saturday said it is reinforcing disaster management and rehabilitation mechanisms to reduce the loss of lives, property, livelihoods and environmental resources, while also addressing the socio-economic concerns of internally displaced persons.
It said early warning alerts are being issued across media platforms using the Common Alerting Protocol (CAP), which was effectively utilised during the Shri Amarnath Ji Yatra 2025 for timely dissemination of warnings.
Providing details of rehabilitation efforts, the government said that under the Prime Minister’s Relief Package (PMRP) 2008 and the Prime Minister’s Development Package (PMDP) 2015, a total of 6,000 jobs were sanctioned for Kashmiri migrant youth, of which 5,880 appointments have been made. It added that 6,000 transit accommodation units were approved, with 3,736 flats completed and 2,264 under construction. By December 2025, 3,250 flats had been allotted.
The government further said that Rs 1,534.52 crore has been distributed to 35,552 displaced persons from Pakistan-occupied Jammu and Kashmir (PoJK) and Chhamb, while Rs 106.59 crore has been provided to 4,542 West Pakistani Refugees who are now eligible for domicile certificates.
To safeguard migrant properties, an online grievance portal has been launched to report cases of encroachment or illegal occupation. Through this system, 3,408 kanals and 16 marlas of encroached migrant land have been recovered. By December 2025, more than 1.64 lakh domicile certificates and 36,541 migrant certificates had been issued to migrants and displaced persons.
The government said it also plans to set up a State Emergency Operations Centre (EOC) in Jammu district, along with similar centres in all 20 districts, to further strengthen disaster preparedness and response systems.
