The Union Territory Administration of Ladakh has reconstituted the Advisory Boards constituted under various preventive detention and security-related laws by substituting members, while retaining the existing Chairpersons. The decision has been notified through S.O. 148, issued on December 17, 2025.

According to the notification, the reconstitution has been carried out in partial modification of earlier Home Department notifications S.O. 112 dated September 25, 2025, and S.O. 117 dated October 5, 2025. The move has been made by exercising powers under Section 14 of the UT of Ladakh Public Safety Act, 1978, Section 9 of the Prevention of Illicit Traffic in Narcotic Drugs and Psychotropic Substances Act, 1988, Section 9 of the Prevention of Black Marketing and Maintenance of Supplies of Essential Commodities Act, 1980, Section 8 of the Conservation of Foreign Exchange and Prevention of Smuggling Activities Act, 1974, and Section 9 of the National Security Act, 1980.

As per the order, Ms. Spalzes Angmo, Principal District and Sessions Judge, Leh, and Mr. Sheikh Gowher Hussain, Principal District and Sessions Judge, Kargil, have been appointed as Members of the Advisory Boards, replacing those notified earlier. The Chairperson of the Advisory Boards will continue as already notified and remains unchanged.

The notification specifies that the newly appointed Members shall hold office for a period of three years from the date of publication of the order in the Official Gazette, unless the boards are reconstituted or modified earlier by the UT Administration.

The Advisory Boards play a crucial statutory role in reviewing cases of preventive detention and ensuring that actions taken under various security and preventive laws comply with constitutional and legal safeguards.

The order further clarifies that all other terms and conditions mentioned in the earlier notifications shall remain unchanged.

The notification has been issued by order of the Lieutenant Governor of the Union Territory of Ladakh, and has come into effect with immediate effect upon publication.
