Ladakh , Jan 17 : The Ministry of Home Affairs (MHA) has scheduled a high-level Hill Development Council (HPC) meeting for Ladakh on February 4 in Delhi. The meeting will be chaired by Union Minister of State for Home, Nityanand Rai, and will take place at Kartavya Bhawan.

Representatives from both the Leh Apex Body (LAB) and Kargil Democratic Alliance (KDA) will attend, with six members from each body participating. Also present will be the Ladakh Member of Parliament and the chairpersons of the Hill Councils of Leh and Kargil.

The meeting will focus on key issues highlighted in the document submitted by LAB and KDA in November 2025, which includes demands for statehood, integration of Ladakh under Article 371 with proposed Sixth Schedule provisions, a 30-seat Legislative Assembly, two Parliamentary seats, and other administrative reforms.

These HPC talks follow earlier sub-committee discussions and aim to build on the positive responses received from MHA officials during the October 22, 2025 meeting. Both LAD and KDA have indicated plans for internal consultations ahead of February 4 to coordinate their positions for the joint discussions. The session is seen as a crucial step in determining the future governance framework for Ladakh.
